MC chief runs into roadblocks on scam

The road scam running into several lakhs of rupees, which was detected by the Municipal Council (MC) chief, Mr Sanjay Bhatia, recently, is likely to be probed by the Haryana Vigilance Bureau (VB).

This development follows the decision of Mr Bhatia to approach the Vigilance Department, urging it to collect samples of seven roads in the re-carpeting of which serious irregularities were allegedly committed.

Mr Bhatia’s decision to approach the department is seen to be a corollary of the refusal of the MC and district administration officials to collect the samples of the roads and send them for testing to the government laboratory at Madhuban in Karnal district. In fact, the MC Municipal Engineer, Mr Narinder Jindal, again refused to collect the samples yesterday.

Talking to NCR Tribune, Mr Bhatia confirmed he would make a representation regarding the case to the Haryana DGP, Mr M. S. Malik, who also holds the additional charge of the Vigilance Department, and the SP (Vigilance), Rohtak, in a day or two. He said he had been forced to take this step as the district and MC officials were not cooperating with him in the collection of samples of the alleged substandard material used in the re-carpeting of roads under the NCR grant and the MPLAD schemes.

“It has been over a week since I had written to the DC, the ADC and the Executive Officer of the MC to collect the samples and send them for testing. But I am yet to hear from them, raising serious doubts about their impartial functioning”, he alleged. In fact, Mr Bhatia wondered why the officials were not coming forward for an inquiry into the alleged irregularities, if the roads were constructed as per the norms. The officials’ silence on the issue spoke volumes about the kind of material used, he alleged.

Meanwhile, it is learnt that the Minister of State for Home Affairs and local MP, Mr I. D. Swami, is likely to order an inquiry into the road scam by some central agency since the roads were re-laid under the Central government grants. In fact, Mr Bhatia got a shot in the arm when at a press conference here Mr Swami accused certain “corrupt officials” of derailing the developmental works started by the former. While Mr Swami’s fondness for the MC chief is well-known, it remains to be seen how he nails the “corrupt officials”. So far, these officials have been a law unto themselves.

Mr Bhatia had alleged a few days back that serious irregularities were committed in the construction of certain roads. Subsequently, two work order books went missing and no entries were made in the tender register. Mr Bhatia had then demanded a high-level probe into the working of the district administration and the civic body.

The Haryana Chief Minister, Mr Om Prakash Chautala, has refuted the allegation that his government is out to harm the cause of education by withdrawing the recognition given to privately managed schools in the state.

In an exclusive interview with this correspondent, he said certain unscrupulous people had commercialised education and were enjoying the benefits extended by the government for running the institutions. They had been allowed to function, but now they would have to apply afresh for recognition from the Board of School Education, Haryana. In case this did not happen, the institutions would not be allowed to function during the next academic session.

He hoped the measure would help in checking the proliferation of institutions, which were not serving the true cause of education.

Mr Chautala justified the introduction of teaching of English language at the primary level. English language was used throughout the world. It was the need of the hour to make the students conversant with the language from the very beginning in government-run schools. Efforts were also being made to make teaching of Hindi language more popular. Students in rural schools had a hard time competing with students studying in urban schools as they lacked sufficient knowledge of the English language.

Referring to the development schemes announced by him during his “Sarkar Aap Ke Dwar” programme, he said the district authorities had been taking quick action in this respect and if any scheme remained unfinished it was on account of technical problems.

He denied that there had been any retrenchment of employees in various govt departments. However, certain departments had been reorganised. Wherever employees were found to be surplus, they had been transferred to other departments.

He also admitted that some of the PSUs, which had suffered huge financial losses, had been closed down.

Mr Chautala claimed dependants of Army jawans, who sacrificed their lives in the 1962 war with China and the 1965 and 1971 wars with Pakistan, had not only been provided financial help but were also given jobs by the government.

He also justified the hike in application fee for recruitment to the post of constable and increase in the normal standard of height. He said it was done to ensure that only active and healthy persons were recruited in the police force.

Mr Chautala declared that the state government would take stringent action against unqualified doctors working in the state. The Health Department had been directed to haul up all such medical practitioners.

