Kushi Ram, who had been sentenced to two-year imprisonment, had gone for appeal against the sentence.

It may be mentioned that in 1988, the CBI had booked two students of the PEC, Kailash and Ram Kumar Arya, for clearing the examination on the basis of tampered answer books. The father of Kailash, who was a principal of a college in Meerut and R.P. Gupta, owner of a printing press, were booked in the case.

Notice issued in periphery land scam case
Our High Court Correspondent

Chandigarh, February 22
The Punjab and Haryana High Court today issued notice of motion for March 30 on a PIL filed by the Lawyers for Human Rights International (LHRI), Chandigarh chapter, through its president Tejinder Singh Sudan.

The PIL, which alleges that politicians, senior police and civil officers in nexus with certain property sharks have "grabbed" land in Kansal and other villages in the periphery of Chandigarh, seeks investigation by the Central Bureau of Investigation (CBI) into the alleged nexus.

Today, the court also took on record the affidavit filed by the Deputy Commissioner, Ropar. The affidavit, filed on the asking of the court, says that an annexure submitted by the LHRI along with its petition, contains information of only four pages and not the entire 16 pages of the jamabandi of the area, where the high and mighty of Punjab are alleged to own land.

On the last hearing, counsel for Punjab Government had told the court that the information provided in one of the annexure did not match the record of the Revenue Department.

The annexure is reportedly a translated copy of the "jamabandi" of a portion of land in Kansal village in Ropar. This copy, which is for the year 2003-4, contains names of some influential persons who own land in the area.

The affidavit submitted by the DC, Ropar, Mr H.I.S. Grewal says that a person had last year applied for a copy of the original jamabandi of the area, which was provided to him. His affidavit also says that the annexure also has some words missing.

However, counsel for the LHRI countered the claim of the government and asserted it had not been able to prove that the contents of the annexure submitted by the LHRI were incorrect. He said the affidavit of the DC was another attempt of the government to mislead the court.

After hearing counsel, the Bench of Chief Justice Mr Justice D.K. Jain and Mr Justice Surya Kant, while issuing notice on LHRI's petition, adjourned the hearing of the petition filed by the Joint Action Committee, Nayagaon, which also talks of an unholy nexus between land mafia and police officers, bureaucrats and ministers, for tomorrow.
