Maid drugs employer, decamps with valuables
Chandigarh, January 17 The doctors attending the couple said the victims were served food laced with some drug that was not poisonous. The maid had been employed about two weeks ago and was not subjected to police verification. The police said the exact loss could to not be ascertained as yet as the victims were not "fit enough" to give a statement. The matter came to light when Mr Rajesh Dhawan went to a nearby provision store at around 11am in a semi-conscious state to get some help. According to Mr Naresh Bansal, the shop owner, "Rajesh's mouth was filled with tooth paste foam and he was walking in a dazed state, oblivion of his surroundings. Seeing his condition, I immediately rang up my partner Munish and we helped Rajesh reach his home." He further added that there Radha, the wife of Rajesh, was also found lying unconscious. Thereafter they informed the neighbours of the couple and people soon gathered there. They called an ambulance and shifted the couple to the Sector 16 General Hospital. Talking to Chandigarh Tribune in a semi-conscious state, Mr Dhawan muttered that he and his wife came back home from their jobs at around 9 pm. Mr Dhawan runs a beauty parlour in Sector 40 and an electronic shop in Sector 35. His wife commutes between Chandigarh and Ambala daily as she is attending a beautician course there. Rajesh alleged that Sylvie, their maid servant, served them food and they went to bed. Thereafter, they do not remember anything. He added that his wife came back from a function last night and kept her jewellery in a drawer. He said that two gold bangles weighing 10 tolas, a gold chain, earrings, mobile phone besides a purse containing about Rs 800 were found missing from the house. He recalled that Sylvie was earlier employed with managers of Milk Time and he did not furnish her verification details with the local police. Back home, a visibly shocked Sunidhi, daughter of Rajesh, told Chandigarh Tribune that their maid servant served rice to her parents. She found her parents sleeping, when she woke up this morning and tried to wake them up. Later she saw her father could not stand properly and failed to put tooth paste on his tooth brush. She helped her father in doing so. Later she noticed that her mother was incoherent in behaviour. Sunidhi further disclosed that Sylvie used to cook meal for the family and also served her lunch when she used to come back from her school. A neighbour said Sylvie, apparently a South Indian, started working with the family recently. On January 13, while celebrating Lohri, she was talking about her well settled sons settled abroad. She might have won the trust of the family by telling false stories about her, said the woman. The station house officer of the Sector 17 police station, Mr Moti Ram, said the police would record the statement of the victims once they regain full consciousness. The police will proceed on the basis of details provided by the victims. |

Chandigarh, January 17 Informing this here today an official spokesman said that the policy would not be applicable in the Industrial Area Phase-I and II as the conversion policy had already been announced for that area. The seven trades mentioned in the category of special trades where conversion had not been allowed include ‘atta chakki’, ‘rui penja’, scooter/car repair, tent/utensils hire services, ‘kabari’ and automobile spare parts. The conversion has been allowed under a major policy decision for free flow of trade and other allied activities. The decision on the new policy had been taken following a clearance from Gen (retd) S.F.Rodrigues, Governor of Punjab and the UT Administrator, to allow the market forces to determine the nature of trade to be followed by the allottee of commercial site. Moreover, the policy would also remove the cumbersome process and bottlenecks for the conversion of trade. In the initial years of development of the city, commercial sites were allotted for specific trades to be pursued from these sites in various sectors. With the passage of time some specified trades were allowed to be converted on payment of charges. A large number of such applications for conversion of trade submitted by the allottee remained pending in the Estate Office leading to inconvenience to the applicants. A large number of cases were also filed by the Estate Office against those who carried out other than specified trades from the premises allotted to them. Such specification of trade was required in the initial years of setting up of the city. With full integration of the city now almost achieved, it was felt that the market forces might be allowed to determine what trade was to be followed by the allottee of commercial premises. To curtail the operational and legal complications, it was decided that the restrictions of carrying out a particular trade in a particular area was not required any more The liberalisation of conversion would be applicable to ground floors only as the Administration had recently approved a policy on conversion of SCF into SCO and SCO into other uses, which was applicable to first, second and third floors. The new policy would eliminate inconvenience caused to the applicants and their consequential harassment. It would reduce workload of the Estate Office as no such applications would be received and large number of resumption proceedings would be dropped. Number of such cases in the Court of Chief Administrator, Adviser to the Administrator and High Court would also be reduced. However, the traders would have to give intimation to the Estate Office about the trade being pursued by them. |
Non-teaching PU staff protest today
What the calendar says According to the calendar, a university should remain open six days a week and the number of holidays should be reduced to mandatory holidays, including only national holidays and any other holiday declared under the Negotiable Instruments Act. The number of casual leaves should be reduced from 20 to eight or 10 for all employees, including teaching faculties and administrative staff. The 18-member committee formed by the Vice-Chancellor will meet to discuss the issue tomorrow.
