No entrance exam for commerce stream

There will be no entrance examination in affiliated colleges of Panjab University for admission to commerce courses for the session 2001-2002. These include the courses in Bachelor of Commerce, Bachelor of Computer Application and Bachelor of Business Administration.

This has been stated by the Registrar in a letter addressed to the principals of the affiliated colleges.

The admission will be based strictly on merit and as per the rules on reservation in the Union Territory and Punjab.

Colleges affiliated to the university in cities having three or more institutions offering commerce courses will have centralised admissions. In the towns or cities where there are one or two colleges only, the admissions will be held at the individual institutions.

In cities having three or more colleges, one of the college principals will act as the coordinator. In these colleges, after the declaration of the plus two examination results of the Central Board of Secondary Education and the Punjab School Education Board, the coordinator will invite applications from the candidates seeking admission along with their preferences. A processing fee of Rs 50 will be charged from each candidate.

The merit list will be displayed at least four days before the actual admissions. Admissions will be completed within three to five days, the official communication said.

Award of excellence instituted
Computer literacy programme in schools

For spreading computer literacy among students, the Union Government has introduced ‘’Award of excellence in schools for implementation of computer literacy and Information Technology”.

The award will help in achieving the national goal of making India a super IT power and is being instituted by the Ministry of Information Technology to encourage schools in the country to implement computer literacy and Information Technology programme.

The award is open to all recognised government and private schools in the country. The qualifying criteria for consideration for the award is the performance of the school in the past three years.

The schools will be evaluated on the basis of a proforma to be filled up by each applicant school. This will be followed by the visit to the prospective shortlisted schools by the members of a selection committee.’

The proforma of the award scheme will be circulated in all city schools also. The interested schools will have to fill up the proforma and mail it to the Secretary, Information Technology, in their respective states, who will be the nodal officer for the successful implementation of this scheme.

The state or the Union Territory Government would then scrutinise the applications and forward the name of one best school, along with their proforma to the Ministry of Information Technology, for awarding the best school award at state level.

At the Ministry of Information Technology level , a duly constituted selection committee will evaluate the list of winners forwarded by state government and select three best schools for the excellence awards on the national level.

The proposed awards will be given at state level and national level. The school adjudged best for the implementation of computer literacy at state and UT level will get a cash prize worth Rs 1 lakh.

The winner of best national school award for the implementation of computer literacy will get a cash prize of Rs 10 lakh. The second best school on national level will get a cash prize of Rs 7.5 lakh. The third best school on national level will get a cash prize of Rs 5 lakh.

The winner school will utilise the cash money in upgrading and building IT infrastructure in the school. The awards will be presented to the principals of the schools at a special function organised by the Ministry of Information Technology.

The proposed selection committee will comprise Secretary, Ministry of Information and Technology; Chairman, Kendriya Vidyalaya Sanghatan; representative of industry; Group Co-ordinator of Human Resource Department, Ministry of Information Technology and Project Director, Project Implementation Unit, Ministry of Information Technology.

The advertisement inviting applications for the award will be published in July (beginning of the new academic year). The last date for the submission of application to the Secretary, Information Technology is August 1.

The last date for forwarding of names of winning schools by State government to the Ministry of Information and Technology is September 15. Selection of national winners by November 1. The awards will be given in the last week of December.

Integralist approach stressed

There is a need for an ‘integralist’ approach to have a holistic view of the values system in the contemporary world.

This was highlighted in the panel discussion on the concluding day of a refresher course on “Themes in Western Metaphysics and Epistemology” organised by the Philosophy Department at Panjab University. The main collaborator was the Indian Council of Philosophical Research.

Speakers dwelt on various aspects of “practial pursuits and quest for spritual meaning”.

The main speakers included Mr Sampooran Singh, a former director of the Defence Research Ballastic Missiles Centre, Air Vice Marshal Manjit Singh, Prof H.S. Hans, Prof Randhir Singh and Prof Satya Pal Gautam. The chairperson, Prof Bhuvan Chandel conducted the session.

Prof Randhir Singh was of the view that sources of value crisis needed to be identified. Prof Hans said last 500 years were the indicators of the growing importance of science.

Prof Gautam said methods of natural science are of immense help in gathering information, providing precise and exact descriptions and explanations. “We should not adopt a scientistic approach towards value orientations”.

Participants from Orissa, Delhi, Jammu and Kashmir, Punjab, Haryana and Chandigarh attended the course.