He also declared his government was committed to ensuring regular supply of power and water in the agriculture sector, so that the farmers could raise cash crops.

Promised bypass, parallel to Mathura Road, languishing

The proposal for revival and construction of a bypass to ease traffic congestion on the main Mathura Road (National Highway 2) is hanging fire. Although several lakhs have been spent, the project is still in a nascent stage. The proposal for a good motorable bypass, running parallel to the highway but behind the sectors and along the Agra and Gurgaon canals in the eastern side, had been mooted several years ago. In 2000-2001, the then administrator of HUDA had even announced that the agency was taking up the bypass project and would complete it in an year’s time.

But the condition of the road, which is almost 20-km-long, is no different from what it was a few years ago. Although the HUDA has removed hundreds of encroachments, including several jhuggis, the road is still waiting to be re-laid and widened to accommodate heavy vehicles. The original proposal was that all heavy vehicles, including trucks, would ply on this road, so that the congestion on the highway could ease. But it appears that the project has been given the go-by. In fact, the road has hardly any streetlight.

The Manufacturers Association has been also demanding early completion of the project. An office-bearer of the MAF said if the bypass was made functional, it would be a relief for motorists on Mathura Road. The authorities had earlier proposed linking this bypass to the access point to Noida, so that trucks passing from here could enter UP, skirting the roads in Delhi. (The Supreme Court has already banned the entry of those heavy vehicles in the national Capital, which are not destined for Delhi).

The proposal to decongest the national highway passing through Faridabad town has also not materialised. It seems things are still in a nascent stage, despite repeated announcements and claims. All important crossings on the highway here, which include the NHPC Chowk, Bhadkhal Chowk, Old Faridabad Ajronda Chowk and Ballabgarh bus stand, witness unprecedented chaos in the peak hours.

CBI raids premises of NDMC brass

The CBI officials today carried out searches on residential and official premises of senior NDMC officials on charges of alleged irregularities in regularising illegal constructions.

Officials of the agency’s Anti-Corruption Branch searched 14 places, including the premises of two non-government individuals, the CBI sources said. The official and residential premises of two senior officials and some assistant and junior engineers were also searched.

The raids were carried out by the investigating agency after it found prima facie evidence that the NDMC ex-chief and senior officials had shown undue favour to the owner of Center Point in regularising an unauthorised structure and granting permission to run the hotel in a residential area as a guesthouse.

The CBI alleged that the officials concerned misused their official position and violated certain norms vis-ŕ-vis regularising illegal constructions.

The former Chairperson of the NDMC was transferred soon after the DDA scam in April this year. Among the places raided were the NDMC headquarters at Parliament Street, the residence of the former NDMC Chairperson, Ms P. M. Singh, the offices and residences of five top officials of the council, the Center Point Hotel at Kasturba Gandhi Marg and the residences and other properties of the hotel owners.

RAF withdrawn from Dalit basti

Sonepat: The situation in riot-hit Juan village in Sonepat district returned to normal today; with that, the administration withdrew the Rapid Action Force (RAF) deployed in the village after the recent flare-up.

The police force, however, remained in the village and continued to patrol the streets of the Dalit basti, which was the scene of arson and looting by youths of upper caste on Friday evening. The looting and arson was followed the murder of an upper caste youth.

Earlier, a meeting of the panchayat was held in the village where Mr Sham Singh Rana, DSP, disclosed that all the five persons named in the FIR in the murder case have been arrested by the police. The police, he said, had also arrested another youth, Bhalu, under Section 120-B of the IPC. Now, the total number of arrests gone up to six.

The murder of the youth was an outcome of his love affair with a Dalit girl.

According to another report, the government railway police (GRP) has so far failed to identify the bodies of the two teenaged boys, which were recovered from the railway track near Rajlu Garhi railway station three days ago.

The heads of the boys had been severed. The GRP still believe it to be a case of suicide as the bodies bore no marks of a railway accident. The GRP authorities are making a concerted effort to identify the victims. OC

Alterations to DDA flats get the nod

Considering the problems faced by flat allotees – in view of the additions and alterations that had been undertaken — the Delhi Development Authority has decided to allow additional covered area in the DDA flats, subject to certain general conditions. The nodal ministry approved the proposal yesterday..

