LPG import to aid CNG supply

The supply of Compressed Natural Gas (CNG) to the transport sector and power plants would improve in two years when the country begins importing gas in the form of Liquefied Natural Gas (LNG).

Union Petroleum and Natural Gas Minister Ram Naik said here today that the distribution of CNG would also improve after Indraprastha Gas Limited (IGL) invests Rs 181 crore more in augmenting the dispensing infrastructure taking the investments up to Rs 522 crore.

Addressing a gathering after inaugurating the 23-km-long natural gas pipeline in west Delhi, the minister said IGL, the sole distributor of CNG in the NCT of Delhi, would increase the number of CNG stations from 101 to 110 by June 2003 and the compressing capacity from 9.65 lakh kg per day to 16.1 lakh kg per day.

The pipeline from Dhaula Kuan to GT Karnal Road, built at a cost of Rs 25 crore, completes the circular loop of natural gas pipeline around Delhi. The pipeline would feed CNG for public transport.

The minister said Delhi’s success in running 75,000 vehicles on single (CNG) fuel, the highest number in any city worldwide, had evoked interest among many countries for setting up a gas-based transport system.

Inspired by Delhi’s success, countries like Bangladesh, Iran, Indonesia and Nigeria have evinced interest in consulting India for setting up a gas-based transport system.

Mr Naik said that Delhi had the distinction of having the largest fleet of CNG buses in the world, numbering over 7,200 buses and over 400 minibuses, that too within just 20 months. Following Delhi are the cities of Beijing and Seoul where the number of CNG buses is 1,600 and 1,000, respectively.

Delhi’s air better because of quality of petrol: Naik

Union Petroleum and Natural Gas Minister Ram Naik attributes the substantial improvement in air quality in the Capital to the quality of liquid auto fuels – petrol and diesel.

“CNG-run vehicles in Delhi constitute only four per cent of the vehicle number of 25 lakh. The improvement in air quality has come about with the introduction of ultra low sulphur and benzene content petrol and diesel,” he said.

The mandatory switchover to Bharat Stage-II vehicular emission norms, equivalent to Euro II norms, from April 2000 along with the use of low sulphur diesel and low benzene petrol had made substantial contribution to the improvement in the air quality of Delhi, he said.

“As per a study conducted by the Central Road Research Institute in March 2002, around 85 per cent improvement in air quality in Delhi has come on account of improvements made in the quality of petrol and diesel and introduction of Bharat Stage II emission norms for vehicles. Fifteen per cent improvement is estimated to have come due to the use of CNG,” he said.

HC seeks report on shifting of trade fair

The traffic disruption and the congestion that the capital city faces owing to the trade fair held at Pragati Maidan every year has prompted the High Court to issue orders seeking to explore the feasibility of relocating the event.

The court has asked the Centre to explore the feasibility of relocating the international trade fair venue to the outskirts of the city. Issuing notices to the Centre and the International Trade Promotion Organisation (ITPO) on the issue, Justice Vijender Jain said nearly 30 lakh people visit the fair every year causing traffic disruption, hence the Union Ministry of Commerce and the ITPO should file feasibility reports regarding shifting of the venue.

The court issued the notices after examining a report by a committee appointed by it to look into the traffic problems and pollution in the city. A panel of 14 lawyers, including the amicus curiae had found various flaws in traffic management and suggested some remedial measures.

Taking into consideration violation of traffic rules by the vehicles coming from the neighbouring states of Uttar Pradesh and Haryana, the court suggested that the Government should consider extending the jurisdiction of courts in Delhi to the 100-km radius in the National Capital Region instead of National Capital Territory to deal with such cases effectively.

The court also asked the Government to consider the proposal of constructing a passway under the Nizamuddin Railway Station to ease congestion of vehicles coming towards South Delhi from the Eastern side of the city. It directed the traffic police to prohibit cycle rickshaws from plying on the main roads to ensure smooth flow of traffic.

