Seventeen terrorists belonging to various outfits today surrendered before the Army in Surankot area of Poonch district. A huge quantity of arms and ammunition, including 17 AK rifles and 2 pika machine guns, were handed over by the surrendered militants.

Probe ordered into laxity by cops

While the police has ordered a high-level inquiry into the laxity on the part of those manning several police checkposts on the highway, from Samba to Akhnoor, which gave free passage to three militants to cover over 70 km distance on Sunday night, the Army authorities too have ordered a probe into the failure of the troops in preventing the Tanda type incident to get repeated in Akhnoor.

Hurriyat against ‘conditional’ talks

The mood is no longer upbeat in the All Party Hurriyat Conference (Abbas) camp what its leaders call the imposition of conditions for holding talks with them by the Deputy Prime Minister, Mr L.K. Advani.

Hurriyat leaders, including its Chairman, Maulvi Abbas Ansari, and a former Chairman, Prof Abdul Gani Bhat, told this correspondent “you cannot expect peace in Kashmir without addressing the core issue.”

They said: “The Indo-Pak talks on the resumption of air and rail services, and on reopening of the Srinagar-Muzaffarabad road were side issue and they cannot resolve the Kashmir issue.”

Maulvi Ansari said “even an accord with a powerful Kashmiri leader, Sheikh Abdullah, in 1974 failed to settle the Kashmir issue. Instead the 1974 agreement gave new dimensions to the problem resulting in the bloody turmoil.”

When reminded of the support the Peoples’ Conference working committee, which is also a constituent of the Hurriyat, has lent to the Advani-Hurriyat talks Maulvi Abbas said: “We have also favoured the proposed dialogue but we want no conditions to be imposed.”

Professor Bhat asked “if the talks were to be held on decentralisation of powers why did not the Centre discuss it with the former Chief Minister, Dr Farooq Abdullah, whose party had adopted a resolution in the state Assembly seeking “restoration of greater autonomy to the state?”

The APHC leaders said “if the proposed talks remained limited to the decentralisation of powers and were held within the ambit of the Constitution of India, they will lead us nowhere.”

Professor Bhat suggested that “a triangular mechanism be adopted under which India and Pakistan resume talks and Delhi initiate a dialogue with the representatives of Kashmiris and Islamabad interacting with leaders of Kashmiris across the border.

Such an exercise should later bring the three parties on one table.” He said, “without this exercise neither the Kashmir issue can be settled nor peace can be restored in the state.”

Maulvi Ansari said, “If on first day of the holy month of Ramzan one civilian gets killed and 37 wounded in an explosion in Srinagar one has to take into account the ground realities which call for settlement of the Kashmir issue through tripartite talks.

17 terrorists surrender

Jammu, October 29
Seventeen terrorists belonging to various outfits today surrendered before the Army in Surankot area of Poonch district. A huge quantity of arms and ammunition, including 17 AK rifles and 2 pika machine guns, were handed over by the surrendered militants.

Eight of them belong to the Tehrik-e-Jehad, three to Lashkar-e-Toiba, five to JUM and one to HUJI. Lieut-Gen T.P.S. Brar, GOC 16 corps, appreciated the efforts of the local people in persuading the terrorists to surrender.

The IGP, Jammu, Mr P.L. Gupta, and senior Army and police officers were also present on the occasion. — TNS

Baramula exults over Geelani’s acquittal

Srinagar, October 29
Report about the Delhi High Court acquitting lecturer S.A.R. Geelani in the Parliament attack case was received in his hometown, Baramula, with joy and people made a beeline for his house, describing it as the victory of truth.

“It is victory of truth as Geelani was not remotely connected with those who engineered the attack on Parliament”. This was how most people reacted to his acquittal.

The father of Geelani, Maulvi Habibullah, said he had no words to thank God that his son had been acquitted in the case in which he had been falsely implicated.

“It is because of the almighty that people like Ram Jethmalani and other justice-loving personalities came forward to help him,” he said.

“Today’s verdict of the court has restored the faith of the people in the judiciary”, he said. — PTI

Probe ordered into laxity by cops

While the police has ordered a high-level inquiry into the laxity on the part of those manning several police checkposts on the highway, from Samba to Akhnoor, which gave free passage to three militants to cover over 70 km distance on Sunday night, the Army authorities too have ordered a probe into the failure of the troops in preventing the Tanda type incident to get repeated in Akhnoor.

A senior police officer told this correspondent in Jammu on Wednesday “there has been a definite failure on the part of the men manning over 12 police checkposts in heeding to the instructions given on wireless by the DIG, Jammu-Kathua Range on Sunday night after the derailment of the Shalimar Express at Samba owing to two explosions.”

