National integration camp opens at PAU
Our Correspondent

Ludhiana, November 10
Dr Kirpal Singh Aulakh, Vice-Chancellor of Punjab Agricultural University, has advocated six Cs namely compassion, commitment, courage, competitiveness, consistency and creativity to counter the problems being faced by the country today. He was delivering the inaugural address at a week-long national integration camp, NSS-2003, organised by PAU in which 200 NSS volunteers from more than 20 state agricultural universities took part. The camp is being organised by the Ministry of Youth Affairs and Sports, Government of India, New Delhi, under the theme ‘Promotion of national integration’.

Addressing the NSS volunteers, Dr K.S. Aulakh opined that sincerity and humility were the true merits of a human being, which were often relegated to a secondary position in the rat race of consumerism and acquisition of wealth. He lamented that despite achieving self-sufficiency in foodgrains, the production rate had reached a plateau whereas the population was growing in a geometric progression.

The Director Students’ Welfare and camp director, Dr A.P.S. Mann, welcomed the participants and informed them that the NSS volunteers would follow a strict schedule and code of conduct during the week-long camp. They would be involved in activities like the eradication of congress grass, plantation and protection of plants, general cleanliness, women empowerment, techniques of plant propagation and flower bed preparation. He revealed that literary sessions would also be held in which persons of eminence would deliver talks.

Dr K.S. Verma, Programme Coordinator, proposed a vote of thanks. Lighting of the lamp by the chief guest, NSS song by the students of the University of Agricultural Sciences, Dharwad, and a devotional song by a student of Tamil Nadu University, Coimbatore, were the other highlights of the function.

ITI ex-Principal gets 2-year RI
Legal Correspondent

Ludhiana, November 10
The Special Judge, Mr Inderjit Kaushik, has convicted former Principal of the Samrala ITI, Hardial Singh, and storekeeper Kuldip Singh on the charges of misappropriating machinery worth over Rs 1 lakh by forging the official record.

They have been sentenced to rigorous imprisonment for two years each and a fine of Rs 4000 each has been imposed on them.

Delivering the verdict, Mr Kaushik held that it had been proved that the accused embezzled property, tantamounting to misconduct under Section 13(2) of the Prevention of Corruption Act and Sections 468, 471 and 409, IPC.

The Judge rejected the plea of leniency by the accused, terming the offences to be of serious nature. The accused were booked by the Vigilance Bureau, Patiala, on November 3, 1995.

According to the prosecution, the bureau acted on a tip-off that Hardial Singh and the storekeeper had misused their position and had misappropriated machines of the ITI which were neither condemned nor auctioned.

The bureau conducted an inquiry and the allegations were found to be correct. It also came to light that the machines were “lifted” without verification on a holiday, causing huge loss to the government.

However, Hardial Singh pleaded innocence and claimed that at the time of the occurrence he had the additional charge of the ITI Samrala and only had symbolic possession of the articles. Some articles were auctioned by the Controller of Store, Punjab. Apart from this, the articles were in the custody of the instructor concerned. He was informed by the instructor that some articles were taken away by the company concerned. Thereafter, he sent information in writing to the SHO, Samrala Police Station, for the registration of the case. Kuldip Singh pleaded that he was never in the possession of the articles.

Convinced with the submissions made by the Additional Public Prosecutor and after examining the evidence of eight prosecution witnesses, the court came to the conclusion that the accused sent the information to the SHO after the Vigilance officials swung into action and in order to make a defence plea. The court also found that the duo tampered with the official record and fabricated documents to escape punishment.