Ahulana tense after mob attacks mill, policemen

Sonepat, December 11
Tension was palpable in Ahulana village, where a mob ransacked the Chaudhury Devi Lal Sugar Mill yesterday evening, even as the authorities claimed that the situation had been brought under control. A large contingent of police continued to guard the mill as well as the village under the supervision of senior police and civil officials.

The police claimed that at least 19 policemen, including one Deputy Superintendent of Police and four SHOs, were injured in the clash that ensued between villagers and the police. Villagers alleged that at least three persons had sustained bullet injuries in the police firing.

The Deputy Commissioner, Mr S. N. Roy, and the SP, Mr Paramjit Singh Ahlawat, are camping in the village. The police have surrounded the village and started door-to-door search for the “anti-social elements” and “trouble-makers” who escaped immediately after the arrival of police reinforcement.

All the injured policemen were immediately hospitalised and the condition of three of them are stated to be serious and they have been referred to the PGI, Rohtak for further treatment.

According to reports, the irate mob comprising youths and villagers burnt four government jeeps and damaged the vehicle of the fire brigade, which reached to control the fire there. The trouble was sparked off when a list of the recruited employees, all unskilled, was released yesterday. When local villagers came to know that the names of several of their youths were missing, they assembled in front of the mill.

They alleged that the Chief Minister, Mr Om Prakash Chautala, had betrayed them and backed out of his promise that the people of Ahulana village would be given preference in the recruitment as they had donated 87 acres of land to the government for the construction of the mill.

The irate mob entered the premises of the mill from the gate, which was opened for vehicles. They immediately closed the gate from inside and started damaging furniture and other articles of the office. The management called in the police who arrived there immediately. The cops pushed the villagers outside.

Thereupon, more villagers arrived on the scene and attacked the police party with lathis and other weapons. They also pelted stones at the cops and vehicles and set the police jeeps on fire.

On seeing the situation getting out of control, the Duty Magistrate ordered the police to fire shots in the air to scare the violent mob away. Initially, the residents fled but returned and assaulted the policemen. Many policemen ran away from the scene to save themselves from the wrath of the people.

Govt firm on impounding errant autos

Buoyed up by the groundswell of support to the clampdown on errant autorickshaw operators, the Department of Transport of Government of NCT of Delhi says autorickshaws not conforming to the guidelines will continue to be impounded.

Transport Commissioner Sindhushree Khullar today briefed Chief Secretary Shailja Chandra on the negotiations to arrive at an amicable resolution to the stand-off between the government and autorickshaw operators.

Autorickshaw operators are demanding an upward revision of fares and an end to the drive of impounding autorickshaws without electronic meters. The autorickshaw operators contend that the fares in the Capital are the lowest among the metropolitan cities elsewhere in the country and therefore should be revised.

Although Chief Minister Sheila Dikshit has virtually rejected a revision of fares, the government is understood to have sounded the union of autorickshaw operators on the likelihood of constituting a committee to examine their proposals.

For the union, the hostile reception of commuters has come as a surprise. With Delhiites supporting the government’s attempts to discipline the errant autorickshaw drivers, the union is finding it difficult to push through its agenda.

“We have for long been at the receiving end of autorickshaw drivers. It is good they are being hauled up,” exclaimed Sunita Arya as she waited for a Mayur Vihar-bound bus at ITO. Sunita’s views were shared by others who felt that the drive to impound autorickshaws without electronic meters would put an end to the misadventure of fleecing commuters.

Rs 1 lakh fine slapped on doctor for wrong report

A pathological laboratory doctor has been punished with a fine of Rs 1 lakh for providing an incorrect report pertaining to a patient under treatment. The patient had been prescribed wrong medicine on the basis of this lab report. As a result, the patient died.

The decision was pronounced by the Consumer Forum in a case filed by Mrs Mayadevi of Cental Market, Kalyan Puri.

Mrs Mayadevi had taken her husband, Lekhraj to a private hospital in Noida for the treatment of his neck pain. After examination of the patient, the nursing home doctor advised him to get an FNAC test done from Dr Vikram Hingorani, Consultant, Chemical Pathological Lab in Sector-22, Noida. On the basis of this report, the medication was carried on. But when after a few weeks, the patient did not feel any improvement, he contacted Dr Maheshwari for a second opinion.