The officer said, “The DIG had sent a wireless message to the police checkposts to intercept a car in which the militants were travelling from Samba.”

He said “had those on duty at the checkposts acted, the militants could have not managed to cross Vijaypur.”

On the other hand till Tuesday the Army authorities at Akhnoor had claimed that after the recovery of two bodies of militants in the Akhnoor Army camp the third might also have been either wounded or killed for which the search had been launched.”

However, the third militant , who had been hiding in the forest area near the Army camp had sneaked into the MES residential complex and resorted to firing in which two children were killed and two women wounded.”

What has intrigued the senior Army functionaries is the way the militants barged into a room situated on the first floor of the building. Informed sources said many would have been killed and wounded had not the occupants jumped out of the windows to safety.

Eyewitness accounts said what took place at the Akhnoor camp was a repeat of the incident at Tanda Army camp where one militant had gone into hiding in the dense foliage and opened fire in which one Brigadier was killed and several others were wounded.

The Army authorities have, reports said, appreciated the role played by the troops guarding the strategic Akhnoor bridge.

Plan to safeguard trains in J&K

Jammu, October 29
To stop the recurrence of militant attacks on trains in the Jammu-Kathua sector, a multi-pronged strategy has been devised for the safety of incoming and outgoing trains on the Jammu-Pathankot railway track near the international border.

The strategy includes floodlighting of track at sensitive places, clearing the thick bushy growth from both sides of the track, construction of sheds and barracks, round-the-clock patrolling and strengthening the deployment on the 96 km of rail track, the Senior Superintendent of Police, (Railways), H. L. Fothadar, said here today.

Six security men will be deployed for guard duty on every kilometre of the track, he said, adding that after every 2 km, there would be small observation sheds and full-fledged barracks after every 5 km.

He said a suggestion for the construction of a road for two-wheelers along the track was under consideration for mobile patrolling.

A probe was on into the negligence, if any, on the part of security personnel deployed on the part of the track on which the blast targeting Shalimar Express took place, the SSP said.

Jammu Special train left Jammu at 8.30 pm on Sunday and crossed the spot around 9.30 pm, while Shalimar Express crossed the spot of blast and got derailed around 9.30 pm and in between a goods train passed the spot, he said, adding that the explosion was triggered by the ultras in haste due to shortage of time. — PTI

12 projects notified for private investment

Jammu, October 29
Following the announcement of a policy to involve the private sector in the execution of mini and small hydro-electric projects, the Jammu and Kashmir Government has notified 12 hydel projects for private investment.

These will have an installed capacity of 68 MW. The projects are Aharbal (Vishow), Khemil, Hirapora, Naigad, Athwatoo, Ranjala-Dunadi, Tangmarg, Mandi, Brewar, Boniyar, Drung and Chingus. The projects will be executed on a build, own, operate and transfer (boot) basis.

State Power Minister Mohammad Sharief Niaz has said this policy is one of the several steps taken by the coalition government to harness the state’s untapped 20,000-MW hydel power potential and improve power supply.

He informed that the Power Development Corporation would also take up nine projects having an installed capacity of 11.22 MW by availing various schemes of the Ministry for Non-conventional Energy Resource Development.

The projects are Mohumangath, Poonch, Bhalla, Gulabgarh, Tuleli, Tongtea, Kumdock, Dah and Hanu. — UNI

Hundreds gather for yagya

Hundreds of people from various parts of Jammu and the neighbouring states of Punjab and Himachal Pradesh have reached here to participate in the nine-day “Ati Maha Vishnu Yagya” which is being held on an island in the Tawi river.

The yagya started yesterday and a large number of men, women and children joined the prayers today.

Sant Balak Yogeshwar Dass of Badrinath, who is performing the biggest ever yagya here, said it was being held for the restoration of peace, particularly in Jammu and Kashmir.

As many as 100 havan kunds have been prepared and four couples were performing prayers on each of them. About 600 Pandits from Hardwar, Ayodhya and other places are also participating in the yagya. Huge pandals have been set up for the purpose and police pickets established around the spot and on the bypass.

BSNL extends bill payment date

Srinagar, October 29
Bharat Sanchar Nigam Limited (BSNL) today extended the last date to pay telephone bills for subscribers up to October 31 following yesterday’s grenade attack on the Kashmir headquarters of the company. The last date of all telephone bills — whether STD, PCO, or general — falling on October 28, 29 or 30 had been extended to October 31. No surcharge would be levied for the bill where the last date fell within the above-mentioned period. — PTI
