Mandatory license for public carriers welcomed New Delhi, February 16 By carrying goods unaccounted for, the companies had inflicted losses on the Government of NCT of Delhi. The new guidelines say all persons/agents, engaged directly or indirectly in the business of collecting, forwarding and/or distributing goods carried through the goods carriages, are required to obtain a public carrier goods agent licence. By bringing the companies under the purview of the Central Motor Vehicle Act and the Delhi Motor Vehicle Rules, the companies become punishable for the first offence with fine, which may extend to Rs 1000. For any second/subsequent offence, the companies shall attract suitable provisions under the Act and can be punished with imprisonment, which may extend to six months or fine, which may extend to Rs 2,000 or both. Mr Singh said the IFTRT had carried out a survey on the activities of goods booking companies and their adverse impact on trade and commerce of the region and related malpractices being indulged in by a majority of the transporters. He said the IFTRT had submitted to the government an update on May 24, 2002, detailing the loss of revenue and risk to the consignors or consignees. “This is a bold initiative..…it is a long awaited welcome action,” Mr Singh said. “Similar attempts to discipline the road transport sector have been thwarted by the lobby of transport companies/agents and their association in the last decade. The government should carry out this important reform to regulate the transporters,” he added. |