Dr Maheshwari advised him to get an investigation done in Delhi. This test diagnosed that Lekhraj was suffering from cancer. Then the treatment for cancer was started. But on November 18, 2002, Lekhraj breathed his last in Dharam Shila Cancer Hospital.

Mrs Mayadevi lodged a complaint with the District Consumer Forum, Noida that her husband had died due to wrong treatment. She pleaded for compensation.

The doctor told the forum that he had given the treatment to Lekhraj on the basis of the pathological laboratory’s report of the test done there.

“Dr Hingorani had also told the hospital doctor (on phone) that pathology lab report was correct,” he said. The forum chairman Kartar Singh took the view that both the doctors were guilty of providing substandard treatment.

“Had correct diagnosis been made, the patient’s life could have been saved,” he said.

Punjabi emigrants top in passport forgeries

Punjab and Haryana have the dubious distinction of ranking first among the states in the country in passport and related forgeries, according to the data available in the office of the Foreign Regional Registration Officer (FRRO). Sources in the FRRO said that about 500 Indians were arrested in 2001 and 550 had been arrested till November 2001 at the Indira Gandhi International Airport (IGIA) on various charges like forging travel documents, photo substitution, page substitution, visa forgery, stamp forgery in passports and impersonation.

In 2001 alone, 325 persons from Punjab and 50 persons from Haryana were found guilty of forging travel documents, as compared to 380 from Punjab and 50 persons from Haryana till November this year. Among those arrested were 50 persons like ‘couriers’ and ‘impersonators’.

Investigations revealed that these people manage fake documents from some travel agents who take huge amounts of money from them. Most of the emigrants do not have sound educational background and they intend to visit these countries to earn a packet to support their families.

The police have also smashed several organised gangs of fake travel agents operating in the Capital. The security and frisking arrangements have also been intensified to arrest such persons at the airports.

Most of the people who travel on forged documents take shelter in the rural areas of the countries to avoid questioning by the authorities there. According to the sources, such people mainly travel to Canada, the USA and other European destinations through the CIS countries. The main transit points to reach their destinations are Moscow, Cuba, Saint Martin in South America and Africa.

Barring these people, sources say that a number of people who manage to evade arrest from the police at the airports reach the transit points and destroy their passports to seek asylum in that particular country.

They reportedly claim to the authorities in those countries that they don’t have passports of any particular nation and seek their assistance to gain entry and remain there permanently.

The reason such people destroy their travel documents is that if they are caught carrying forged documents, they would be sent back to their original countries. Whereas if they don’t possess any document, the authorities don’t have any option other than giving them asylum, said sources.

Mining in Bhiwani stopped, thousands lose jobs

Mining operations in Saral, Dadum, Nigana and Khanak were stopped today in the light of directions from the Supreme Court to this effect, rendering thousands of labourers jobless. The District Magistrate has asked the tehsildar to take action to follow the court’s directions. Even as several hundred families have been rendered jobless, the closure of mines would directly affect the exchequer.

The labourers who had been working for several years in these mines are stunned with the decision to close them down. Ram Prasad, a labourer working with his father for years, said since he had no education, he would not get another job. How he would feed his family had been worrying him.

Maya, another worker and a mother of three children, is crestfallen. “Life has become difficult now. There is no other work I can do easily,” she said.

According to information, mining tender in the hills of Khanak, Dadum, Nigana, Dulheri, Dharan, Riwasa, and Kharkari Sohan was given for Rs 9.30 crore for seven years whereas the same in the hills of Pahadi Atela, Shishwala, Badal, Jhojhu, Badal, Bilawal, Pichopa, Kalali-Balali and Tiwala in Charkhi Dadri area was released for Rs 1.57 crore. With the implementation of the court’s orders, people who had taken up the mining works are perplexed and feeling hopeless.

