Conference Srinagar, September 24 A meeting of the Hurriyat executive led by its chairman, Moulvi Abbas Ansari, here today observed that delay in the Indo-Pak dialogue reflected “negative approach” that might lead to “dangerous consequences”. The meeting was the third after it split with Syed Ali Shah Geelani leading the breakaway group. On the other hand, the chairman of the breakaway group, Syed Ali Shah Geelani, has urged the United Nations and its member states to ensure peace in the region by granting the right of self-determination to the people of Jammu and Kashmir in accordance with UN resolutions. In a letter to the UN Secretary General, Mr Kofi Annan, and heads of its members states, copies of which were circulated here today, Geelani said: “Non-implementation of UN resolutions often leads people to the path of extremism. The best way to fight extremism is to restore people the rights which they have been promised and to which they are entitled without any discrimination”. He also sought their attention towards “state terrorism” being faced by the people of Jammu and Kashmir at the hand of the security forces. Today’s meeting was presided over by Moulvi Abbas Ansari and attended by the founder chairman, Mirwaiz Umar Farooq, former chairman, Prof Abdul Ghani Bhat, and Peoples Conference leader Bilal Lone. Some other general council members, including Fazal Haq Qureshi, who had played a mediatory role in the Centre-Hizbul Mujahideen talks three years ago, also met the council members. “It is obligatory on the part of governments of India, Pakistan and Jammu and Kashmir as also responsible politicians to show urgency to initiate a dialogue for an acceptable and permanent resolution of the Kashmir issue”, a statement of the APHC said. Mirwaiz Umar Farooq, meanwhile, has been engaged in unity efforts. Sources close to him said he had series of meeting with over a dozen member parties seeking their support in re-uniting the Hurriyat Conference. M.L. Kak adds from Jammu: After efforts to unite the two factions of the All-Party Hurriyat Conference (APHC) failed, the faction led by Moulvi Abbas Ansari is trying to woo other separatists to its fold. In this connection chief of the Awami Action Committee, Moulvi Umar Farooq, who is member of the APHC executive committee, held a detailed discussion with Chairman of the Democratic Freedom Party (DFP) Shabir Ahmed Shah, wherein the latter was requested the rejoin the APHC (Abbas). Mr Shah, confirming the meeting he had had with Moulvi Umar Farooq, told this correspondent: “I am for unity among the separatists but I want major amendment in the APHC constitution.” He said when he quit the APHC five years ago he had done it because his three main demands were not conceded. “My first demand was that all constituents of the conglomerate should seal their offices and work only under the APHC banner. Second, I wanted the APHC offices to be set up in Delhi, Jammu and Leh and open the Hurriyat doors for non-Muslims. Third, I wanted the APHC to play a pivotal role in ensuring the return of Kashmiri Pandits to the valley.” A former Chairman of the APHC, Prof Abdul Gani Bhat, said “we have given full freedom to Moulvi Umar Farooq to negotiate with any individual or group for strengthening the APHC which witnessed a vertical split recently when Syed Ali Shah Geelani quit the conglomerate to float a parallel unit.” Meanwhile, the Jamait-e-Islami continues to be a house divided as far as its support to either of the two factions of thge APHC is concerned. In order to avoid a split in the religious organisation, the Majlis Shoura, Jamaat’s apex body, has entrusted the task of bringing out reconciliation between the two Hurriyat factions to Mr Mohammad Ashraf Sehrai, chief of Jamaat’s political bureau. Indications are that the unity moves may not fructify in the near future unless agencies across the border intervene.These agencies, of late, have felt uneasy over the split when earlier they had sided with Syed Ali Shah Geelani,whose one-point programme is to secure Kashmir’s incorporation with Pakistan. |
Captain, SPO, ultra killed in J&K Srinagar, September 24 Capt Deep Singh of 10 Sikh LI Regiment was killed in a fierce gunfight with militants in Gurez sector of Baramula district in north Kashmir last night, the sources said. A militant was shot dead by Rashtriya Rifles at Zangalpora village in the Kulgam area of Anantnag district in south Kashmir. The militant was noticed moving under suspicious circumstances by the troops patrolling the village. He was asked to surrender, but he opened fire and in the retaliatory action got killed. Rashtriya Rifles, along with the Indo-Tibetan Border Police and local police, launched a massive combing operation in the forest area of Akhal in Kangan, 40 km from here, on the Srinagar-Leh national highway, following reports about presence of militants. The operation was continuing, they added. Seven persons, including three Special Operation Group personnel, were injured when militants hurled a grenade on a police party at Shopian town in south Kashmir this evening, official sources said. Militants hurled a grenade on the SOG party at Gole Chakri around 4.50 pm injuring three policemen and four pedestrians, they said. The injured had been admitted to a hospital, where the condition of three, including a policeman, was stated to be serious, the sources said. The injured had been identified as constables Jaswinder Singh, Charanjeet Singh, Special Police Officer Mohammad Yousuf (all belonging to SOG, Shopian) and civilians Tariq Ahmad Deva, Javid Ahmad Khan, Abdul Hameed Zargar and Gulzar Ahmad Malik, they said. JAMMU: One Special Police Officer (SPO) was killed in an explosion while a militant surrendered along with arms in Doda district of Jammu division since last evening, official sources said here. SPO Kuldeep Raj died on the spot when an improvised explosive device exploded at a spot between Malano and Gojri in Gandoh tehsil of Doda district last evening. —

J-K ministers backing militancy, says JKNPP Jammu, September 24 “There are many ministers in the present government who not only support militancy, but also give shelter to ultras in their houses,” JKNPP chief Bhim Singh told mediapersons here. Reacting to the allegations of state Agriculture Minister Abdul Aziz Zargar’s involvement in militancy, Mr Bhim Singh said he had apprised Union Home Minister and Deputy Prime Minister L.K. Advani of the lins of some other state ministers also with militants when he met him in New Delhi recently. On the healing touch policy of Chief Minister Mufti Mohammad Sayeed, he said: “It seems only for militants and not for common people”. Mr Bhim Singh also criticised the government for not implementing the common minimum programme (CMP) with thrust on eradication of corruption in the state and added that he had asked AICC President Sonia Gandhi to hold a meeting of coalition partners for strict implementation of the CMP. —

J&K ex-minister Jammu, September 24 The special judge, anti-corruption, Mr M.K. Hanjura, issued the warrants to the tune of Rs 20,000 against Sharma in a case of illegal and backdoor appointments in the state’s Health and Family Welfare Department during the previous National Conference Government. The court also sought his appearance on the next date of hearing and asked the prosecution officer appearing for the Vigilance Bureau to file the present particulars of Sharma within a period of three days after verifying the same. In his complaint Randhir Singh, a resident of Chanunta in Udhampur, district had alleged that the then Director, Health Services, Jammu, by misusing the official position at the behest of Sharma appointed more than 200 candidates to the posts of pharmacists, junior assistants, drivers and other Class IV employees without inviting application or issuing any advertisement/notification. He said all recruitment rules were flouted on extraneous considerations and the candidates were appointed by taking illegal gratification. —