Masks for protection against sun

The students of Government Girls Senior Secondary School, Sector 23, and Government Girls Senior Secondary School, Sector 8, have designed special masks for protection from the sun.

They have designed these masks under the guidance of their instructors, Ms Vandana and Ms Ramneek. “They have been so created that air can pass through the cloth. The fabric used is quite soft. The stuff includes nets with soft lining, cotton cloth, crush cottons and chiffon,” informs Ms Vandana.

The masks will be displayed during an exhibition to be held at Government Girls Senior Secondary School, Sector 18, on May 25 and 26. The cost will depend on the design. The instructors further inform that the product will not be highly priced. No stitching cost will be charged.

The Director Public Instruction (Schools), UT, says ‘’The idea is to help the women who are concerned about their skin. They face problems in the scorching heat. They use a duppata or a scarf, which can prove dangerous. Now it will be easier and safer to move out of homes.”

Workshop for polytechnic staffers

A two-day workshop on identifying special training needs for faculty and staff of polytechnics of Haryana commenced at the Technical Teachers Training Institute, Sector 26, here today.

The workshop is being attended by more than 100 participants, including principals and heads of departments of various polytechnic of Haryana, officials from Directorate of Technical Education, Haryana, and senior faculty of the TTTI.

The workshop aims at identifying training needs of the polytechnic faculty and staff and evolving strategies for imparting training.

Inaugurating the workshop, the Financial Commissioner and Secretary, Technical Education, Haryana, stressed balanced development of technical education in the state.

Earlier, Principal of TTTI, welcomed the participants and elucidated the role of TTTI in improving the quality of technical education in the country.

Leadership qualities stressed

A three-day personality development and leadership training programme for students of Class VIII started at the New Public School, Sector 18, here today. Today’s programme stressed upon the need of developing leadership qualities in the children.

Initiating the discussion, Prof M.R. Chilana, programme director, emphasised that only a good leader could solve the problems concerning life. He also said leadership qualities were built over a period of time since it was a slow and gradual process.

The children also got an opportunity to interact and listen to Dr M.M. Puri, Vice-Chancellor of Panjab University, Kanwal Thakur, a national badminton player, Mr D.S. Bains, Principal Secretary to the Punjab Chief Minister, and others. This was stated in a press note issued by the principal of the school.

Prizes given to winners of painting contest

The local chapter of the Aeronautical Society of India is organising an “Aviation News Scrap Book Competition” for school students. Participants would be required to collect aviation and space related news items and photographs published in any newspaper or magazine and paste them in a scrapbook.

The scrapbook should contain items published from May 1 to July 31 and the portion indicating the date and newspaper name should be retained. All entries are to be endorsed by the school authorities. Cash prizes of Rs 1000, Rs 750 and Rs 500 will be awarded to the first three winners respectively.

Meanwhile, winners of a painting competition organised earlier this month, were given prizes today. As many as 238 students from 28 schools in Chandigarh, Mohali and Panchkula participated in the event. The first three winners in each category were given cash awards of Rs 1,000, Rs 750 and Rs 500 each, respectively.

The first three winners in the order of merit in various categories are — sub juniors: Sunil Kumar (Manav Mangal, Panchkula), Tania Verma (Hansraj School, Panchkula) and M. Ananya (Sacred Heart, Chandigarh); juniors: Shruti Bamba (Little Flower, Panchkula), Gagandeep (Guru Nanak Public School, Chandigarh) and Shubhojeet (St Xavier’s, Chandigarh); and seniors: Neena Majumdar (Bhawan Vidyalaya, Chandigarh), Stanzin Dukygais (St Xavier’s, Chandigarh) and Akanksha Mittal (Hansraj School, Panchkula).

Punjab told to pay relief

Five years after two Amritsar district residents were illegally detained by the police, Mr Justice S.S. Nijjar of the Punjab and Haryana High Court on Thursday directed the state of Punjab to pay interim compensation of Rs 25,000 to one of the victims within two months of receiving the order’s copy, besides taking necessary steps to register criminal cases against the erring officials.

Pronouncing the orders on a habeas corpus petition filed by Rajwinder Kaur of Mahal village seeking the release of her husband Charanjit Singh and brother-in-law Ranjit Singh, Mr Justice Nijjar also directed: “If after the registration of cases and trial of the erring officials, all or any of them are found guilty, the compensation paid to Ranjit Singh shall be recovered from them”.