Chandigarh, January 17 Stating that the PU was not a Central university, employees pointed out that in case the university decided to implement the calendar, it should be clear to the university that the non-teaching staff had nothing to do with academics and hence the calendar could not be implemented on them. The employees also stated that they would not allow the university to change the evening studies department timings to 2 pm. The university Syndicate proposal showed that the university was not interested in allowing its non- teaching staff to enhance their academic qualifications by studying in the evening, said the employees. The president of the federation, Mr Dharampal, said the committee constituted by the Vice-Chancellor to consider a change in the timings had proposed that instead of 5pm the evening studies classes begin at 2.30 pm. "What is the use? A person doing a 9 to 5 job cannot study in the university," he said. They added that a protest would be held in front of the administrative block of Panjab University tomorrow morning. |
Man hit by train, killed
Chandigarh, January 17 A large number of on-lookers gathered at the overbridge on the Chandigarh-Panchkula road this morning leading to a small traffic jam. The police said the victim was of medium height having a wheatish complexion. He was wearing blue pants. His shirt or other clothes could not be found on the body. The police kept the body on the spot for over three hours for identification but in vain. Later the body was shifted to the civil hospital. The police has initiated inquest proceedings under Section 174 of the Criminal Procedure Code. |

Chandigarh, January 17 The Academy of Science of the Royal Society of Canada has about 900 Fellows drawn from all fields in the natural and applied sciences. The academy maintains its pre-eminent standing among scientific organisations in Canada by electing Canadians who are recognised nationally and internationally for their exceptional contributions to research and leadership in their areas of expertise. Its Fellows include all Canadian Nobel Prize winners in science and many others who have been honoured with international awards. Dr Vijh, who is an acknowledged expert in electrochemistry, will head the academy till the end of 2007. Incidentally, the academy has four divisions - applied science and engineering; earth, ocean and atmospheric science; life sciences; and mathematical and physical sciences. Known for his insight in adopting and adapting concepts and methodoligies from solid waste physics, applied from a physical chemistry perspective, he has made an extraordinary number of original and innovative contributions which have been acknowledged and published in hundreds of science journals. He is a staunch supporter and a forceful advocate of fundamental research. He has written on important issues like science and ethics, epistemology of science and the unity of creative processes in arts and sciences. Representing new Canadians, he has been an outstanding example of the new vitality injected into Canadian culture and society. After his election to the Royal Society of Canada in 1985, he has never looked back and held various key positions in the society, including Director in various divisions besides chairing awards and medals committee, science and ethics committee till his election as its Vice-President in 2003 for a term of two years. A recipient of several national and international awards, Dr Vijh has been the winner of Noranda Lecture Award of the Chemical Institute of Canada in 1979, Officer of the Order of Canada (1990) and the Golden Jubilee Medal (Queen Elizabeth II) in 2002. In 2005, he was elected a Visiting Fellow of St Edmund’s College, Cambridge University. |
Collectorate rates revised
Derabassi, January 17 The administrative decision, which comes in the wake of spiralling property prices with the entry of major real estate players in the
