Legal affairs panel meeting on May 9 Chandigarh, May 1 Though there is no agenda fixed for the meeting as there is a confusion about the scope of the
committee, yet issues like issuance of no objection certificates (NOC) to house-owners in Mani Majra and four villages in the municipal limit, one of the major issues, is likely to be brought before the committee chaired by Dr K.S. Raju. There has been a demand for the issuance of NOCs by residents of Mani Majra and these four villages that NOCs linked to water supply and electricity had been leading to corruption and blocking the sale of property in these areas. One of the major objections raised by the MC authorities is cantilever outside houses. On the contrary, the Estate Office handling other villages has been giving NOCs with great ease and even these villages under the Estate Office had been giving the certificate. Draft service rules of all departments of the corporation may also come before the committee. Officials may consider exploring the possibilities of devising formulas of monetarily quantifying a loss to the corporation by dereliction of duty and may deduct that from the salary of the offending employee. Such an arrangement is unheard of anywhere but will be revolutionary in making the officials accountable for their each act of omission and commission and may infuse a clean and responsive Administration. The committee may also consider a wholesome review of penalties part of the Punjab Municipal Act 1976 extended to Chandigarh to increase them as deterrent against violation of rules. The need for such an increase comes in the wake of the corporation lacking resources to strengthen its monitoring apparatus. |
