PM launches scheme for 1 lakh jobs Srinagar, August 28 Mr Vajpayee, during his last visit to the state on April 18 and 19, had announced the creation of one lakh employment and self-employment opportunities in two years in different sectors like textile, roads and railways, small and medium industries, information technology and communication, tourism and education. These job opportunities were identified and details worked out by a task force set up on May 23 this year under the chairmanship of the Cabinet Secretary. The report has been submitted and the Centre has taken steps to implement these recommendations. Later, taking to mediapersons at Raj Bhavan, Mufti Sayeed expressed gratitude to the Prime Minister for fulfiling his commitment. He said out of one lakh employment opportunities identified by the task force, 3810 are in self-employment, 4510 in wage employment and 16650 as regular salaried employment. Of the total financial commitment of Rs 3000 crore, Rs 2700 crore would be provided as budgetary support and Rs 300 crore as bank credit over a period of two years. Rs 1.47 crore has been sanctioned in favour of the first set of 272 beneficiaries in the sector of handicrafts, handloom, PMRY, SYS, KVIC, HUDD, RDD and horticulture. The Chief Minister said the state on its own was also recruiting people as third teacher in primary schools. |
Jammu to ‘halt’ for PM’s visit Jammu, August 28 Mr Vajpayee is scheduled to reach here at about 10 a.m. from Srinagar and proceed to Delhi after spending a couple of hours. He will address a media conference before leaving for the capital. He was earlier scheduled to stay here for the night, but will now be returning to Delhi because of the developments in Uttar Pradesh. |
APHC strike hits life for second day Srinagar, August 28 Shops and business establishments in Srinagar and all other major towns in the valley remained closed following a general strike call given by former chairman of the APHC Syed Ali Shah
Geelani. It was supported by a number of other separatist organisations. The strike was by and large peaceful.

Cong seeks package for Jammu Jammu, August 28 The PWD Minister, Mr Madan Lal Sharma, Mr Gulchain Singh Charak, MLC and Mr R.S. Chib, a former minister, today told mediapersons that during his visit here tomorrow, Mr Vajpayee, should announce steps to rehabilitate the border migrants and also settle other problems being faced by the Jammu region. They demanded that seats should be earmarked for wards of the border migrants in the professional colleges. They also demanded that the West Pakistani refugees should be given citizenship rights which had been denied to them since the partition. The refugees of 1948, 1965 and 1971 wars had not been granted any relief so far. They demanded that the Dogri language should be included in the eighth schedule of the Constitution. |
Debar convicts from participating in poll, says Chautala Srinagar, August 28 Those convicted, irrespective of their period of sentence for any offence, should not be allowed to join electoral battle, he said and suggested that political parties should disclose source of receipt of amount and maintain their accounts for submission to the Election Commission of India. The Chief Minister, who was speaking at the 8th meeting of Inter-State Council presided over by the Prime Minister, Mr Atal Bihari Vajpayee, here, said that although necessary provision did exist in Section 8, 8a, 9, 9a, 10a and 11a of the Representation of the Peoples Act, 1951, yet criminals found ways to enter the political field. Therefore, he suggested that a person who had been convicted irrespective of the period of sentence for any offence under Section 8 (1) (a) to (k) of the Act, should be permanently debarred from taking part in politics. He said that free and fair elections were the dream of our founding fathers of the Constitution. The people also wanted that corrupt, criminal and anti-social elements should be debarred to contest elections so as to ensure a vibrant democratic system.

Former MLC was target, says DGP Srinagar, August 28 “It was most likely a selective killing”, Mr Gopal Sharma, DGP, said here today and added that his security guard and an associate editor were among those killed. Five others present in the office of his Urdu daily, Wattan, were rescued. At least 19 persons were trapped inside the complex, Mr Sharma added. The 43-year-old militant turned politician, had earlier joined the National Conference led by the former Chief Minister, Dr Farooq Abdullah, and remained the member of the State Legislative Council (MLC) till March. He also unsuccessfully contested the last Assembly elections from Bandipore in Baramula district of north Kashmir. After losing to another former militant leader, Usman Majid of the Awami League from Bandipore constituency, he launched an Urdu daily, Wattan. He in a press conference on November 17, 2002, had levelled serious charges against the Jammu and Kashmir police for killing people in fake encounters instead of blaming his counter-insurgent group for such crimes. Later, he remained closely associated with the publication of his Urdu daily. Born in Nadihal village of the Bandipore area in Baramula district, 50 km north of here, Javed Shah was first appointed in the Jammu and Kashmir police. With the eruption of militancy, he deserted the police force and crossed over to Pakistan in 1990. He returned as a member of the Jehad Force, now a defunct outfit. Later, he joined the counter insurgent force, Ikhwan-ul-Muslimoon, along with Mohammad Yusuf Parray, alias Kukka Parray, in 1994. |
Pak militants using cyanide to kill people Jammu, August 28 “Foreign mercenaries belonging to the Lashker-e-Toiba (LeT) and Harkat-ul-Jehadi-Islemia (HUJI) used cyanide to kill a woman and a middle aged person in the Surankote belt of Poonch district some time ago,” the sources said here today. The use of cyanide was confirmed after the receipt of reports from the Forensic Sciences Laboratory (FSL), Hyderabad, which conducted tests on the material used in killing of the duo in June, they said. Citing instances of cyanide use, the sources said LeT militants had kidnapped Rahni Begum of the Surankote belt of Poonch district, injected poison and killed her on June 21 while one Feroz Din Gujjar was forced to drink some liquid from a bottle at gun point and died later on June 23. Security agencies now apprehend that militant outfits like the LeT, HUJI, the Jaish-e-Mohammed (JeM), the Al-Badr and the Harkat-ul-Mujahideen (HuM) will resort to cyanide attacks against the security forces operating in the difficult areas of Rajouri, Poonch, Udhampur and Doda districts, they said. In view of the latest development all security agencies operating in difficult and remote militancy-infested areas, particularly Poonch district have been asked to remain vigilant against the militants, they added. They have been asked not to drink water at different water bodies at remote places in the hills, they said. The police and security forces have recovered over 97 cyanide capsules and other poisonous substances from 132 hideouts busted in Rajouri, Poonch, Doda and Udhampur districts, in the past seven months, the sources added.

Infantry Brigade’s role lauded Chandigarh, August 28 The brigade, which earned the title of Batalik Victors for its role in the Kargil conflict, was ordered to move two of its battalions to Sonamarg at a two-day notice from its operational location about 500 km away to carry out the task. It was the only military formation involved in the task. During its deployment from June 20 to August 25, the brigade, commanded by Brig
V.K. Sharma, also provided humanitarian assistance to pilgrims such as medical aid and veterinary treatment for animals. The formation was also prepared to undertake emergency disaster relief. The task entailed protecting the major portion of both routes to the holy cave and ensure a smooth passage for thousands of yatris along a 60-km stretch. |

Scribes protest outside BSNL office Jammu, August 28 During the daylong protest, the mediapersons accused the authorities of issuing SIM cards to certain influential persons and resorting to the lottery system for the common applicants. They alleged that even some traders wielding influence were given the connections without going through the lottery process which is scheduled on September 1. Later, Mr Arun Kumar set up a committee to look into these complaints. |
