DSA elections: Efforts on to strike compromise
M.S.Unnikrishnan

New Delhi, July 12
The Annual General Meeting and election of the Executive Committee members of the Delhi Soccer Association (DSA) will be held at the Jawaharlal Nehru Stadium conference room on Sunday, July 14 at 11.30 am.

The outgoing body, comprising Umesh Sood (president), Nasir Ali (secretary) and Leo Rodrigues (treasurer), have completed two terms of four years each, and are, therefore, not eligible for re-election according to the DSA constitution.

But the DSA seems to have vertically split on the eve of the elections with outgoing secretary Nasir Ali throwing a spanner in the works. Mr Ali had insisted on contesting for the post of the president in violation of the DSA

constitution, and he opted out only when Mr Umesh Sood threatened to go to court.

Though Ali has withdrawn from the fray, his stubborn stand created a lot of bad blood, as friends turned enemies overnight, and two warring groups emerged on the fray. But now efforts are on to smoothen things out so as to avoid a confrontation, though a contest looks inevitable.

Article 8 (b) of the DSA constitution, drafted by Justice M L Jain (retd), says, “The office-bearers and nine club members of the Association may hold office as such for a term of four years on obtaining simple majority votes of the members present and voting in the lection provided that no principal office bearer shall be eligible for re-election for a consecutive second term for the same office under any circumstances”.

But some of the affiliated units were of the opinion that in view of Article 8 (b), none of the three principal office bearers were eligible to seek re-election for any of the principal office bearer’s post. Justice M L Jain (retd) was also of the same opinion. So this clarification from Justice Jain cleared the air.

The Sood camp also insisted that the four teams relegated from the A Division should not be demoted, although the League Committee and the Executive Committee of the DSA had recommended the relegation of the four clubs from A Division. But the Ali camp clarified that Ali had “never declared his candidature for any of the principal office bearer’s post”. Therefore, the name of Mr Nawabuddin Zaheer was suggested for the post of president, with Mr N K Bhatia of State Bank of India as secretary and Mr Hem Chand of Veterans Club as treasurer.
