Inter-college contests

Mohali, December 11
In order to emphasise the need to equip the prospective teachers with the knowledge of HIV/AIDS and human rights issues, various inter-college competitions were organized by the Shivalik Institute of Education and Research, Mohali yesterday. The events covered the field of home science, fine arts, creative writing and poetry recitation in the memory of Amrita Pritam.

The function was presided over by Mr J.N. Joshi, Chairman, Jan Shikshan Sansthan, Mohali (Ministry of HRD). Speaking on the occasion Mr Joshi stressed on the need for innovative ideas and creativity in the field of education. Encouraging all the participants, he advised the teachers to equip themselves to meet the global challenges. A multimedia presentation was made by Neena Sawhney on the theme of HIV/AIDS.

In flower arrangement (dry) competition, Indo Global College of Education, Abhipur, bagged the first prize while Malwa Central College of Education for Women, Ludhiana, won the first prize in fresh flower arrangement category. In salad making, Regional College of Education, Kauli, stood first.

Government College of Education, Chandigarh won the first prize in collage making, Shivalik Institute of Education and Research, Mohali, in poster making, Swami Devi Dayal Institute of Education, Barwala, in rangoli and Government College of Education, Chandigarh, in cartooning. In poetry recitation, Sachdeva College of Education, Kharar, secured the first position.

Mount View school kids enthral

Fun and frolic marked the annual day celebrations of Mount View Public School, Baltana, here yesterday.

Dressed in colourful clothes, tiny tots enthralled the parents and guests for several hours. Western, folk dances and bhangra were the highlights of the function.

Capt Kanwaljit Singh, former Punjab Finance Minister, who was the chief guest, appreciated the efforts of students and teachers in putting up an impressive show. The chairman of the school, Maj Gurcharan Singh (Retd), while reading the annual report, highlighted the achievements of the school during the preceding year.

Silver jubilee celebrations of college begin

‘Voice of the future’ — the year-long silver jubilee celebrations of the Dev Samaj College of Education, Sector 36, were yesterday launched at Tagore Theatre.

The function began with the college prayer and the inaugural address, followed by a multi-media presentation, highlighting the growth and rise of the college.

The college students then presented the theme song ‘Shanti Ki Mashal’ and a ballet ‘Roshan Rahein Bardte Kadam’. Participants of the Youth Festival, Professional Zone A, presented a colourful Gujarati dance, followed by the felicitation ceremony.

A cultural extravaganza, including folk songs and dances and a performance by the Mander brothers from Toronto, set the mood of festivity.

Dev Samaj celebrations

To commemorate the 155th birth anniversary of Bhagvan Devatma, the founder of Dev Samaj, the Dev Samaj annual mahotsav will be celebrated from December 14 to 17 at Dev Samaj Bhavan, Sector 36.

Religious discourses by workers of Dev Samaj, debates and plays by students, a blood donation camp, bhakti sangeet and a public lecture on `Can Dev Samaj offer solutions to the challenges faced by the humanity’ will be organised.

CAT allows consequential benefits to assistant

The local bench of the Central Administrative Tribunal (CAT) has allowed consequential benefits to an assistant posted in the tribunal here. The benefit would include retaining the promotion already given to him on the post of assistant and considering of his case as section officer in accordance with the rules.

While extending the benefit, the tribunal quashed the decision of the Principal Bench of CAT, Delhi, to place the assistant below the persons who had appointed or absorbed with effect from November 1, 1989. The assistant, Hari Singh Kaushal had been absorbed in relaxation of the rules.

Passing the order, a Division Bench of Mr L.M. Goyal and Mr J.S. Dhaliwal, Vice-Chairman and Member (Judicial), respectively, of the tribunal said the applicant would be treated on a par with the upper division clerk (UDC) with effect from November 1, 1989. The seniority would be subject to the conditions of fixation of seniority as per he rules and norms as mentioned in the letter of the Registrar, dated November 23, 2003.

The respondents - the Union of India and Principal Bench of CAT - have been asked to prepare the seniority list impugned in this case, maintaining the position of the applicant as absorbed with effect from November 1, 1989, as UDC.

The Bench did not term the letter of the Registrar as illegal which relates to absorption of the persons as UDC, who were holding such posts or analogous posts in their parent department. The applicant would be entitled to consequential benefits which would include retaining of promotion already given to him on the post of assistant and consideration of his case as section officer as per his turn and in accordance with the rules.

The applicant pleaded that he joined service as LDC in the office of the District and Sessions Judge ,Tis Hazari, New Delhi. He was selected to join on deputation to the post of UDC under Principal Bench of the tribunal with effect from January 2, 1975. He continued working as UDC in the tribunal.

Under the rules, known as CAT Group B and C Miscellaneous Posts Recruitment Rules 1989, the appointment on deputation is one of the methods provided for filing the posts by persons who were already working as UDC and were graduates from recognised universities. Under Rule 7 of the Recruitment Rules, the Chairman granted relaxation in favour of the applicant and two other employees and they were absorbed in the tribunal as UDCs with effect from November 1, 1989.

The dispute about fixation of inter se seniority on the basis of service rendered by them in the parent department became the subject matter of a number of applications.

The respondents framed the seniority list of UDC, Bench-wise for all benches on a de-centralized basis. The seniority list of UDCs in the Principal Bench was circulated on November 8, 1992, with the mention that such seniority list was liable to be recasted on an all-India basis while merging the de-centralised seniority list of various benches.

On the basis of seniority of UDC in Principal Bench, applicant was promoted on adhoc basis as assistant with effect from November 30, 1992, and on regular basis with effect from September 6, 1995. Through a letter dated November 18,1997, the Principal Bench circulated a seniority list of UDCs in 1995. In the list Mr Subash Chander was absorbed along with applicant as shown as junior to the former. Promotion of applicant either on an ad hoc basis or on a regular basis as assistant was never challenged by any one.

Baroque concert today

“Baroque music is the next big thing in France,” they all state as we get chatting to the four artistes, masters in their own rights of Baroque music, here in the city for a Baroque concert, being organised by Alliance Francaise, tomorrow evening.

A very popular form of classical music in France, Baroque music was born in the 17th century in Italy and France. It is highly embellished and full of conflicts, contrasts and overblown distinctions. The instruments used are like harpsichord, lute, theorbo, cello, organ and violin.

Thierry Gregoire, Estelle Kaique, Ronaldo de Lima Reyes and Elena Andreyev will perform tomorrow. Excited about their visit to the city, they are confident that their music will be well-received.

“It is very popular music back home and also been well-received wherever we have performed in India.”

Book on short stories released

‘Apna Apna Arsh’, a collection of short stories authored by Mrs Harjit Kaur Bajwa, was released here today.

Mrs Harjit Kaur Bajwa is a housewife who has been writing short stories from the past several years. The book released today is a compilation of her earlier works. The book was released by Swaran Singh Parwana , a writer based in Europe.