ANSAL PLAZA ENCOUNTER
NHRC satisfied with transfer of case

Following the controversy regarding the Ansal Plaza encounter on Divali-eve by the Delhi Police Special Cell, the National Human Rights Commission (NHRC) today expressed its satisfaction about the police transferring the case from the South district police to an independent investigation agency, the Special Cell, and directed the latter to submit its report soon. Since an eyewitness, who claimed that the encounter was orchestrated and stage-managed, there was considerable speculation in the media about the encounter.

The Special Cell, which was investigating the case then and from which the job was handed over to the South district police, had claimed initially that the doctor was giving false statements and had showed some proof against the doctor to rubbish his claim. The NHRC on December 9 considered the report from Delhi Police Commissioner R. S. Gupta intimating that the investigation in the case had been transferred from the South District police to the Special Cell in accordance with the commission’s guidelines.

The commission had also stated that since the investigating officers belonging to the same police station were members of the encounter party, the case should be handed over to some other independent investigation agency such as CID, the commission sources said today.

It said that whenever a police officer in charge of a police station receives information about the deaths in an encounter between a police party and others, the person should enter that information in the appropriate register.

Moreover, the information as received shall be regarded as sufficient to suspect of a cognizable offence and immediate steps should be taken to investigate the facts and circumstances leading to the death to ascertain if any offence was committed and by whom, and the case be transferred to an independent investigation agency. “It may thus be noted that according to the above procedure, the Delhi police has transferred the investigation to an investigation agency other than the members of the encounter party, the Special Cell, New Delhi, which had initially been entrusted with the investigation of the case,” the commission said.

Where pickpockets prey on passengers

It is a nightmarish experience to visit the railway station and the bus stand in this city. While the traffic snarls on the roads leading to the railway station as well as the bus stand are a nuisance, the roaming pickpockets and luggage-lifters are a menace for the commuters. Though the police accord top priority to check this crime, the problem persists.

According to a report, most of the crimes committed were either pickpocketing or luggage-lifting besides chain-snatching. The criminals take advantage of crowds thronging the railway stations and the bus stands in the last-minute rush to board or get down from the trains or the buses. They wait and improve the shining hour when the passenger is tense, embarking upon or ending his journey. They decamp with precious luggage and pick pockets in the melee.

By the time a passenger comes to know he has been looted, it is too late.

Many professional luggage-lifters board the train or the bus from a station or a stop earlier and get down with other passengers at the railway station or the bus stand. They jostle about and exploit the confusion.

The passengers and the Army jawans travelling on the long-distance mail, express and other trains are said to be the preys of such criminals.

Another crime committed at the railway stations and the bus stands is chain-snatching. The miscreants wait till the trains or the buses pick up speed and chug out of the railway stations and the bus stands. The snatchers pounce and snatch necklaces and earrings from the women passengers sitting next to the windows. Serious injuries are also caused to them sometimes.

Though the police have taken certain measures to curb the menace, the activities of the anti-social elements remain unchanged. Fights amongst the passengers also take place. The fracas sometimes assume serious proportions and there are even attempts to murder. Fights normally break out for seats and the police have to intervene to prevent them from turning into serious crimes.

Vagabonds and beggars are routinely picked up by the police. The boundaries of Sonepat railway station are breached with impunity and the authorities have all but winked at such breaches. The vagabonds stray into the railway station for shelter and the police regularly round them up and take them to the lock-up. Jail sentences are also passed but it has failed to check them.

Probe ordered against BSNL officer at Bahadurgarh

The vigilance section has been asked to investigate the complaint against a BSNL officer posted in Bahadurgarh, the Minister of State for Communication and Information Technology, Ms Sumitra Mahajan, informed the Lok Sabha. She said no regular promotion has been given to the concerned officer, who had allegedly amassed wealth disproportionate to his known sources of income.

In reply to another question, the Minister said no telephone has continuously remained out of order for the last six months in Bahadurgarh. Ms Mahajan said only one consumer has sought compensation whose telephone remained out of order from September 9 to 17, 2002 for which the rent rebate has been sanctioned as per rules and will be adjusted in the next bill. Over 19,000 applicants are in the waiting list for telephone connection in MTNL Delhi and in National Capital Region by the end of October this year, the Minister of State for Communication and Information Technology, Ms Sumitra Mahajan, said. While 4,108 applicants are waiting for MTNL Delhi connection, 15,377 applicants are waiting for connection in NCR.