The Judge also clarified that SHO of Police Station Islamabad Baldev Singh Bhatti and ASI Baldev Singh “shall not be posted in Amritsar police district during the pendency of the proceedings”.

Earlier, Amritsar’s Chief Judicial Magistrate, in his report, had stated that on February 27, 1996, Ranjit Singh and Charanjit Singh were picked up by SHO Baldev Singh, accompanied by ASI Baldev Singh and some other officials. He had added that the two were kept in illegal custody till March 31, 1996.

The respondents, on the other hand, had stated that the detainees had committed theft in a house in Putligarh and a first information report had been registered.

Order on security

The Punjab and Haryana High Court on Thursday ordered the continuation of security to the petitioner in the Faridabad illegal mining case Subhash Sharma after he expressed apprehension regarding his safety following the escape of a “dreaded criminal” from Gurgaon jail.

Taking up his petition, Mr Justice V.M. Jain of the High Court observed in the open court: “Whatever security was provided to the petitioner in April 2001 and was withdrawn on May 2 shall continue till further orders”.

In his petition, Mr Sharma stated that the High Court, while taking up his petition against Haryana Minister Kartar Singh Bhadana and other ministers, had referred the matter to the Central Bureau of Investigation on April 20.

He added that the Minister and his brother were reportedly met by alleged criminal Brahmjit Gujjar after his escape from jail on March 31. He further added that the CID had reportedly informed the authorities that his life was in danger but still the security was withdrawn without ascribing reasons.

It may be recalled that journalist Subhash Sharma had earlier sought directions to the authorities to stop illegal extraction of minerals by the respondents and also to take action against them.

Official told to appear in court

Mr Justice Swatanter Kumar of the High Court on Thursday directed the Managing Director of Haryana Tourism Corporation Limited to be present in the court, along with the Assistant Accounts Officer, on May 22.

The Judge observed: “Despite two orders of the court, original records have not been produced in the court. The petitioner corporation is a public undertaking and is dealing with public money. Such gross negligence can hardly be justified on any ground whatsoever. Merely throwing the blame on counsel would not end the matter. Let the MD of the corporation be present in the court with complete record....”

5 slots allotted to lawyers

The UT Administration allotted five slots vacant in the chambers of the district courts at the estate office here yesterday. This was the last phase of allotment by draw of lots.

The UT SDM said the remaining 10 slots in the district courts chambers would be allotted with the consent of the main allottee of the chambers within week. The president of the District Bar Association said advocates would now have suitable place for practice. He informed that the bar association was making makeshift chambers for a number of advocates who had not got slots.

Lare — an effective attempt

“Lare”, a play written and directed by famous theatre personality Gursharan Singh and enacted by a team of four artistes at Punjab Kala Bhawan in Sector 16 here this evening could be best described as a mocking reply to the tall promises of the present government by the society.

The story portrayed in a simple yet funny way the daydreams of an innocent village couple — Milkhi Singh and Dhanno — when the Akali government announced old-age pension scheme for men above 65 and women above 90 years of age in 1997.

A hopeful Milkhi and his wife Dhanno who was forced to admit her true age to her husband to get Rs 200 per month as a beneficiary of the scheme, kept waiting for the knock on the door by the village postman who was to deliver the money order from the government to them. However, when the much-awaited knock finally cames it turn out to be a peon from the Electricity Department who hands them an inflated bill of Rs 440.

Gursharan Singh, a social reformer in his own right, once again proved that with a simple storyline with a tinge of comedy can make a lasting impression on the audience. Bashir Ali as Milkhi Singh aptly depicted a typical villager and a hopeful simpleton.

Amrit Pal who played the role of Dhanno also did a convincing job with her role while brief appearances by Suleman Bhatt as Sohan Singh, a fellow farmer of Milkhi and Dilwara Sidhu as ‘Bijliwala’ added colour to the play.

The play was preceded by “Rahi Nite”, a musical programme by Kishan Rahi ,who rendered about eight songs by famous lyricists like Santaram Adasi, Nandalal Noorpuri, Juginder Matwala and Inderjit Hassanpuri. Rahi opened the concert with “Desh ki khatir” a patriotic song, entertained the audience a few meaningful songs like “Lori kudti naar nu” song dedicated to the victimised women and “Mata dharti tere god me” a song in praise of his motherland.
