She told mediapersons that there were a few middle schools in Punjab and hence after primary education students were left in lurch. The Centre has asked the Punjab Government to set up more middle schools, she added.

Ms Bansal said the drop-out rate of girls in Punjab was much higher as against national drop-out rate. The government had identified 2,700 blocks where the drop-out rate of girls was more and some of those blocks were in Punjab, she said.

She said 3.20 crore students had joined the SSA in 2001. Out of these 2.4 crore students had enrolled themselves in various schools.

The concept of ‘brain drain’ had assumed new dimensions. Now the Indians settled abroad were bringing latest technology to their country and investing money in education projects in villages and cities where they had received education. So brain drain is proving to be beneficial, she added.

Indoor stadium is a shambles
Mahesh Sharma

Mandi Ahmedgarh, January 16
An indoor stadium here built with a grant of Rs 25 lakh is a shambles as it has not been handed over to any of the local agencies. The condition of the stadium, that had started degrading during its construction, has now become pitiable. Almost all fixtures, including window grilles, exhaust fans, floodlights, chairs and bathroom fittings, have been removed. In the absence of window grilles the stadium hall is easily accessible to birds, dogs and miscreants.

Accusing the authorities concerned of trying to grab the unutilised grant for the stadium, Mr Jagdish Singh Garcha, SAD MLA who had impressed upon the then Chief Minister, Mr Parkash Singh Badal, to sanction the grant, has urged the police authorities to book the authorities who got removed fittings and fixtures worth lakhs of rupees from the stadium.

While the organisers of Amarjit Grewal Memorial Rural Sports Festival, which is organised at Gujjarwal village, are trying to do their best to make the event memorable the building of the stadium is being used as a place for the visitors to ease themselves.

Mr Pavitar Singh, patron of the Amarjit Grewal Sports Club, said Mr Grewal and Mr Jagdish Singh Garcha, former Cabinet Minister, had impressed upon Mr Badal to sanction a grant of Rs 25 lakh for the construction of the stadium and MARKFED was entrusted with the execution of the project.

The stadium was constructed in 2000 and it was to be handed over either to the sports club of the village or the panchayat. Meanwhile, the club split after the demise of Amarjit Grewal, former Assistant Director Doordarshan, who had played a pivotal role in the development of sports in the area.

Mr Lakhwinder Singh Grewal, Sarpanch of the village, said, “Had the stadium been handed over to the panchayat or the sports club after its completion, we could have maintained it well.”

Mr Garcha alleged that the authorities entrusted with the construction of the stadium had not handed it over to the local agencies as they wanted to grab the unutilised grant worth around Rs 2.5 lakh.

Mr Garcha urged the higher authorities to investigate the matter and get a theft case registered against the officers who had got the fittings and fixtures of the stadium removed.

No official concerned was available for comments.

Tribune News Service

Ludhiana, January 16
The Deputy Commissioner, Mr Anurag Verma, has directed officers of the different executing departments to ensure timely and proper utilisation of funds released for the development projects and to ensure quality work so that the people could get maximum benefit from the government grants. He said he would inspect the ongoing and completed projects during the field visits every month.

The directions were given by him during a field visit to villages to inspect the ongoing and implemented development projects through government grants released under MP LAD and District Development and Planning Board funds.

During the visit, the Deputy Commissioner visited projects at Ayyali, Bains, Gahaur and Bhanorrh villages, where he reviewed the progress of the executed and on way development works and discussed the problems and development plans of the villages with the panchayats concerned.

At Ayyali village, Mr Verma inspected the ongoing work on the desilting of the pond which was a major cause of pollution in the village. The panchayat appreciated the work and apprised the Deputy Commissioner about the environmental hazard created by the stinking water in the pond for the people.

He directed the BDPO, Ludhiana I, to continue the desilting of pond to the sufficient depth. The panchayat also informed the Deputy Commissioner about another major problem regarding the harassment by the Army authorities in undertaking minor but urgent repair of their houses. In the village all new constructions have been banned as it falls within a radius of 1000 m from the Baddowal Ammunition Depot.

Mr Verma assured that he would ask the ADC to hold a joint meeting of Army officers and the panchayat to sort out this problem amicably.

At Bains village, the Deputy Commissioner inspected a development project of pavement of periphery constructed with the grant of Rs 1 lakh out of MP LAD funds. The panchayat demanded that the sufficient funds should be given for desilting of the pond.

They informed him that the village had no shamlat land or other sources of income for hiring the JCB machine. The Deputy Commissioner asked the DDPO and the BDPO to submit the proposal so that funds could be arranged.

At Gahaur village, Mr Verma inspected a community centre constructed by the panchayat from the MP LAD grant of Rs 1.5 lakh and appreciated the panchayat for ensuring good quality of work and for making contributions from the village folk.

Mr Avtar Singh, sarpanch, told Mr Verma that the village did not have any pond for the discharge of the sullage. He demanded that the panchayat may be allowed to arrange a piece of land from some farmers for this purpose by transfer to the panchayat land, which was available at a distant place from the village.

Mr Verma directed the BDPO to look into the matter and submit the report for the viability at the transfer of the land, so that the required approval could be obtained from the higher authority.

At Bhanorrh village, the Deputy Commissioner inspected the development work done in high school building with the grant of Rs.1.5 Lac out of MP LAD and expressed his satisfaction on the quality of the work.

The panchyat demanded sufficient funds for the laboratory and library in the school and offered to raise a matching amount for this purpose. Mr Verma assured the required grant would be arranged shortly.