To clear the waiting list, she said the measures like expansion of capacities of telephone exchanges, laying of telephone cables, deployment of WLL for non-feasible areas and deployment of digital loop carrier in Delhi are being taken.

The Minister of State for Health and Family Welfare, Mr A Raja, informed the Lok Sabha, that Delhi recorded crude birth rate of 20.1 and infant mortality rate of 32 per 1000 in the year 2000.

Work of Noida Consumer Forum hit
for want of steno

Having started work in June 2001, the District Consumer Redressal Forum, Gautam Budh Nagar, has resolved 458 cases during the last 18 months. However, its work is affected due to the absence of a stenographer/steno typist or computer operator. There is no arrangement for assisting the forum in its work.

The post of a stenographer had been advertised. In response, applications had been received from several candidates. But so far, no appointment has been made, which is hampering the speedy disposal of cases, which is the basic objective of such courts.

In April last year, Chairman Kartar Singh, members S. C. Sharma and Ms Vijayalakshmi of the forum were appointed after which several people started filing their cases with the forum.

Up to November 2002, a total of 816 complaints came before the forum out of which 458 cases had been resolved. In the remaining 358 cases also, the forum has already issued notices to the parties.

According to the information available, 326 cases had been transferred from the Ghaziabad Consumer Court on July 27, 2002 to the Noida forum, which has an authority to impose a fine up to Rs 5 lakh in case of non-compliance of its orders.

On an average, the forum is resolving 10 to 15 cases every month. But the forum Chairman and members face a ticklish problem.

Abducted’ infant united with mother

Rohtak, December 11
The efforts of the district administration helped unite a woman with her 25-day-old infant on Tuesday. The infant was allegedly abducted by her husband.

According to information, Ms Sheeno, a resident of Baljit Nagar in Delhi, was married to Mukesh of Para Mohalla locality here in April 2000. A daughter was born to them on November 15.

However, following a dispute with her husband, Ms Sheeno shifted to her parental house in Delhi.

The infuriated husband forcibly took the newborn child from his in-laws house in Delhi to Rohtak on December 5.

The matter was reported to the Delhi police, which allegedly took no action in the case.

The helpless Angoori Devi, the mother of Sheeno, met Mr Ashok Yadav, Deputy Commissioner, Rohtak and requested him to intervene. The Deputy Commissioner directed the SSP, Mr Alok Rai, to investigate the matter. Subsequently, the police traced Mukesh in Para Mohalla locality and handed over the child to the mother, as she was the first natural guardian.

Need to popularise forensic science stressed

Amity Institute of Behavioural (Health) and Allied Sciences held a daylong national conference on “Utilisation of Forensic Science Evidences in India”. Participants, including senior police officials and scientists, fervently stressed on the need for popularising this science in the country so as to fight the increase in white-collar crimes.

“Criminals have become smarter, crimes more sophisticated. Our police force and scientists need to be on the cutting edge of forensic science technology to put criminals behind bars and keep them there,” said Neeraj Kumar, Joint Commissioner of Police (Special Cell).

“The police is not trained enough to preserve a scene of crime and pick up clues in India. Politicians and seniors are taken to the spot and vital evidences are lost. Police needs to be taught to treat a scene of crime with the sanity it deserves,” he said, adding that police is facing the consequences of destroying evidences in the Ansal Plaza and Parliament House shootouts in the courts.

Hailing Amity’s one-of-a-kind postgraduate course in Forensic Science as a step in the right direction, Mr Kamal Kumar, Director, National Institute of Criminology and Forensic Sciences, said forensic science is becoming increasingly important for solving crime quickly, bringing the culprit to book and delivering justice to the needy quickly and efficiently.

There were four scientific sessions, the first one focused on finger printing and handwriting and was chaired by Prof Surender Nath. The second session was on forensic medicine and was chaired by Prof T.D. Togra and Dr V.K.Goyal. Mrs Sundari Nanda of the CBI chaired the third session, which was on cyber crime and Prof Kalla of Delhi University chaired a parallel session on crime and law.

