Dalit students of Meerut medical college allege harassment

Allegations of caste-based discrimination are reverberating on the Lala Lajpat Rai Memorial Medical College campus these days. Serious allegations are being levelled against the medical college top brass by the Scheduled Caste/Scheduled Tribe students and employees.

The SC/ST Medical Students Association has launched a protest movement against the medical college administration against the alleged harassment of Dalit students and patients. As part of it, Dalit students of the medical college have been on a dharna on the Chaudhry Charan Singh University campus for the last two days. Several Dalit organisations of the city also gathered in front of the university to extend support to the protesting students and employees.

At a press conference, Dr Davendra Kumar of the association alleged that the college administration was adopting a discriminatory policy and the teachers were using casteist words when addressing SC/ST students.

For instance, a professor used casteist remarks against a student, Kiran Pal. He had been treating Dalit students and patients as untouchables, he alleged.

The students said that the teachers of gynecology, medicine, anatomy and physiology departments were the worst in such behaviour.

Dr Davendra Kumar further added that 19 Dalit students had not been able to complete their MBBS degree even after spending seven to 16 years. Bhajan Lal belongs to the 1984 batch and he could not get his degree in the last 16 years. Moreover, some Dalit students of 1997 batch were declared unfit after the final year examinations.

A Dalit student of the 1990 batch, Ashok Premi, committed suicide after being fed up with this caste discrimination. When the Dalit students approached the Principal in this regard, some general category students manhandled them and beat them up, Dr Davendra Kumar alleged. Later, the college principal fired the Dalit students but set free the general category students.

The Dalit students complained to the mediapersons that these types of harassment were happening not only in the Meerut college but also in Gorakhpur, Agra, Kanpur and Jhansi.

The Divisional Commissioner, Mr Nepal Singh Ravi, told the ‘NCR Tribune’ that justice would be done in the case of Dalit students but added that law would take its course. Mr Ravi said that allegations of harassment were being investigated and the teachers also would get a fair deal.

In a challenging task, the Department of Accidents and Emergency at Indraprastha Apollo Hospital, Delhi, carried out a marathon patient repatriation by airlifting a 52-year-old businessman suffering from Motor Neuron Disease from Delhi to Lahore via Dubai and Karachi.

The head of the Accidents and Emergency Department at Indraprastha Apollo Hospital, Dr Asif Ali said that he handled six take offs and six landings from Indira Gandhi International Airport between 4 am on April 2 till arrival at Lahore airport at 5 pm the following day. Dr Ali, who has in the past led medical teams for 200 medical air evacuations and patient repatriation, says that the request to move the patient was difficult as he was on life support system. To add to the challenge, Dr Ali’s trained team members were not travelling along to assist him. “A Pakistani, Saudi, Bangladeshi or Iranian visa is a deterrent for persons wishing to travel to the US and doctors want to go to US to pursue higher studies. I knew what I was going up against because I did not have a ventilator and the patient had to be moved about a dozen times - from the Intensive Care Unit of the hospital to the ambulance, from there to the airport, then to the aircraft, then moved to another aircraft at Dubai airport for Karachi, then moved from Karachi to Lahore in a Pakistan International Airlines (PIA) aircraft and then to an ambulance waiting at Lahore airport.

Fortunately, I was familiar with the layout of the aircraft and knew which bulkheads had the oxygen cylinders. The Emirates Airways aircraft had created space for the patient by knocking off four seats at the rear end of the economy class in the aircraft. They gave me all that I asked for. The crew was very cooperative and came often to check the patient’s condition in the three and a half-hour flight from Delhi to Dubai and again from Dubai to Karachi.

Even the PIA aircraft and ground crew were very cooperative. At one place, he ran out of oxygen. The cylinder ran out faster than I had been told and I had to unplug it and check the meter while the patient was in a critical state.”

Dr Ali further said that it is considered a big adventure if you manage to move a patient from ICU to a CT scan because the patient is essentially on life support system.

“Here, you had needles, tubes and wires hanging out of the patient’s body, travel to an alien land and absolutely uncontrolled environment. Then, doctors at Delhi airport wanted to ascertain if he was a patient of Severe Acute Respiratory Syndrome (SARS), who was being taken out of the country. A good 20 minutes were lost trying to convince them that it was not a patient suffering from SARS and we eventually got a clearance from the Chief Medical Officer at the airport.”

A member of the Air Medical Physicians Association, Dr Ali has handled international patient repatriation for the third time in the last one and a half years since he joined Apollo Hospital. Last year, Dr Ali and his team took a 76-year-old British national of Punjabi origin, who had a brain haemorrhage and a heart attack while attending a wedding in Punjab. On receiving a request from her son in Jalandar, Dr Ali’s airlifted her from Jalandar. After a night stay in ICU at Apollo Hospital, she was taken in an Air India aircraft to Heathrow Airport and then to Coventry in a waiting ambulance.

Dr Ali’s team did another special repatriation of a 55-year- old Nepali national suffering from global cerebral ischemia. The patient was airlifted from Delhi airport in a Royal Nepal Airlines aircraft to Kathmandu. They escorted him a waiting ambulance at Tribhuvan Airport to Tribhuvan Medical College Hospital.

Ghaziabad on alert against ‘killer pneumonia’

Ghaziabad, April 5
Ghaziabad has been put on alert against the possible effects of the ‘killer pneumonia’, which has caused a panic all over the world.

A special committee has been set up by the Chief Medical Officer, Dr Vinode Kumar, which will create public awareness through the press and media about the deadly disease and the precautions needed to keep off the scourge.

The committee will review the situation daily. Dr Vinode Kumar has stressed the need for the health department to be on alert about the disease.

