Naik appointed new AG
Jammu, February 14
Following a long-drawn tussle among ministers over the appointment of the Advocate-General, the PDP-led coalition government finally cleared the name of Mr Altaf Naik for the post today. The decision to appoint Mr Naik was taken at a meeting of the Cabinet here which was presided over by the Chief Minister, Mufti Sayeed.

The Jammu and Kashmir Government today promoted Dr A. K. Bhan, Inspector-General of Police, as Additional Director-General. He is a 1976 batch IPS officer, he is the Director of the Sher-i-Kashmir Police Academy.

Working of WLL phones irks subscribers

The much-hyped WLL telephones have upset subscribers here as these do not function properly in many areas of the city. The WLL service was launched by the Telecommunications Department on Monday last.

Militants disarmed five policemen and took away their service rifles in north Kashmir while unidentified gunmen looted Rs 7 lakh from a bank manager in south Kashmir overnight. Official sources said a group of armed militants encircled police personnel on duty at Langate bridge in North Kashmir last night.

Naik appointed new AG

Following a long-drawn tussle among ministers over the appointment of the Advocate-General, the PDP-led coalition government finally cleared the name of Mr Altaf Naik for the post today.

The decision to appoint Mr Naik was taken at a meeting of the Cabinet here which was presided over by the Chief Minister, Mufti Sayeed.

Although the Mufti-led government came to power about four months ago, it had so far failed to reach unanimity on the name of the Advocate-General. The issue was brought before the Cabinet at its three previous meetings, but some minister or the other opposed Mr Naik’s appointment. The Law and Finance Minister, Mr Muzaffar Beig, who is said to be the right-hand man of the Mufti, had reportedly offered to even resign in case his nominee was not appointed to the post.

However, after a brief debate on the issue his name was finally cleared.

The Cabinet decided to introduce English as the medium of instruction in all schools from Class I from the coming session. English is currently being taught from Class VI.

It was decided to change the name of the Food and Supplies Department to the Department of Consumer Affairs and Public Distribution.

The Cabinet also cleared the promotion of some KAS and KPS officers.

J&K promotes 7 IPS officers

The Jammu and Kashmir Government today promoted Dr A. K. Bhan, Inspector-General of Police, as Additional Director-General. He is a 1976 batch IPS officer, he is the Director of the Sher-i-Kashmir Police Academy.

The state Cabinet, which met here today under the chairmanship of Mufti Sayeed, approved his promotion and other transfers.

The Cabinet approved the promotion of six IPS officers to the selection grade with effect from January 1, 2003. They are Mr B. Srinivas, Mr Ravinder Kotwal, Mr M. A. Anjum, Mr Mohammad Amin Bhat, Mr Farooq Ahmed and Mr Rashid Ahmed Dar.

Mr Narender Singh, Special Secretary, Food and Supplies, has been appointed Managing Director, Scheduled Caste and Scheduled Tribes Development Corporation, in place of Mr Khalid Hussain who swaps places with Mr Narender Singh. Mr P. K. Bakshi, SDM, Bhasoli, has been appointed Additional Secretary, Food and Supplies.

The Cabinet also appointed Mr B.S. Salathia, Mr K. S. Johal, Mr Abdul Hamid Qazi and Mr Subhash Chander Gupta as Additional Advocates-General for the Jammu High Court Bench.

Mr Mohammad Amin Rathore, Hakim Ishtaq, Mr Anil Bhan, Mr Ali Mohammad Magray and Mohammad Hussaib Khan have been appointed Additional Advocates-General for the Srinagar wing of the high court.

Working of WLL phones irks subscribers

The much-hyped WLL telephones have upset subscribers here as these do not function properly in many areas of the city. The WLL service was launched by the Telecommunications Department on Monday last.

Handsets are not working satisfactorily in Gandhi Nagar, Trikuta Nagar and areas around Janipur where the voice either echoes or the call gets disconnected.

Jammu and Kashmir was the only state in the North where people had remained deprived of the WLL and mobile phone services so far. While the WLL has come halfway, the mobile phone service is yet to be introduced.

The Chief General Manager (Telecommunications), Mr Arun Kumar, said these were teething troubles and the service would improve after the completion of the second phase. Only three relay towers had been set up. Two more would be set up in the second phase when the connection capacity was increased to 5,000.

He said the entire waiting list of nearly 550 for land phones in the Kachhi Chawni area of the main city would be cleared shortly.

The first phase of the mobile telephone service of the BSNL was expected to be launched in April as Erricson had already got the equipment from Sweden. This would initially cover Jammu, the Vaishnodevi shrine and Srinagar.

Mr Arun Kumar said the BSNL was facing problems in hiring rooftop space, particularly in Jammu, for installing towers as the house owners were demanding exorbitant rent for this purpose.

He said the internet service would be introduced in Kargil in a couple of days.

He said the customer care centres of the BSNL here would be modernised.

Ultras snatch arms from cops

Srinagar, February 14
Militants disarmed five policemen and took away their service rifles in north Kashmir while unidentified gunmen looted Rs 7 lakh from a bank manager in south Kashmir overnight. Official sources said a group of armed militants encircled police personnel on duty at Langate bridge in North Kashmir last night.

After disarming them, they took away five SLRs, eight magazines and 285 rounds of ammunition.

A group of gunmen allegedly stopped the car of a bank manager at Hakoora in south Kashmir and looted Rs 7 lakh. They also took away the car which was later found at Palapora, 2 km from the spot. A hunt has been launched to nab the culprits. UNI

Heavy shelling in Nowshera sector

Jammu, February 14
Indian and Pakistani troops exchanged heavy mortar shelling in the Nowshera sector of Rajouri district this evening.

Defence sources said Pakistani troops stationed across the LoC resorted to unprovoked shelling targeting vital army installations and civilian areas in the sector at around 2 p.m.

Heavy shelling was reported between both the countries along the Line of Control at Jhangar, Lam, Kalsian, Kalal and Bhawani Border Out Post (BOP) in the Nowshera sector when the reports last came in. UNI

1 killed, 2 hurt in landmine blast

Jammu, February 14
A farmer was killed and two others were injured in a landmine blast in the Ramgarh sector along the international border in Jammu district this morning. Police sources said the farmer and two others were working in their fields in Chowni Abtal village when the landmine laid by the Army went off accidentally.

Amar Nath was killed on the spot, while Sushil Kumar and Rattan Chand were injured in the blast. UNI