As per this proposal, additions and alterations in DDA flats in its development areas shall be permitted. An architect registered with the Council of Architecture under the Architects Act, 1972, shall have the authority to certify that the additions and alterations were in conformity with building bylaws and guidelines. Once the plans with all documents had been certified by the registered architect and a fee had been submitted to the DDA/MCD, these will be treated as permitted.

Persons who have already carried out or intend to make additions/alterations in the flat, shall intimate the same in writing in the prescribed form. All such applications shall be accompanied by certain documents as required under the rules. The form is to be filled and jointly certified by the owner and registered architect, which contains the statement of the proposal and the amount deposited.

The proposal with the requisite information/documents and certification shall be accepted by the DDA/MCD. One copy of the proposal shall be certified stamped and returned to the applicant.

In cases where permission is required for interchanging the position of the kitchen, bathroom and WC or for additional coverage in the courtyard and terraces, the owners of one vertical block will jointly submit the proposal to the DDA/MCD. Where all owners of one vertical block were not interested in carrying out the additions/alterations, but one or two of them were interested, they will have to obtain a no-objection certificate from the remaining owners, a DDA release said.

Architects will be allowed to draw the original plan of the flats by measurement and satisfy themselves about their correctness. If need be, they can obtain a certified copy of the original plan of the flat from the Housing and Urban Projects Wing of the DDA on prescribed payments. For the additional floor area, a fee of Rs 200 will be charged for processing the plans, irrespective of the covered area involved.

Car driver knocks down girls, flees

Three persons, including two girls, were injured this evening when the autorickshaw in which they were travelling was hit by a Ford Icon car near Sangam Cinema in R K Puram.

While the two girls, Vandita (15) and Shivani (15), both class eight students of Sadhu Wasvani school, were admitted in a critical condition at the All Indian Institute of Medical Sciences (AIIMS), the auto driver Ram Pal was reported to be out of danger.

The police said that at around 3 p.m. a Ford Icon car hit the auto while the driver was trying to take an U-turn near Sangam Cinema. The car driver immediately fled from the spot, abandoning the vehicle.

The police have registered a case and launched a hunt.

17-yr-old stabbed by ex-school mate

A 17-year-old girl was stabbed last evening by her ex-school mate while she was going for a tuition class along with her friend in the Dabri area of South West district. The accused has been absconding ever since the incident took place in Sector 23, Dabri.

The victim, who was taken to the Base hospital for treatment, is reported to be in a stable condition. The police said that last evening the victim, a class 10 student, was intercepted by the 17-year-old accused, who was with a companion. She was later stabbed by the accused after an argument.

The police have booked a case of attempt to murder and have launched a manhunt.

Rain brings pain

The Capital received showers for the second day today. While the temperature dipped, rain brought with it the usual misery of clogged drains, traffic jams and power cuts. The rain also claimed a life when a 55-year-old died in an incident of roof collapse.

The incident, which is the second since yesterday, occurred when the roof of a house in Jahangirpuri collapsed last night. The deceased, Dhirendra Nath Pal, who was living as a tenant with his family in the ill-fated building, was alone at the time of the mishap.

The neighbours, who came to know of the incident in the morning, rushed Pal to the Babu Jagjivan Ram hospital where he was declared brought dead. Pals’s family is away to their native place in Kolkatta. Meanwhile, the police have registered a case of negligence resulting in death against the house owner Sanjay Singh.

The showers, which began in the early hours of the day, returned at noon after a short dry spell, bringing the mercury down to 23.6 degree Celsius. For a city that had been grappling with increased humidity levels, the dip in the mercury was a welcome change.

Sheila reveals poll mantra

Chief Minister Sheila Dikshit says the Indian National Congress (INC) walks the talk unlike the Bharatiya Janata Party (BJP). “The INC has delivered on its promises of revamping the transport sector, reforming the power sector, giving clean air and building flyovers. The INC swears by development, and development it will be when the party seeks the mandate of the people,” she said after returning from the party’s conclave in Shimla.

