Prominent citizens issued notices Jammu, March 9 The commission was set up two years ago after the government was flooded with complaints regarding issuance of state subject certificates to persons from outside the state of Jammu and Kashmir. Instead of issuing notices to those who have secured either fake state subject certificates or managed to get these issued after paying heavy sums to the authorities concerned during the past over 30 years have been asked to explain their position since they have managed to get the certificates on the basis of “fake documents.” A senior journalist said he had been issued the state subject certificate in 1944 and the same verified by the nambardar of the village. He said he hailed from Akhnoor tehsil and despite being in Jammu for the past 45 years, he still owned a house and a piece of land there. He said the commission had questioned “my bona fides” on the basis of “fake documents” submitted “by me” when except for the verification report from the nambardar, there was no other document to be attached at that time. Another prominent person whose state subject status has been questioned by the commission is Mr Romesh Gupta, former president, Jammu Chamber of Commerce and Industries, who is younger brother of Union Minister for Food Processing, Prof Chaman Lal Gupta. The commission has not spared even Mr Vinod Mehta, brother of Mr Om Mehta, Minister of State for Home Affairs during Indira Gandhi’s rule at the Centre. Mr Pramod Kohli, former Advocate General, is another
recipient of the notice. More than 200 prominent persons, all of them bona fide citizens of the state, have received notices from the commission. However, the commission sources said the notices had been issued on complaints from individuals. Against this a large number of people, especially from UP and Bihar, have to get state subject certificates. There is a race for getting the certificates because without it nobody can purchase land or build a house, seek a government job or admission in professional colleges and vote for the Assembly poll. The state subject laws are said to be discriminatory against the fair sex. If a Kashmiri woman marries an outsider, she loses state subject rights. But if a non-Kashmiri woman marries a Kashmiri, she is entitled to the state subject rights. It is under this law that several non-Kashmiri women, including some from Pakistan, have become state subjects. Whatever may be the rationale behind the issuance of notices to even bona fide residents of the state, the workload of advocates and those dealing in sale of stamp papers has increased. One advocate has suggested that whenever the commission receives a complaint, the name and address of the complainant be recorded and in case the complaint is proved false, he or she should be liable to punishment. He said if such a procedure was not adopted, the commission would not be able to lay its hands on non-state subjects and it will also open the gates of corruption within the commission. |

Srinagar, March 9 A sector commander of the Hizbul Mujahideen, surrendered to the BSF, while unidentified militants abducted a civilian and set ablaze five houses in the state during the period, an official spokesman said here today. The IED, planted by militants at Lethpora-Pampore on the highway, was detected by the road-opening party of the ITBP and was subsequently neutralised, the spokesman said, adding that it was fitted in a gas cylinder and was capable of destroying several vehicles. In separate incidents, the police and the security forces gunned down four militants, including two foreign mercenaries, in two encounters during search operations at Dedha-Gool and Mahu-Mangat in Doda district last night, the spokesman said. The militants were identified as Arif Bhai, alias Farooq Naik and Mohammad Iqbal, both residents of Mahu Mangat and affiliated to the Hizbul Mujahideen and Noor Ahmad Balouch and Ali Hassan, both Pakistani militants, the spokesman said, adding that a huge cache of arms and ammunition were recovered from them. He said a CRPF jawan, Davinder Singh and two special police officers, Kamal Singh and Alam Singh, were also killed and two policemen were injured in the encounters. A Hizbul Mujahideen militant Ghulam Jeelani Khan, was killed and another militant arrested by the special operation group of the local police and Army personnel when security personnel raided Wasoora on the outskirts of Srinagar to flush out militants today, the spokesman said. In two other encounters, two militants of the Pakistan-based Lashker-e-Toiba, one of whom was identified as Osman of Pakistan, were killed at Pahaldaji-Handwara in Kupwara district and Charata in Rajouri district last night. The spokesman said an eight-year-old boy was killed and four children sustained injuries when an abandoned grenade exploded at Gurmul village of Doda district. JAMMU: A jawan was killed and a civilian injured in firing by Pakistani troops in Nowshera and Arnia sectors of Jammu since last evening, official sources said here. The jawan, Rajbeer Singh, who was critically injured in the firing in Nowshera sector of Rajouri district, succumbed to his injuries. Meanwhile, panic gripped pilgrims following a blast at Banganga on the Katra-Vaishnodevi road in Jammu on Friday but no one was injured, the sources said. The blast which took place 1.5 km, away from Katra, damaged two vehicles. PTI |

Jammu, March 9 Replying to a question, raised by Mr A.R. Tukru and Mr Oari Mohammad Aziz, the minister said the cases of officers placed under suspension were being reviewed by a high-level committee, periodically. In some cases, the suspension orders had been stayed by the court. Intervening in the discussion, the Chairman of the Legislative Council, Mr Abdul Rashid Dar, directed the government to come up with a report regarding the yardstick used for reinstating the tainted officers.

Penalty for paying phone bills! Jammu, March 9 In fact, the rate of
disconnection of phone lines of subscribers against whom there are no arrears has touched a new high. A number of telephone subscribers told TNS that they had cleared the phone bills a week before the due date but still their lines were disconnected without even issuing the customary warning. Many of them showed bills which they had received 10 to 15 days after the date of issuance from the Central Telegraph Office. The telecom authorities put the blame on post offices while functionaries of the Department of Posts accuse the telecom authorities of releasing the bills weeks after the date mentioned on the bills. Invariably, subscribers have to shuttle between subdivisional offices and the commercial wings for getting their phone connections restored after getting the receipts of the payment
verified. Earlier, the telecom authorities reportedly received information about the payment of the bills late from the post offices and subdivisional units. However, of late even those who make the payment days before the due date have also been harassed by way of disconnection. A newspaper sub-office revealed that it had to send a
messenger three to four times to get a duplicate copy of the bills in advance so that the payment was not delayed on account of late receipt of the bill. Subscribers have to face inordinate delays to get their faults rectified. For a cable fault it may take seven to 19 days. Usually, lack of coordination between the field staff and those manning the exchange results in a delay in identifying the fault. |
Girl dies in accident Kathua, March 9 The deceased has been identified as Bholi Devi, a resident of Giard in Samba. The seriously injured persons are Krishan Singh (44) of Balori village, Ashwani Kumar (28) of Sinki Chappri and Jagdish Raj (52) of Rajpur. They have been shifted to Government Medical College Hospital, Jammu. Seventeen others with minor injuries were administered the first-aid at Samba. The driver reportedly lost control of the vehicle while negotiating a sharp curve. |
