Red tape puts MC employee in fix Chandigarh, February 20 First, the services of Mr Dharam Pal Verma, employed as a sanitary inspector, were wrongly terminated in 1996 without a show-cause notice. Now that his case has been decided in his favour, he is bogged down red-tape. About two months ago, the Home Secretary, Mr R.S. Gujral, decided the case in favour of Mr Verma. However, he has not been made to join duty till date. The ordeal started in 1995 when then Municipal Commissioner, who terminated his services, was not his appointing authority. As if this was not enough, an inquiry was conducted under Rule 14 of the Central Civil Services (Conduct) Rules while the termination orders were passed under the Punjab Civil Services Rules. In 1999, the then UT Administrator, Lieut-Gen B.K.N. Chhibber (retd), issued written instructions to the then Adviser, Ms Vineeta Rai, to give him a personal hearing. “I was not given the chance to defend myself,” says an agonised Mr Verma. Mr Verma was transferred on deputation to the Municipal Corporation in November, 1995. By that time, he was under suspension for no specific reason. The then MC Commissioner, Mr M.P. Tyagi, did not allow him to join duty as sanitary inspector. Mr Verma alleges that Mr Tyagi terminated his services though he was not authorised to do so as he was not the appointing authority. Legally the case would have been referred to the Chandigarh Administration. “I was not appointed by the MC and not for a single day have I served under it Mr Tyagi had no locus standi on the matter”, argues Mr Verma Now, Mr Gujral has upheld the plea of Mr Verma and set aside the order of Mr Tyagi. |

Two of the five advertised single-storeyed shops (SSS) were sold for a total of Rs 68 lakh while six out of the total 17 booths advertised were sold for a total of Rs 1.7crore. PUDA earned Rs 2.11 crore from the sale of three marble and three timbers sites in the phase 11 bulk material market. Since there were few takers for SSSs in Phase 9 and for booths in phase VII and Phase IX, these sites were withdrawn from the auction. |
Open ground used
for dumping malba Chandigarh, February 20 What seems impossible in a planned city like Chandigarh has been happening right under the nose of the authorities. An open ground in Sector 29-C, where trees had been planted and it was used by children to play cricket, has been converted during the past six months. Actually, the problem of dumping malba started when the MC authorities earmarked a low-lying area adjoining the open ground for dumping of
malba. Trucks carrying the malba never used the low-lying area, but dumped it in the open ground which is nearer to the road, said the affected residents. |