sub-division, will bring in more revenue to the State Exchequer as the property buyers will have to pay more stamp duty for the registration of the property deals. Reliable sources told Chandigarh Tribune here today that for Zirakpur the collectorate rate had been revised from Rs 2,500 to Rs 3,000 per yard in case of residential property. The rates for Derabassi goes from Rs 1,200 to Rs 1,500 per yard. Similarly, an acre of land will be registered at the rate of Rs 50 lakh at Zirakpur instead of the current rate of Rs 40 lakh an acre. The same land in Derabassi will be registered at the rate of Rs 40 lakh as against Rs 22 lakh at present. Besides, different rates had been fixed for different categories of land, including the commercial land. The SDM, Mr Narinder Sangha, when contacted, confirmed that the collectorate rates had been revised as it was felt that the current rates were low in comparison to the prevailing market
rates. Usually the rates are revised in March/April. However, in view of the huge difference between the market rate and the collectorate rate, it was felt prudent to revise the rates midway, Mr Sangha said, adding that the rates were also likely be revised in March/April. The revised rates would mean more revenue for the
government. This revenue would be utilised for the provision of basic amenities to the residents of these towns. Currently, with the new residential colonies mushrooming at a faster rate, the basic amenities were woefully neglected in these
areas. The more revenue at the disposal of the authorities should see more development in these towns, a property dealer hoped. |
Haryana spends Rs 52.2 cr on welfare schemes
Panchkula, January 17
A herbal park at an estimated cost of Rs 42.98 lakh has been set up in Sector 26, while Rs 23 lakh have been spent on the construction of a conference hall in Sector 12. Rs 98.90 lakh had also been spent on the construction of a senior secondary school in Sector 20 of the district. The release said that the construction of water works in Mata Mansa Devi Complex in Sector 5 was on at full swing and the expansion work of Golf Club was being completed over an area of 135 acres in Sector 3. Besides this, Rs 84.90 lakh was being spent on the repair and maintenance of roads in Sectors 20 and 21. Also, Rs 110 lakh had been spent on the construction of District Education Institute in Sector 2. The government had so far given Rs 13.39 lakh in various schemes such as kanyadaan, house allotment, basti sudhar, inter-caste marriage, and scholarship schemes through the District Welfare Department. The government had taken various steps for keeping a tab on the problem of female foeticide and falling sex ratio. A unique scheme ‘Ladli’ had been started under which Rs 5,000 per year for five years would be given to the mother on the birth of the second girl child on or after August 20, 2005. Under the “Indira Gandhi Priyadarshani Vivah Shagun Yojana” scheme, Rs 15,000 instead of Rs 5,100 would be given on the marriage of the daughter of a person of the Scheduled Tribes and people living below the poverty line. |
Flour mill gutted
Mohali, January 17 Mr Harjinder Singh, one of the owners of the damaged khokha, said that he had closed the shop around 7 pm last evening and went home. At around 11 pm, someone told him that he had seen smoke coming out of the shop. When he went to the spot, he saw that the fire brigade employees were already fighting the flames. Police personnel were also present there. Mr Harjinder Singh said that two diesel engines, an air compressor, seven bales of cotton, some quilts, a cupboard were destroyed in the fire. He said that he was not aware of the cause of fire but suspected some foul play as owners of big shops in the area as well PUDA authorities wanted khokha owners to vacate the land. He said that he had shared the khokha with Mr Pal Singh who was doing a business in tyres. |
High fee opposed for information under Act
Chandigarh, January 17 Mr Rajiv Godara, general secretary of the manch, said in a statement that while the Central Government had fixed Rs 10 as application fee and Rs 2 for every page created or copied, the Haryana Government had set the application fee at Rs 50 and the per page rate at Rs 10. The manch has also criticised the opposition parties for not raising their voice against the high fee. Meanwhile, the Initiatives for Democratic Rights (IFDR) has also criticised the exorbitant fee fixed by the Punjab Government to get information under the Act. Mr Yogesh Snehi of the IFDR has said by fixing such a high fee, the Punjab Government was trying to go against the fundamental premise of the Act. He demanded immediate correction in the fee structure. |

Home Secy moots library e-network
