Search committee should select VC “The
mainsprings of intellectual activity in every country are education and the spirit of enquiry, and its quality varies with the standard set by the thinkers and educators of the nation… thus, it is the leadership offered by the universities that determines the intellectual activity in the country and therefore also the national efficiency.” This observation was made by the late C.V. Raman while delivering his convocation address at Mysore University in 1929. The value and importance of universities has been underlined by a number of intellectuals and leaders; still these higher education institutions are yet to be freed from political interference. The post of vice-chancellor of state universities, for instance, has become a political post over the past several years. So much so that the procedure laid down in the university Act is rarely followed properly while appointing vice-chancellors. Many senior university teachers assert that on the one hand, the government talks of providing autonomy to the universities. On the other hand, after coming to power, all regimes appoint their handpicked men as vice-chancellors, which has an adverse impact on the academic atmosphere and functioning of the universities. Dr M. S. Narwal, the president of the Haryana Agricultural University Teachers Association (HAUTA), points out that in the Parliamentary Act, under which the university was established, the HAU Board of Management has been authorised to appoint the vice-chancellor. There is a provision in the Act to constitute a search committee for the selection. However, strangely, this committee has never been properly formed till date and vice-chancellors are appointed “directly”. Dr Narwal asserts that due to lack of a well-defined procedure, the aspirants for the post resort to lobbying to “strengthen” their case. He strongly advocates that a search committee be formed to select the vice-chancellor to ensure transparency in the selection procedure. Dr R. S. Dalal, Director, Human Resource Management, HAU, laments that the post has been politicised. “It is not desirable that vice-chancellors be changed every time a new regime takes over the reins of the state,” he says. Dr Dalal points out that the university has completed 35 years, but it has seen 17 vice-chancellors so far, though the tenure is of four years. He also maintains that despite the said provision in the university Act, a search committee has never been constituted for the appointment of the vice-chancellor. This is not an isolated instance, and the situation is quite similar in almost all state universities. Several senior faculty members maintain that to improve the functioning and academic standard of the universities, vice-chancellors should be selected on merit and the proper procedure regarding their appointment be followed. Dr Kuldip Singh Dhindsa, who is the seniormost professor in all state universities, observes that an environment conducive to teaching, learning and generating knowledge. “Universities are temples of knowledge and the post of vice-chancellor carries a mammoth responsibility. Hence, only the men of eminence, who can lead by example, should be given the post in the larger interest of society,” he maintains. In his convocation address at Allahabad university, Pt Jawaharlal Nehru said: “If the universities perform their duties adequately, then it is well with the nation and the people…” Is the government listening? |

in collaboration with The Tribune, has instituted awards to recognise excellence and to promote the concept of, ‘towards responsible and active citizenship’. These awards are for students and teachers of Punjab, Haryana, Himachal Pradesh and Chandigarh. The selected students and teachers will travel to Singapore on a visit sponsored by Air-India. The Race for Awareness and Knowledge (Rank) award is for students, while the Broad Outlook Learner Teacher (Bolt) award is for teachers. The awards were launched in seven states in 2002-03, and this is the first time the scheme has been extended to this region. Two persons, a teacher and a student from each state, will be selected for the awards, which is a part of the reaching-out project of Air-India. Seeking to recognise excellence outside the field of academics, the selectors are looking for the following among teachers: The teaching tools used on a day-to-day basis to excite their students to look beyond the covers of their textbooks, their pursuit of excellence at the personal and professional levels, their most fulfilling experience as a teacher, how they make teaching fun, whether they live by example, etc. The award will also consider how the teachers invest in first impressions, how they increase the depth of their specialised knowledge, how they work to continuously broaden the breadth of their knowledge. In students the selectors are looking for: An insight into the teachers’ value systems, their ability to step outside the routine and look for what is unique and different in the world. Each student is required to design the national flag of a hypothetical country called the Republic of Consideration and to enunciate 10 laws that individuals must satisfy to be able to acquire a citizenship of this Republic of Consideration.
