The Principal, Mrs H.K.Toor, will be receiving the award at the Technical Teachers’ Training Institute, Chandigarh.

Satguru Ram Singh College for Technical Education was established in 1994 and in a few years time the college has progressed by leaps and bounds. The basic aim of the college was to empower women through education so that girls could stand on their feet and become economically independent

The college offers a lot many diploma courses of 3 to 4 years duration courses. All the courses are so designed that after completion of the courses, the girls find placements and are gainfully employed. The courses are varied like diploma in garment manufacturing, modern office practices, diploma in computer engineering, which got started in year 1996, and one-and-a-half-year post diploma in computer application.

Since the project was executed by the World Bank, it has well equipped tailoring and computer laboratories, spacious playgrounds and a hostel that can accommodate 300 students who come from all over Punjab. These girls after finishing their courses are employed in various industries. Some become entrepreneurs and according to the Principal two girls are drawing extremely good salaries at a local industry.

The boys are also given training in refrigeration and airconditioning, and are taught to be radio and T.V. mechanics. This wing also leads to the transfer of technology, provides technical support services in rural areas.

Mrs Toor informed that the programmes are need based. After imparting education to particular villages, the courses are started in other need-based villages. More than a thousand have been trained so far and almost all of them have found employment or are self-employed. The college guides the students how to procure loans to start their own enterprise.

The Central Government is funding the community programmes whereas state government is funding the Government Polytechnic for Women.

A new course in linking machines got underway yesterday and special trainers from Dubai have come to train girls. As soon as they finish the course, the industry will absorb them. The industrialists want more and more girls trained in the polytechnic and are willing to spend money on machines, training and trainers as they want to emulate the pattern of Korea and China. In those countries women are manning more industries. Top exporters of Ludhiana want more and more girls trained. These women are paid transportation charges.

Thanks to the smooth running of the institutions in a professional manner by the Principal and the able staff, the institute has brought sunshine into lives of many destitute girls. No wonder institute has won the best polytechnic award.

Forum fines BSNL for deficiency in service
Our Correspondent

Ludhiana, September 6
The District Consumer Disputes Redressal Forum has directed Bharat Sanchar Nigam Limited (BSNL) to pay Rs 10,000 on account of deficiency in services to Mr Gurmail, a resident of Bal Singh Nagar, Basti Jodhewal. The forum further directed the BSNL to pay Rs 500 to the consumer as cost of litigation and to provide him telephone within two months of the receipt of the copy of the order.

According to the complaint, the consumer applied for a new telephone connection on February 27, 1997, and deposited Rs 3,000. Mr Gurmail stated before that the nigam had issued bulk advice notes, including his, for giving new telephone connections on October 28, 1997. But when the telephone connection was not provided for many days, after the issue of advice note, the consumer approached the SDO concerned many times but no satisfactory reply was given.

The representative of the consumer, Mr S.S. Sarna disclosed that some telephone connections (Nos 641926, 640167, 643840, 653822, and 601606) had been provided from the same pillar from which the telephone was to be provided to him. Mr Sarna pointed out that it was deficiency on the part of the BSNL for not providing a telephone after issuing an advice note.

The BSNL admitted before the forum that the complainant had applied for a new telephone connection and advice notes had been issued in bulk to the applicants, including the complainant. The BSNL pleaded before the forum that since the area was non-functional (TNF), the advice note were received back and cancelled on July, 9, 1997. It further stated that the telephone could not be installed as the area was yet TNF. There was no deficiency on the part of the BSNL and the complaint was liable to be quashed.

The forum observed that there was no evidence to prove that the area was not feasible in 1997 when the advice note was issued and, moreover, there was no proof that the area was TNF in 1998 to till October, 1998. It stated that the telephone connections (Nos 641925, 641926 and 640161) from the same pair post from which the consumer was to be provided telephone were provided. Moreover, according to the documents produced by the BSNL, the nigam provided telephones to the persons who had applied after him and this was a clear case of jumping of seniority.

The forum held that this was a violation of the rights of the consumer by the BSNL as it did not provided telephone after issuing an advice note and jumping the seniority which was clear deficiency in services.
