Technology cuts through barriers that perhaps seemed invincible a few years ago. This has happened under the Rural Punjab Heart Attack Telemedicine Project, under which ECGs of patients coming to civil hospitals in Kharar and Dera Bassi are sent to the Department of Cardiology at the PGI for correct interpretation through fax machine installed at the two civil hospitals.

Under the project, which was initiated earlier this year, as many as 177 ECGs have been faxed from the two civil hospitals in Kharar and Dera Bassi to the PGI’s Department of Cardiology. Out of these, 120 concerned chest pain and remaining were sent for routine consultation between the medical officers and the PGI’s resident staff.

Twenty one patients have so far been referred to the PGI from the two hospitals, while no casualty has been reported under the project.

Interpreting the results, the Head of Department of Cardiology at the PGI, Dr Anil Grover, says while the patient’s trip to the PGI has been saved under the project, with no deaths reported, lives of 21 patients who were referred to the PGI have been saved.

The department has also started an Outreach Cardiac Clinic in Kharar to follow up on those patients whose ECGs were faxed or who were referred to the PGI.

Under the project, which is a collaborative effort of the PGI and the Punjab Health Corporation, the ECG of a patient with a suspected heart attack is transmitted through the machines to the PGI where it is immediately interpreted for diagnosis by the Senior Resident. The primary doctor at the local hospital is suggested further treatment in the case. If required, the patient is immediately referred to the PGI. Doctors says not more than five to 10 per cent of the total patients in the local hospitals need to be brought to the PGI.

PGI Deputy Director defends issuing circular

The Deputy Director, Administration, PGI, Ms Meeta Rajivlochan, has reportedly defended issuing the “controversial” circular dated on August 24 in her reply to the show-cause notice served on her  last week.

Sources say it has been claimed that the circular was issued to enhance the efficiency of the administrative wing. The reply was submitted yesterday to the PGI Director, Prof K.K. Talwar.

Meanwhile, the PGI’s Employee’s Union, in a yet another letter to the PGI Director has reiterated the demand of the repatriation of the Deputy Director (Administration) to her parent state Maharashtra in light of the controversy over issuing of the circular.

In the latest letter, the office-bearers of the union have also questioned the appointment of BJP’s Member Parliament Suresh Chandel as a member to the PGI’s Institute Body. The union has alleged that the MP is already involved in a controversy for claiming false TA/DA.

State gymnastics meet begins

Chandigarh, September 3
The 32nd Chandigarh State Gymnastics Championship began at ITBP Gymnasium Hall, Behlana, today. It was inaugurated by Mr P.P. Singh, DIG, ITBP.
The tournament is being held under the aegis of the Chandigarh Gymnastic Association. Around 200 gymnasts drawn from different schools, colleges and other institutions affiliated with the CGA are taking part in the meet. It is for the first time that the CGA has introduced total gymnastics, which comprises artistic, acrobatics, rhythmics and trampoline events in all age groups.

The winners in various events: Hargun (trampoline), Sudipto Deb, Mohan Singhand, Vinrinder Singh (sports aerobics), Munish (floor exercises and pommel horse), Sumit (vaulting table, Roman rings and horizontal bar), Sanjeev (trampoline) and Amar Kumar (tumbling).

Swimming meet

The first Nikhil Syal Memorial Swimming Championship will be held at Panjab University Swimming Pool on September 7. This one-day meet is being organised by the Chandigarh Whale Swimming Club.

According to Mr Neeraj Sarna, secretary of the club, the events will be held in boys and girls in below 10, 14, and under-17 section and in open category in men and women. Entries close with Mr M.S. Dalal at 2542110.

Selection trials

The Chandigarh Kho-Kho Association will hold the selection trials on Saturday at Panjab University grounds at 4.30 pm. The selected players will represent UT kho-kho team in the North Zone Kho-Kho Meet to be held at Jind (Haryana) from September 12 to 14.

Sports day

The annual sports day of Kendriya Vidyalaya, Sector 31, was held on Friday on the school premises. Earlier, the chief guest, Mr J.P. Gupta, Director, ZIET, was welcomed by Principal S.P. Shergill. An impressive march-past was put up by athletes of the school. Athletic events were held in 100, 200, 400. Bipin, and Neelam of class VII-D, and A and Nitesh of Class X-B secured first place in 100 m.

Prathmesh of Class X-A bagged first place in shot put. Dharminder of Class XI-C and Archana of Class XI-B clinched 100 m race.

Badminton meet

Ambala outplayed Panipat in the under 19 girls section in badminton event of the 39th Haryana State Schools Sports meet being played here on Friday at Sector 3 Sports Complex, Panchkula. In this section, other winning teams are, Rohtak, Jhajhar,Gurgaon. In under 17 section, Sirsa and Gurgaon won their respective events.