Chandigarh, January 17 This was said by Mr Krishna Mohan, Home Secretary, while inaugurating the User Awareness Programme under the Ministry of Communications and Information Technology (MCIT) Library Consortium Digital Information Services at the DOEACC Centre in Sector 17 here today. He appreciated the level of computerisation of government libraries, including college libraries. Mr Ajay Rampal, State Informatics Officer, National Informatics Centre (NIC), said the resources of information could be shared online by connecting all libraries. He said “e-granthalaya”, library solution by the NIC, was successfully implanted in various government colleges and institutes in the city. The Officer In charge, NIC Library, New Delhi, Mr P.K. Pleasant weather invigorates city
Chandigarh, January 17 The temperature too, showed signs of improvement with the city recording a minimum temperature of 12.4°C and a maximum of 21°C. While the minimum temperature inched up by a few points only, the maximum temperature made a significant jump from 16.4°C recorded yesterday to 21°C today. The rise in temperature was due to cloudy sky. Unlike yesterday, when residents were forced to stay indoors by the day-long drizzle, the entire city seemed to be out today enjoying the weather. Light drizzle, couple of times during the day, brought cheer to city residents. The most-frequented places — the Sukhna Lake and the Sector 17 Plaza — were swarming with people. Coffee shops did brisk business as did softy corners all over Sector 17. The young, the old, school kids, office-goers and practically everybody “relished” the weather which provided a pleasant change. The Met Office maintained that cloudy weather conditions would prevail tomorrow as well and the city could experience more rain. |
Mohindra Kothi to be used as museum
Chandigarh, January 17 A spokesman of the state government said that the feasibility report for the use of Mahindra Kothi, Patiala, had been jointly prepared by Department of Archaeology, Tourism and Cultural Affairs and INTACH. It was approved in principle at the meeting. The spokesman further said that it was also decided engage M/s Feedback Venture Pvt. Ltd. as consultants for the development of integrated township at Baran village near Patiala. The authority also approved the proposal to set up a sports facility and a club house on the land adjoining to the aviation club there. The authority also constituted a 10-member committee for the upkeep and maintenance of Baradari Gardens under the chairmanship of Deputy Commissioner, Patiala. The other members of the Committee are Commissioner, Municipal Corporation, Deputy Director, Horticulture, District Forest Officer (Wildlife), Divisional Engineer (Civil), Divisional Engineer (Public health), Divisional Engineer (Elect.) PUDA. and certain eminent citizens. The authority also decided to cover all the four drains to improve the drainage system in the city. |

Man caught snatching mobile
Chandigarh, January 17 Sources said the girl was returning home after her tuition when Nand Lal waylaid her and attempted to snatch her mobile. The girl resisted and the incident led to a scuffle between the two following which Nand Lal tried to run away with the set. The girl raised alarm at which passersby caught the offender. Nand Lal received a sound thrashing at hands of the public before being handed over to the police. |
Cop manhandles PGI doctor
Chandigarh, January 17 Sources said the cop was drunk. He started asking a doctor, who was looking after another patient, to come and help the doctor who was attending on his father. When the doctor tried to reason that a doctor was already on the job, the cop allegedly got infuriated and attacked the doctor which led to a scuffle. Sources said a case has been registered.

Chandigarh, January 17 He was reacting to a news-item, “No case registered despite evidence”, carried in the Chandigarh Tribune columns on January 16. He stated that the mobile connection was obtained in the name of the company, but Mr S.K. Gupta cleverly entered his name in the application form along with the name of the company. The company was paying the rentals and other charges of the mobile used by Mr S.K. Gupta, thus the mobile connection was the property of the company. |It was not the case to be intervened by the Mohali police and it has no “locus standi” to try such a petty case. He alleged that the police was implicated the company in a false case, he added. |