In the order, all have been “advised to inform the health authorities if they come across a case even resembling it”.

The CMO said so far no case of the disease has been reported in the district. Apart from the CMO, Dr Vinode Kumar, the committee comprises Dr A K Sharma, Dr Promode Kumar Chaturvedi, Dr M K Singhal, Dr U P Singhal, Dr R M Mishra, and others.

Delhi Police record big win in Sood cricket

A strokeful unbeaten half century by Anil Rana (51 n o, 1x6, 6x4, 48b) and a fine all-round performance by Sanjay Verma (2 for 21 and 38 n o, 1x6, 7x4, 25b) helped Delhi Police crush Delhi Blues by nine wickets in the opening match of the 13th Om Nath Sood Memorial Cricket Tournament at the Sant Harchand Singh Llongowa Sports Complex on Saturday.

Delhi Police won the toss and opted to field. Their bowlers bundled out the rival team for 145 in 39.1 overs. Delhi Police raced to victory for the loss of just one wicket in 20.1 overs.

Anil Rana and Sanjay Verma shared the man of the match award, which was given away by chief guest Sameer Bahadur.

Putting to bat, Delhi Blues scored 145 in 39.1 overs. In reply, Delhi Police got the target in 146 for 1 in 20.1 overs.

India recruit Amit Mishra unleashed a deadly bowling performance, claiming five wickets for 34 runs, to guide Lal Bahadur Shastri Club to victory against Bright Club in the Devender Singh Memorial Cricket Tournament at the Harbaksh Singh Stadium on Saturday. Amit played a cameo for Shastri Club.

Scores: Bright Club: 168 (Vivek Kumar 37, Pankaj Thakur 24, Amit Mishra 5 for 34, Nitin Agarwal 2 for 37).

AITA Super Series Junior Tennis from April 7

New Delhi, April 5
The inaugural All India Tennis Association (AITA) Super Series Junior Tennis Championship will be held at the Delhi Lawn Tennis Association complex at Africa Avenue from April 7 to 12.

The Super Series Championship will help the junior players gather valuable AITA points. The main draw for boys and girls will consist of 20 direct entries, eight qualifiers and four wild cards.

Some of the prominent junior players participating in the tournament are Rupesh Roy, Saurabh Kohli, Siddharth Gulati, Vivek Shokeen and Parul Goswami. The Super Series will have singles and doubles matches for Under-14 and Under-18 children.

A special tennis coaching clinic will also be organised on April 7 from 4.30 pm to 7.30 pm. The session will have on-court clinic and off-court talks with parents and children.

DM transferred in just two months

Mr Jatinder Kumar has been posted out as the Collector and District Magistrate of Gautam Budh Nagar before he could complete even two months on the post.

The new District Magistrate and Collector is L. Venketeshwar Loo who has been posted from Jalone while Jatinder Kumar has gone back to state Secretariat, Lucknow.

Significantly, Mr Venketeshwar is the fourth District Magistrate that Noida had after Ms Mayawati had taken over as the UP Chief Minister on May 3 last year.

Mr Deepak Kumar, who had done good work and was quite popular as the deputy magistrate was posted out within days of the coming of the BSP government on May 15 2002.

His place was taken by Mr K Ram Mohan Rao who was shifted out for not extending the desired “cooperation and support” for the January 15 Swabhiman Divas in Lucknow, as also having annoyed the sand mining mafia on the Yamuna river who had apparently complained against him.

Mr Jatinder Kumar has been shifted out even in less than two months for earning “the ire of four ministers of the area who interfered in his work” as also for his failure to extend the benefits of the development programmes to the poor and the backward classes, it is learnt.

The government perhaps expects the officers to show the results overnight. It normally takes four to eight weeks at least for an officer to get acquainted with the new district and its problems.

According to insiders, however, Jatinder Kumar had failed to meet the “financial targets set by the bosses”.

The new District Magistrate L. Venketeshwar Loo has however, promised to accord top priority to the development work and public grievances.

He said that he would meet the public in his camp office in Noida from 10 am to 12 noon daily. The new District Magistrate said that he would take strong action against the mafia who was exploiting the poor.

Special cell to check cyber crime

The Haryana Police department has created a special cell to combat the cyber crime in the state. Stating this, Mr M S Malik, Director-General of Police Haryana told mediapersons here today that the department has already started providing training to the selected police officers so that they could check such crimes. He also referred to a cybre crime reported in Faridabad and said that investigations in this case were on and the forged documents had been sent to the laboratory for testing.

The police department, he said, would take action in the case after the receipt of the report. He disclosed that the state government has decided to computerise all the police stations in the state in future. A Rs 8-crore scheme has been drawn up for the purpose. The scheme is popularly known as ‘Wild Area Network’ and an additional DIG has been appointed for the execution of the scheme. Replying to a question about the resentment among the IPS officers in Haryana against the state government, Mr Malik claimed that the IPS officers are being sent to the Centre against the quota allocated to the state. Haryana, he said, is short of 16 IPS officers and it is not possible for the government to send more IPS officers to the Centre. Mr Malik claimed that the Indian National Lok Dal (INLD) government, headed by Mr Om Parkash Chautala, Chief Minister has created a record for granting promotions in the police department.

He also referred to the promotions held up in view of the writ petitions filed in the Punjab and Haryana High Court. He said that there was only one woman police inspector when Haryana came into existence and now the number of women inspectors had gone up to 10, and they are posted in Ambala, Rohtak, Gurgaon and Hisar ranges of the police department. Moreover, the number of IPS women police officers has gone up to five in the state. Similarly, the number of women police employees is around 500 at present.

He claimed that no employee of the police department was on the waiting list and everyone who had passed the lower school course, had been promoted by the department.