Experts heading forensic medicine department, forensic psychiatry, criminal lawyers and advocates from across the country attended the national conference.

Deadlock persists in Vidya Niketan case

Faridabad, December 11
The deadlock over the demands of the agitating teachers continues despite the intervention of the district officials in the case of Vidya Niketan Senior Secondary School here in NH-2 of the NIT area.

The teachers who have boycotted the classes, gheraoed the principal and staged a dharna last week, however, agreed to resume the work on the assurance given by the city magistrate and the District Education Department officials that their demand to end the retrenchment move and bring a change in the school administration would be sympathetically discussed and an agreement would be reached soon, claimed a spokesperson of the teaching staff association of the school. He alleged that the school management had ignored their demands while the teachers had been keeping silent.

The teachers said that unless the authorities concerned pay attention to the issue and exert pressure to reach an amicable agreement with the school management and the staff, the issue would linger on creating a vicious atmosphere. TNS

Conference favours easy access to information

Getting information from Government of NCT of Delhi could become cheaper if the recommendations made at the end of a conference on Right to Information and Administrative Reforms are incorporated.

Delegates to the conference have suggested that the application fee be reduced from the Rs 50 that applicants have to pay at the time of seeking information from departments and agencies of the government.

The Delhi Chief Minister, Ms Sheila Dikshit, who delivered the valedictory address on Wednesday, said the Council of Ministers could consider those recommendations after studying them in more detail. She said 692 applications were received between January and September.

The departments concerned had disposed of 648 applications within the timetable stipulated under the Right to Information Act.

The government had constituted the State Council for Right to Information in October 2001. A Citizen’s Charter has been issued by 66 departments to promote accountability at all levels of the government.

DDA to develop 55 more parks in Delhi

The Capital will have 55 more parks in the next 18 months. The plan is a part of the Delhi Development Authority’s (DDA) efforts to beautify the national Capital, said the Union Urban Development Minister, Mr Ananth Kumar, here today. Mr. Kumar was speaking at the inauguration of the Guru Tegh Bahadur Park constructed by DDA in the Saraswati Garden area of West Delhi. An official release issued here cited that in the last 15 months since the Minister assumed charge, 64 parks have been developed in Delhi and in the next 18 months, 55 more parks would be developed and named after eminent personalities. Stressing on the need for all-round participation by the people to implement developmental programmes, Mr. Kumar said his ministry would not take any action that would adversely affect the common man in Delhi.

Former Chief Minister and state BJP president, Mr. Madan Lal Khurana and Mr. Subhash Sharma, Vice-Chairman of DDA, were also present on the occasion.

DCHFC pays Delhi Govt dividend

A cheque of Rs 3,63,12,000 was handed over to the Lieutenant-Governor, Mr Vijai Kapoor, by Mr Deep Chand Sharma, Chairman, Delhi Co-operative Housing Finance Corporation Ltd, and Mr G. S. Patnaik and Dr A. C. Verma, Managing Director and General Manager respectively of the corporation, as the dividend for the financial year 2001-2002. The amount represents the dividend payable at 12 per cent to the Government of NCT of Delhi against its share capital. The Lt-Governor complimented the working of the corporation and for its role in housing finance in Delhi. The main objective of the DCHFC is to provide long-term housing finance.

During the last seven years, no institutional finance or government share capital has been raised by the DCHFC. During the last three years, over Rs 88 crore has been disbursed. The loaning operations are being undertaken by deploying and utilising the funds in a judicious manner. The DCHFC has earned a record profit of over Rs 15 crore from which shareholders will be given dividend of 12 per cent. With this, the total dividend given by the DCHFC would be above Rs 60.83 crore.

A woman has been burnt to death for her failure to arrange for Rs 50,000 by a dowry-hungry family at Kasna village in Greater Noida.

It is alleged that the police have been keeping the incident under wraps. Now after the intervention of Mr Gurdarshan Singh, DIG Meerut range, they have registered a case and named her husband, mother-in-law, father-in-law and brother-in-law.