In under 14 boys section, the winning teams were,Jind, Rohtak, Fatehabad, Kurukshetra, Hisar, Panipat, Sirsa and Jhajhar.

In under 17 boys section , Kurukshetra, Rohtak, Sirsa, won their matches. In under 19 section, Kurukshetra,Yamunanagar and Jind emerged winners.

Coaching centre

Ambala: A cricket coaching centre for students of Police DAV Public School, Ambala City, was inaugurated on Friday.

The camp was inaugurated by DSP Anil Dhawan. Speaking on the occasion, Mr Dhawan said games played an important role in the development of child. He said sports helped one keep fresh and active throughout the day.

The school Principal, Dr Vikas Kohli, said education meant development of both body and mind.

He said Krishan Tiwari would impart coaching in cricket to students. He assured that a basketball, badminton, table tennis, handball and athletics coaching centre would be added to the school’s infrastructure during the current session. Later, a friendly match was played between two teams of the school.

The District Gymnastics Championship concluded at War Heroes Memorial Stadium here on Friday. The results: Senior boys: all-round champion: Pardeep- 1, Vishal-2 and Sanjay-3.

E-governance project launched

The payment of electricity and water bills and non-financial transactions will begin with immediate effect at Sector 43 and from Monday at Sector 18 and Mani Majra. The other financial transactions will start gradually.

The UT Administrator, Justice O.P. Verma (retd), inaugurated the Sampark E-governance project of the administration at Sampark Centre, Sector-43, here today.
Mr R.S. Gujral, Home Secretary, Mr Karan A. Singh, Finance Secretary, Ms Kamlesh, Mayor, Mr Arun Kumar, Deputy Commissioner, and Mr Rajesh Kumar, IGP, were present, among others.

The project has been launched in pursuance of the IT policy wherein single-window services are to be provided to the residents of Chandigarh in respect of various departments through the use of information technology.

The Sampark project comprises Sampark Centres and Sampark Portal. The portal can be accessed on http://chandigarh.nic.in. The Department of IT and the Engineering Department have launched the project jointly. The National Informatics Centre has provided technical support, equipment and expertise for the data centre.

22 helmetless women drivers challaned

Tempers soared, tears poured and the hardened cops softened their stand, and let the helmetless damsels go. The traffic challan drive launched by the Panchkula police saw errant women shed tears and bypass the law.

Though the police challaned 22 helmetless women drivers, a visit to various traffic road blockades set up by the police revealed that the cops were letting most of women defaulters go by, after issuing a mild warning.

The police, however, claimed the drive was a success and 49 violators, including 45 helmetless drivers, were challaned. While a jeep was impounded by the police, three challans were issued for incomplete documents.

The excuses given by girls were amazing. From “my father works in Delhi, so who will appear in the court...” to girls with tears in their eyes, pleading with the burly Haryanvi cops, “Uncle, I was going for tuition and am getting late, please let me go this time”. The women, who were stopped, first asked cops, “women drivers were challaned only in Chandigarh. Has the Panchkula police also started following the Chandigarh police rules?”

At several ‘nakas’, the cops avoided running after the violators and stood as mute spectators while helmetless women drove past them. The violators were caught rather sparingly.

Police officials say though they had been challaning women traffic violators for quite some time, today’s drive was launched all over the district to create awareness and ensure compliance.

e-TDS returns must for govt depts

The filing of the income tax returns by the government institutions will never be the same again. With the Income Tax Department introducing compulsory e-TDS returns, the tax collection system is set to be revolutionised.

Introduced as part of the tax reforms in the 2004 Budget, the filing of the e-TDS return is aimed at making the tax administration more effective. Under the new system, the government departments, including the educational institutions, will have to furnish the details for the tax deducted at source (TDS) on the electronic media such as the floppies and CDs.

Currently, only the private companies have to submit the returns on the electronic media. Besides filing the e-TDS returns now both the government and private firms will have to file the return on a quarterly basis, sources said here today.

When contacted, the Commissioner of Income Tax (Computer Operations), Ms P. Sahi, told Chandigarh Tribune that the new system would correlate the tax deduction and the actual tax statements and help eliminate any irregularities in the institutions.

And for the smooth functioning of the new system the department has come out with the tax information network (TIN) which has a nationwide network. Moreover, the Central Board of Direct Taxes (CBDT) appointed the National Securities Depository Limited (NSDL) as the e-TDS intermediary and more information could be had from the website www.tin.nsdl.com.

Apart from making the tax accounting system faster, the new system is likely to net more revenue for the department, officials highlighted. At present, the manual system of filing return was time-consuming and chances of tampering with record were far greater than the e-TDS returns, they added.