The Chief Minister felt that the INC had given the people of NCT of Delhi a clean, transparent and corruption-free administration. “The BJP has no constructive suggestion to make. How to hijack the achievements of the INC seems to be their only ambition. We will expose their double standards in the course of our campaign for the Assembly elections later this year,” she said and dropped broad hints about her party’s electoral strategy.

Development, improved governance, statehood and converting the Capital into a world-class city would be at the core of the party’s campaign.

She cited the launch of Delhi Metro Rail Corporation’s service, reforms in power sector, granting of second official language status to Punjabi and Urdu, creation of the largest eco-friendly public transport system, construction of flyovers and making operational the Bhagidari (citizen-government partnership) Programme as some of the key achievements of her government.

Mrs Dikshit said the people of NCT of Delhi would by now have realised the difference between the five-year rule of the INC and the previous regime of the BJP. “I am sure they will appreciate the efforts made by the INC in providing them a better standard of living,” she said and ridiculed the Opposition for raking up the issues not relevant to the lives of the people and indulging in mud-slinging.

Training session for BJP legislators from today

A three-day training session for the Bharatiya Janata Party (BJP) legislators from Uttaranchal, Himachal Pradesh, Jammu and Kashmir, Punjab and Haryana begins in Chandigarh from tomorrow to discuss the strategy for the next year’s general elections.

The session would be inaugurated by the Deputy Prime Minister, Mr L. K. Advani. Senior party leaders from the Centre and the state would address the legislators during the course of the session. Mr M. Venkaiah Naidu, party president, would deliver the valedictory speech on July 13.

Mr Om Prakash Dhankar, national secretary of the party, told mediapersons here today that the main theme of the session was ‘powerful BJP, powerful India’ and was aimed at preparing the MLAs for the coming general elections next year. He said that about 45 MLAs from five states would attend the session to be held at ICSSR seminar hall of Panjab University in Chandigarh.

During the course of the training, the legislators would be advised and trained on various areas like how to play a constructive and effective role in their constituencies so as to strengthen their roots.

The leaders would also be apprised of the use of information technology in the implementation of various works and projects. How to keep away stress and tension and remain calm would be another subject that would be addressed to.

Mr Dhankar said that the other topics of discussion would be emergence of the BJP and challenges in the way of Mission 2004, cultural nationalism and maintaining the image as a party with difference. Apart from this, there would be sessions of yoga in the morning and talent-demonstration sessions during night. The issue of organisational elections in these five states would also come up, said the BJP secretary.

Among leaders who are likely to address the legislators are Union Minister Ram Naik, party national vice-president Pyare Lal Khadelwal, Prem Kumar Dhumal, Bhagat Singh Hosiari, O. P. Kohli, Sushil Kumar Modi, Satpal Jain, Om Prakash Dhankar and RSS leader Madandas Devi.

Water table recedes to 30 feet in Sonepat paddy fields

It might have rained in buckets in the region in the past two days. But this temporary phenomenon might not have helped the paddy growing areas of the Ganaur, Sonepat and Rai blocks in the district where the underground water table has gone down up to 30 feet during the past one decade.

These regions are likely to be declared danger zones like the Samalkha region in Panipat district.

Many reasons are attributed for this situation by the agriculture experts, which include scanty rains in the past, excessive use of underground water by the farmers for paddy crops, failure of the government to popularise multi-crop farming and insufficient canal water supplies.

After 1992-93, when the district experienced heavy rains, which flooded a number of areas, there have been scanty rains and the underground water kept on going down every year.

According to reports of the Agriculture Department’s subsoil water cell, the level of underground water in 1998 in the Sonepat region was 7.15 metre, in Rai 7.03 metre, in Murlana 3.87 metre, in Katura 2.89 metre, in Kharkhauda

3.66 metre and in the Gohana region, it was 4.03 metre.

The level continued to go down during 1999, 2000, 2001 and 2002. As recorded in 2002, it was 10.25 metre in the Sonepat region, 10.04 metre in Ganaur, 10.7 metre in Rai, 4.45 metre in Murlana, 3.71 metre in Kathura, 3.91 metre in Kharkhauda and 5.57 metre in the Gohana region.

But in some of the villages in the Yamuna belt on both sides of GT Road, the level has gone down up to 35 to 40 feet.