According to Kasna Police, Charanji Lal of Raipur Jaspur village in Udham Nagar, Uttaranchal, had married his younger sister, Nirmala Devi to Manoj, son of Mahesh Sharma of Kudipura Kedarpur, Bijnore two years ago. Nirmala was given a decent marriage portion by her brother.

After the wedding, Manoj shifted to Kasna with his wife and started working as a security guard in a factory. Manoj asked his wife to bring Rs 50,000 more from her brother. Nirmala Devi expressed her inability to do so.

On November 3, Manoj and Nirmala clashed on some trivial issue. The quarrel took an ugly turn. Manoj reportedly poured kerosene on Nirmala and burnt her.

Badly charred, Nirmala was removed to a local hospital. Her family was not informed about it. Manoj is alleged to have taken his wife from the local hospital and got her admitted to the Moradabad Government Hospital where Nirmala, 24, breathed her last on November 17. Even then Nirmala’s brother was not informed.

When Charanji Lal came to know of the death of his sister, he tried to lodge an FIR but police put him off on one pretext or the other. Ultimately, he met the DIG Meerut. It is on his orders an FIR has been registered now in which husband, mother-in-law, father-in-law and brother-in-law of Nirmala Devi have been named.

An enquiry has also been ordered into the case.

56 booked for riots in Secunderabad

In the bloody feud that took place in Secunderabad town between two clans, the police have challaned 56 persons under Section 107-116.

Surprisingly, however, the police have not been able to recover the weapons used in the firing so far. The Additional Superintendent of Police, Mr Bina Mukesh, has assessed the situation with the CO and Inspector in-Charge of the police station and has asked all the involved persons from both sides to deposit their licensed arms with the police.

The police parties were going from door to door for serving the challans. The District Magistrate, Ms Uma Dhar Divedi, said the situation was fully under control and normalcy has been restored in the area.

Those people challaned from Ansari clan include: Haji Islam, Illyas, Mustaque Ahmed, Iftikhar Bashir, Mohd. Shafique,

Babloo, Faizal, Shamim Ahmed, Abdul, Aziz, Tasleem, Ishfaque, Illyas, Nadim, Chhote, Shahzad, Arif, Majid, Gundu, Shahnawaz, Mohd Hashim, Baboo, Atau Rehmanet.

Those from the Qureshi group include Aleem, Saleem, Abdul, Saleem, Irfan Abid, Illyas Qureshi, Chand Qureshi, Shakil, Abrar, Mangal Dada, Nanhe, Abdul Saleem, Islam and Aas Mohd.

Mother-in-law beaten up

Ghaziabad/ Noida, December 11
A woman, who had been severely beaten up because of her son’s love marriage, has been admitted to the district hospital.

The family of the girl had kept her captive and had severely injured her.

Mrs Rani’s son, Aamir, who is a tempo driver, had been romantically involved with a young girl in Hindon Vihar. Aamir often used to go to Hindon Vihar where his family had a plot of land.

In spite of opposition by the girl’s family, the lovers had gone in for a court marriage seven months earlier and the girl had been living happily with Aamir.

Later, when Aamir’s mother had gone to Hindon Vihar to see her plot of land, the girl’s family kept her captive and severely beat her up.

On being informed by a neighbour, when the police came arrived, they were told that there was some altercation among ladies and now it has been resolved.

Thus, the police returned even as Mrs Rani was kept in captive in the house. She was let off late in the night and has been admitted to the hospital today.

Man arrested for killing friend

The North-East district police arrested two persons, identified as Rajeev and Takdeer Singh, on charge of murdering their friend, Sumit. Their third accomplice, identified as Gopal, is absconding.

During interrogation they disclosed that they had taken Sumit to Etawah where they killed him and disposed of his body by throwing it in a canal there.

Rajeev disclosed that Sumit had borrowed Rs 27,000 from him to start a business in partnership with him.

However, Rajeev said that Sumit neither started the business nor did he return the money. Subsequently, Rajeev and his accomplices murdered Sumit, the police said.