Paddy continues to be the first choice among the kharif crops of the farmers and the area under paddy cultivation is around 70,000 hectares. Paddy, wheat and sugarcane are still the most preferred crops of the farmers in the district, except for some limited efforts to grow vegetables.

DSGMC apprises Sheila of Punjabi teachers’ woes

The secretary of the Delhi Sikh Gurdwara Management Committee, Prof Harmohinder Singh, has written to the Chief Minister, Ms Sheila Dikshit, apprising her of the problems faced by the Punjabi language teachers.

While appreciating the government’s efforts in granting second language status to Punjabi, Prof Singh has pointed out that the orders passed by the Directorate of Education, stressing that no teachers will be allowed to work as part-time teachers is affecting the language teachers.

In a letter addressed to the authorities, he has stressed that the “discriminatory order” has jeopardised the career of about 700 Punjabi teachers, who had been working as part-time teachers for close to a decade.

It is pointed out that some of these teachers were not allowed to join the services when the schools reopened following the summer vacation. Prof Singh has requested the Chief Minister to ensure that the appointment of these teachers is initiated at the earliest so that the vacancies in the government schools for Punjabi teachers are filled.

The Centre had recently given Punjabi and Urdu second official language status in Delhi.

Highest rainfall in July since 1995 floods the district

The district recorded 42 mm rainfall on Wednesday, the highest in the month of July since 1995 when the district had experienced devastating floods.

Last year, the total rainfall recorded in July in the district was only 9 mm.

Almost all localities, including the commercial areas and the university campus, were under deep water yesterday. The depth of the water ranged between six to ten feet in some places. The old city, situated at a high altitude, was practically marooned.

Although the monsoon hits Delhi and its surrounding areas on June 30 normally, Rohtak gets its share of the rains in August and September. The district had recorded 01 mm and 131 mm rainfall during the month of August and September respectively last year.

The district is vulnerable to floods, as the area on the outskirts is saucer-shaped with the result that water flows into it easily from surrounding districts.

High underground water table in the surrounding areas of the district results in the sheet flow of water, which moves from village to village causing havoc and destruction. The accumulation of rainwater in low-lying areas and excessive discharge from main drain 8 flowing into the district from Gohana tehsil of Sonepat district are the other factors that cause floods in this district.

The last time the floods hit this district was in 1995, which was on account of the sheet flow of water and the damage done by the residents of the villages by making cuts in the channels and drains, thereby creating an uncontrollable situation.

Since the major cause of floods is the flow of water from the adjoining districts of Jind and Sonepat, the district administration has constructed bundhs and drains to ward off the threat.

Besides drain 8 and diversion drain 8, the administration has also constructed many new drains and link drains to avoid floods in the district.

Ring bundhs have also been constructed in flood-prone villages in the Rohtak, Meham, Sampla and Kalanaur blocks.

Because of its topography, no natural drainage is possible in the town and the adjoining villages. Every drop of accumulated rainwater has to be pumped out.

The Deputy Commissioner, Mr Ashok Yadav, had inspected the flood protection works on May 25 and issued instructions to the officers concerned to further strengthen the preventive measures.

Two killed in bike accident

Sonepat, July 10
Two persons including a schoolteacher sustained serious injuries when a motorcycle on which they were riding slipped from the road near Khandrai village about 40 km from here yesterday.

According to a report, both of them were rushed to the PGIMS at Rohtak where they succumbed to their injuries. The victims were identified as Biloo, a student of B.A. Part III and Mr Ramesh, a schoolteacher. Both the victims belonged to Bichpari village and were going to Gohana town on the motorcycle.

Ramesh who was driving the motorcycle lost his control while trying to save a scooter. This resulted in the slipping of the vehicle.

Commuter injured

Mr Sunder, a resident of Fatehpur sustained injuries when he fell down from a running train near the railway station here yesterday.

According to a report, the injured was immediately hospitalised. He was travelling on the footboard of the train as the coaches were overcrowded and packed to capacity. The injured person was going from Ludhiana to Fatehpur by the Murrie Express.

Widespread rain

Sonepat city and its surrounding areas had widespread rain throughout last night and this morning, throwing life out of gear.

According to a report, the rain has brought down the temperature considerably. According to the authorities of the Agriculture Department, it is considered beneficial for the sowings of the Kharif crops, particularly paddy. However, the rain has caused waterlogging in many areas of the city.

Fake ISI-marked items

New Delhi: The officials of the Bureau of Indian Standards along with the Delhi Police have raided a number a number of firms in the Ajmeri Gate area and seized a large quantity of spurious ISI-marked induction motors, mono block pumps, coupled pumps, jet pumps and packing material.

The officials raided firms like Ms Arora Machinery Store, City Market, Ajmeri Gate and Ms Shivam Bearing and Machinery limited dealing with Motors and Pumps.

The officials found the firms were selling these items under the brand name of Plano, Jyoti Crown, National, Asian, Sagar, Shiva and Vikrant.

Another firm Ms Sapra Machinery Store, G B Road was found selling these items under the brand names of Emco, Rajdoot and Crown.

The bureau officials said that the country-wide raids were done to check the spurious ISI brands in the market.

Delhi Archbishop against VHP’s demand

The Archbishop of Delhi, Vincent M Concessao today described the VHP’s views on Ayodhya as, “belligerent and totally intolerant”. He disapproved of the VHP’s demand seeking the resignation of the Prime Minister, Mr Atal Behari Vajpayee.

“Demands such as the resignation of the Prime Minister on the construction of Ram temple, is totally uncalled for in a secular democracy where religion and state are separate, the Prime Minister is the head of an elected government,” the Archbishop said addressing a gathering of priests here.

He added, “The VHP had also denounced the earlier initiative of the Shankaracharya that only shows that it is bent on creating communal frenzy and does not wish a peaceful settlement.”

Expressing his satisfaction at the recent report of the UNDP, which indicates a slight improvement in the condition of the poor, the Archbishop emphasised the need to work on issue of human development. TNS

Massive anti-encroachment drive in West Delhi

A massive anti-encroachment action was carried out jointly by the Enforcement Branch, Works and Building Department of West Zone today.

The action was in compliance of the orders of the Delhi High Court in the PIL, titled Federation of Residents Welfare Association, Rajouri Garden and others versus the Government of the National Capital Territory of Delhi and others.

The Enforcement Department removed temporary encroachments and confiscated about five truck loads of items. The works department removed pucca and semi-pucca structures such as sheds stairs and so on.

The Building Department sealed four commercial properties in Rajouri Garden. Besides, demolition action was also carried out in property number C-5 Rajouri Garden and C-7, Rajouri Garden.

The MCD removed encroachment yesterday from Sai Market in Lajpat Nagar where the shopkeepers had encroached on the entire pavement on Ring Road.

The Supreme Court directed the NDMC and the MCD to remove encroachment here and the shopkeepers and others should be fined on he spot. The MCD challaned 23 persons yesterday.

Accident insurance cover for Haryana scribes

An accident insurance cover of Rs 5 lakh has been provided to all members of the Haryana Patrakar Sangh (HPS) in the state.

According to the sangh president, Mr K. B. Pandit, the HPS was the first and only organisation of working journalists in any state so far, which had provided such a cover to its members. He said the sangh had 501 members and the membership was growing each year. He said the sangh had paid a premium of Rs 1.91 lakh to the insurance company.

He claimed that the sangh had given a financial help of Rs 24 lakh to the kin of eight journalists who lost their lives in accidents in the past few years. The sangh was also planning to provide a similar help to the family of late journalist from Sirsa, Ram Chander Chhaterpati, who was murdered by some persons a few months ago.

Concerned over the increasing incidents of looting by Bawaria gangs in this district and adjoining Noida, the police forces of the two districts have formed four special teams each, to nab the suspects who have struck terror in some of the villages and residential colonies.

The special teams will coordinate their operations to nab the suspects who have eluded the police dragnet for the last several years. Senior police officers said that while night mobile patrolling was being intensified, police pickets were also being stationed in some of the outlying villages.

The police were also trying to revive village defence committees and have asked them to supplement the police patrolling. At least one person had been killed and several seriously injured in half a dozen incidents of looting in two villages — Gathi Chowkhandi and Salarpur — in the last two days.