102 auto-theft cases solved

The West district police today claimed to have solved 102 auto-theft cases with the arrest of a notorious auto-lifter. He was identified as Diwan Chand alias Lala. A stolen car and a country made pistol were recovered from his possession. He was arrested from Cement Sliding area in Punjabi Bagh. He was also involved in many cases of chain snatching.

Chain-snatcher arrested

The North-East district police arrested a chain snatcher from Dilshad Garden. He was identified as Rajinder alias Sonu. Forty-six gram of smack was recovered from his possession. He was involved in 24 cases, the police said.

Man killed in accident

Suresh, a resident of Jharera village in South-West district, was killed when an Ambassador car hit him near Rao Tula Ram Marg T-point. The incident occurred when the victim and his friend Ramesh were crossing the road. He was taken to the Safdarjung Hospital where he was declared brought dead. The driver of the car, identified as Ranjeet Singh, has been arrested.

Goods worth Rs 7 lakh recovered

The East district police today arrested Naresh Kumar (35), a resident of Kaithal in Haryana, and recovered clothes worth Rs 7 lakh from his possession.

The police had information that the suspect was trying to sell-off costly stolen clothes at low price near Kasturba Nagar Chowk. He was arrested after a raid.

During interrogation, the suspect disclosed that he along with his associate, Jasbir Singh of Uttam Nagar, received 160 bundles of stolen clothes, bed sheets and blankets of export quality from one Jaswant Singh, a truck driver. He confessed that the remaining 158 bundles were kept in one rented godown at village Bindapur. These articles were found stolen from Panipat. The truck driver and his associate, Jasbir, were absconding. Efforts are on to arrest them, the police said.

The truck was loaded from Deepak Transport in Panipat for Mumbai. However, the driver sold these clothes to Jasbir Singh and Naresh Kumar on the way for Rs 2 lakh. Naresh paid Rs 20, 000 to the truck driver and Rs 1.80 lakh were to be paid later, the police said.

Call girl racket busted

The Crime Branch of the Delhi Police today claimed to have busted a call girl racket operating from a guesthouse in East of Kailash. The police claimed to have arrested three partners and four girls involved in the racket.

The partners were identified as Mahender Kharbanda, Anil Arora and Brijesh. They were arrested from Kapoor Holiday Inn, the police said. The police had received an information that Mahender Kharbanda, Brijesh and Anil Arora were operating a call girl racket from the guesthouse. A decoy customer was sent to the guest house by the police. Once the necessary formalities were done and payment made, the decoy signaled the police party.

The police arrested four girls who were allegedly involved in soliciting the decoy customer. Interrogation of the girls led to the arrest of the three partners, the police said.

1.17 lakh new BSNL connections by
March 31 in Haryana

The Bharat Sanchar Nigam Limited (BSNL) has decided to release 1.17 lakh telephone connections in Haryana by the end of the current financial year. Giving this information, Mr Arun Kumar Nagpal, Chief General Manager, Haryana Circle of the nigam, told mediapersons here last evening that the nigam had fixed a target of 25,000 mobile telephone connections to be given by the end of the current month in the state.

The nigam, he said, was also contemplating to provide online facilities to the subscribers by starting an information highway shortly and a fibre-based network was being established for this purpose.

He also disclosed that the nigam would provide telephone connections on demand in the rural areas of Sonepat district by April 30 next year and the waiting list of such connections had already been prepared by the nigam. This would be possible with the commissioning of the WLL CDM exchange at Sonepat.

Mr Nagpal added that a 5000-line WLL exchange would be commissioned within a month at Karnal and another at Gurgaon by the end of the current financial year. Mr Nagpal inaugurated the 3000-line OCB-283 exchange here last evening. The salient feature of this exchange is to provide all the latest facilities, i.e. ISDN, video teleconferencing etc.

Referring to the developmental and expansion activities of the Sonepat SSA, Mr R. C. Hooda, General Manager, Telecommunications, Sonepat said that the capacity of the existing exchange had been increased by 8,356 lines and a total of 4,189 new telephone connections had been released during the first eight months of the current financial year.