The Bawaria gangs are known to be extremely brutal and have adopted the same modus operandi over the years. They normally operate in groups of five and six and after breaking into a house use whatever weapon is available to bludgeon the inmates in their sleep. They then ransack the premises and escape with valuables. The target is pre-selected and is closely watched by the members of the gang, which draws its name from the erstwhile criminal tribe to which they belong.

According to a senior police officer, the activities of these gangs first came into notice six years ago when they raided a house in Sector 40, Noida, in which all the seven members of Mathur family were brutally killed. The gang again struck in 1999 and raided the house of R. K. Pandit in Sector 20. The gang members escaped with valuables after bludgeoning to death five members of the family.

A year later, the gang struck again in the same sector and escaped after murdering and looting the house of Grovers. Both the husband and wife were killed. The incidents had raised a public hue and cry. The police investigators drew a blank as the suspects had left very few clues. But it was concluded that the raids were the handiwork of members of the Bawaria gangs. The police believe that the recent incidents are the handiwork of a Bawaria gang because of the similarity in the modus operandi. It is suspected that the gang members keep on crisscrossing the state and the neighbouring districts of Bulandshahr, Saharanpur, Ghaziabad and Gautam Budh Nagar to evade detection.

Such is the fear of these gangs that many residents of Raipur, Asgharpur and Gorilapur villages, located on the banks of the Yamuna, are spending sleepless nights as the police presence here is negligible. Senior police officers said that the police force was heavily stretched and there was a manpower shortage.

Two auto-lifters held; 150 duplicate keys seized

The south district police today claimed to have arrested two auto-lifters who were active in the district and used to steal foreign cars. The police also claimed to have recovered one Santro car, one motorcycle, one scooter, two mobile phones, Rs 20,000 and more than 150 duplicate keys from their possession.

Based on a tip-off that the accused would be coming along with his associate near the Oberoi hotel to recce the place for foreign cars, the police nabbed Naseer Kamaal (25), resident of Muradabad and his associate Shan Mohammad, alias Shanu (26), resident of Lodhi Colony, while they were riding a stolen motorcycle.

The police also seized a small quantity of narcotics from them.

The accused Naseer was an associate of a notorious auto-lifter Anil Chauhan and was earlier arrested in August 2002 along with Chauhan. After coming out of the jail in December 2002, he had a tiff with Chauhan and became his business rival. He along with his accomplice Shan, an expert in making duplicate keys in Lajpat Nagar, had started stealing cars in the south district.

During interrogation, he told the police that his aim was to beat his rival Chauhan, who has good contacts in Nepal for disposing of the stolen cars. Naseer charged Rs 1 lakh for a Toyata Corolla and Rs 70,000 to 80,000 for other cars.

One held for making fake medical equipment

New Delhi, July 10
The Economic Offences Wing today claimed to have arrested a person who used to manufacture fake apparatus of a Russian company used for medication purpose.

Based on a complaint from the Russian company that some fake apparatus, supposed to cure diseases, was in circulation, the sleuths raided a premises in Chittaranjan Park and recovered the apparatus worth Rs 5.4 lakh. The police also arrested the company Director, Dr Amrendra Kumar, who claimed to have done his doctorate in engineering from Russia.

The accused used to sell each apparatus for Rs 29,000, which he would import from Russia for Rs 5,000. The actual cost of the original machine in the market is Rs 35,000.

In another case, the sleuths have arrested one person after raiding a premises in Nehru Place and seized more than 140 duplicate anti-glare screens worth Rs 14 lakh from the hideout. Based on a complaint from one Ranveer Singh, the sleuths raided one Meena Prints in Nehru Place and arrested Mohammad Yasin. TNS

National council’s move to usher in ethical real
 estate practices

The National Real Estate Development Council (NAREDCO), a body represented by more than 35 leading business houses and financial institutions in the field of construction under the patronage of the Union Minister of Urban Development, today announced certain measures to purge the construction business of immoral and unethical practices on the part of those in the trade.

The president of NAREDCO, Dr Som Datt, while declaring the “Action Plan for Urban Development”, said that the movement started about 13 years ago to bring in ethical practices among those in the real estate and construction business, has now started showing positive results. After the Union Ministry for Urban Development recognised the movement leading to the formal launching of NAREDCO in 1998 as an entity, and with the minister being the chief patron and bureaucrats also being its members, the movement has started taking concrete shape.

The NAREDCO members include DLF Universal Ltd, Ansal Properties and Industries Ltd, Associated Chamber of Commerce and Industry, All India Housing Development Association, Som Datt Builders Ltd, LIC Housing Finance Ltd, Omaxe Construction Ltd and UNITECH.

Recounting the achievements of the Council, Dr Som Datt described self-regulation as the major plank of the national council. Besides, formulation of rating criteria for developers, carrying out certification of real estate brokers and introduction of a common code of ethics for all practitioners of real estate was a mammoth task faced by the national body, he added.

NAREDCO, the apex body, is interacting with state governments for the formation of State Real Estate Development Councils (REDCOs) to carry out its message to all parts of the country. These state bodies will operate as autonomous organisations, with their own constitutions, funds, membership and government bodies, he added.

The package of initiatives has components under the rubrics: pilot projects for Delhi and suburbs, rating fee reduced by CRISIL and ICRA, certification of real estate brokers and joint initiatives with Associated Chamber of Commerce for EWS housings.

Going into the details, Dr Datt, who is also the founder chairman of Som Datt Builders Ltd—a major in the construction company—said that NAREDCO will launch a three-week training programme for the brokers and agents and their certification to eradicate the problem of consumers interacting with the unprofessional property agents and thereby ensure congenial functioning of the industry. Besides, the body recommends the licensing of brokers on the basis of their training and certification by it.

The proposed course shall begin in September on the premises of Human Settlement and Management Institute of HUDCO.

According to Dr Datt, the Council examined the development of “integrated cities” in the NCR and found that the public sector partnership on the basis of Haryana model of urban development was most suited for development.

According to vice-president of NAREDCO, Col. Prithvi Nath, in order to encourage public-private sector partnership on the basis of Haryana model of Urban Development, the body has recommended that the pace of external development of infrastructure of public sector was not in tune with that of internal infrastructure by the private sector, despite the payment of external development charges by the consumers. This imbalance has resulted in traffic jams on crowded road arteries as also inadequate power, water supply and sanitation services.

The Council recommended an interaction between the recently formed REDCOs and the government/public sector bodies with active associations of the people, he added.

Garment technology fair begins

The Union Minister of State for Commerce, Mr Vidyasagar Rao, inaugurated the fourth edition of the ZAK Garmentech International in Pragati Maidan here today. Based on the theme ‘Technology for the post-quota era’, the fair will be held till July 13 and will provide a platform to the global technology players to showcase their products and services to meet the challenges of the post-quota era.

Speaking on the occasion, Mr Rao said, “Technology needs to percolate right to the grassroots level and villages. That is where the people are and that is where events such as this are of help.”

He added, “The apparel industry is one of the pivotal industries in the Indian context. Besides earning foreign exchange, it provides employment to thousands of people especially women.” Close to 3,000 products and 300 brands from 30 countries will be on display at the event.

BSNL accord with MTNL on network coverage

Bharat Sanchar Nigam Limited (BSNL) has reached an agreement with Mahanagar Telephone Nigam Limited (MTNL) regarding the network coverage area of pre-paid Excel service of BSNL in Delhi. The BSNL cash card holders would enjoy the roaming facility in Delhi also within the next three days.

Announcing this here today, Mr A K Nagpal, Chief General Manager, Haryana Telecom Circle, BSNL claimed that the Excel service of BSNL had enrolled the highest membership of around 1.06 lakh subscribers in Haryana.

He said that Escotel had attained the second position which had nearly 85,000 subscribers in Haryana.

Mr Nagpal said the Wireless In Local Loop (WLL) service would be started in Rohtak Telecom Circle by the end of next month and around 10,000 connections would be given in the circle while nearly 30,000 connections be given in the rest of the state. This service would be started in Karnal Telecom Circle from July 14, he added.

Commenting on the delay in the distribution of telephone bills, he said a machine would be installed at the Rohtak telephone exchange from which a subscriber could instantly get his duplicate bill by dialling his telephone number.
