IT course for another school

Encouraged by the response to the information technology vocational course, the UT Education Department has added it to the list of courses for students of the Sector 37 Government Model Senior Secondary School here. The course is being taught in four government schools.

The course includes the study of IT systems, business data processing, DTP, CAD and multimedia, besides English, Hindi, mathematics, accountancy and economics.

“The course is aimed at helping students acquire knowledge of computer hardware, software and trouble-shooting aids. Students get to understand applications of computers in business organisations,” says Principal of the Sector 33 Government Model Senior Secondary School, Mr Karan Singh.

Sources in the Education Department say that the course mostly involves practical training. Students are sent for a 45-day on-job training in a reputed organisation after the Class XII examinations.

The IT course is also covered under the Apprentices Act of 1961. Under this Act, after finishing this course, students undergo apprenticeship training in various establishments for one year for a stipend, according to a teacher of a government school.

No tuition fee is charged from girl students. However, Rs 25 per month is charged from students for various funds.

From this year, 111 students will comprise the pass-out batch of this course.

Former students of this course are earning handsome salaries.

Talk at Physics Department

There was a need for active cooperation and coordination between research organisations, academic institutions and industry to probe work on areas of common research.

These views were expressed by Mr V.S. Sethi, Director of the Terminal Ballistics Research Laboratory, in a talk at the Physics Department, Panjab University, here today.

He gave chances of exposure and career prospects to graduates and postgraduates of physics who wanted to pursue development and research activity in the allied fields.

Mr Sethi gave a detailed talk on facilities available at the Terminal Ballistics Research Laboratory for the basic and applied research in the fields of ballistics, detonation physics, warhead evaluation and small arms evaluation.

CBSE introduces new subjects in syllabi

The Central Board of Secondary Education has introduced many new subjects, including enterpreneurship and French, in curriculum for the secondary and senior secondary classes.

According to a circular issued by the Director (Academic), Mr G. Balasubramanian, to the UT Director of Education, frontline curriculum in physics and business studies and entrepreneurship as an elective subject at the senior secondary level and “Communicative approach in French” and “Urdu Course B” at the secondary level in Class IX.

The UT Education Department is likely to implement subjects other than French in the schools. The department will be looking out for the teachers and resources available for the implementation of the new subjects. The introduction of entrepreneurship as an elective subject at the senior secondary level has been tremendously welcomed by the principals and the teachers, said the Director Public Instruction, (Schools) UT, Mr D.S. Saroya.

Entrepreneurship will aim to develop qualities of an enterprenuer among the students. The teachers with postgraduate qualifications in economics or commerce will be qualified to teach this subject. The course will be introduced in Class XI in the academic year 2001-2002 and Class XII examinations in March 2003. The subject will have the component of theory and projects.

The schools affiliated to the board for the senior secondary classes can seek affiliation for this course immediately by payment of the necessary affiliation fee of Rs 1,000 through demand draft payable to the Secretary, CBSE, Delhi.

For the commencing academic year the board will be introducing , frontline curriculum in physics and business studies. The board will also bring out supplementary textual materials to cover the syllabus. The revised syllabi have been incorporated in the senior school curriculum-2003. It will be introduced to the students of Class XI for the academic year 2001-2002 who will be appearing in the senior school examinations in March 2003.

HIGH COURT
Rule on reimbursement deadline struck down

Coming down heavily on the state of Punjab for “playing with the sentiments of its own employees”, Mr Justice R.L. Anand of the Punjab and Haryana High Court today struck down 1971 instructions regarding the submission of medical bill for reimbursement within six months of treatment’s completion.

Delivering the verdict, Mr Justice Anand observed: “It is a matter of pity on the part of the state government when it plays with the sentiments of its own employee and his family. Irrational instructions and policies of the government depriving the fruits of medical reimbursement and disability pension must be struck down. In my opinion, the instructions dated July 6, 1971, are irrational, illogical and oppressive and they stand struck down”.

In his detailed order, Mr Justice Anand concluded: “The reimbursement of medical bills is not an act of bounty or charity on the part of the state government or the Union of India. An employee is entitled to medical reimbursement as per the rules and such claim should be sympathetically viewed by the assistants and other officers. Unnecessary objections increasing the miseries of the claimants should be avoided. By this attitude alone, the image of the government can improve. Negative approach should be curtailed and curbed in such like matters”.

The Judge also allowed the petition filed by a Kapurthala resident, Rajwant Kaur, seeking directions for the reimbursement of medical expenses incurred during the treatment of her husband. Declining her plea for reimbursement, the respondents had earlier stated that the bill, as per the 1971 instructions, had to be submitted within six months of the completion of treatment.

Plea against bar on general candidates

On a petition filed by General Secretary of the Mahila Congress, Kusam Sharma, challenging the 79th Amendment Act, Mr Justice Amar Bir Singh Gill and Mr Justice S.S. Sudhalkar of the High Court today issued notice of motion to the Union of India, the Election Commission and Punjab Election Commissioner for July 23.

Claiming to be aggrieved by the Act, the petitioner stated that she was keen on contesting the election from the Phagwara Assembly constituency but people belonging to the general category had been debarred from contesting the poll. She stated that Phagwara constituency had been declared reserved after the abolition of the plural member constituency system.

Bail cancellation in gang-rape case sought

Our Legal Correspondent adds: Mr Justice V.M. Jain of the High Court today issued notice to Charanjit Singh and others, convicted for a gang-rape at Balachaur police station on February 9, 1989, for cancellation of their bail granted by the High Court on October 3 last year.

It is alleged that the complainant prosecutrix was picked up by the appellants and others and gang-raped at the police station by the then SHO Radha Krishan, Head Constable Kashmir Singh and one more person, who had since died. No FIR was registered and her house was allegedly burnt and her family tortured so that she may not pursue the case.

It was alleged by counsel for the petitioner that the bail was obtained by misrepresenting facts before the court and that the appellants after remaining in jail for four years were still in service. They were now threatening the complainant and her family members.

DISTRICT COURTS
Syal’s judicial remand extended till May 5

The UT Judicial Magistrate today extended the judicial remand of Managing Director of the Golden Forests R.K. Syal and three other officials, Ms Pamila Syal, Ms Neena Syal and Hritish Kumar Sinha, till May 5, in a case of cheating.

The Magistrate has also issued a notice for April 28 on the bail plea moved by the three, Ms Pamila Syal, Neena Syal and Hritish Kumar Sinha.

Jerath’s remand till May 3

The UT Additional Sessions Judge today extended the judicial remand of the former UT Chief Engineer K.K. Jerath till May 3 and also issued a notice for same date on the bail plea moved by him.

The Judge also dismissed the application moved by the accused for his surrender in another case pending against him under the Prevention of Corruption Act. The Police Department had filed reply that the accused arrest was not required at this stage and he will be arrested at the appropriate time.

The accused, Jerath, was held by the UT Vigilance Department on April 5 under the Prevention of Corruption Act, pertaining to alleged misuse of official position in utilising the services of 15 workers of the Engineering Department at his official residence, besides using two official vehicles for personal work

Remand extended

The UT Chief Judicial Magistrate, Mr Sant Parkash, yesterday extended the judicial remand of the duo, Inspector, Kashmira Singh and Sub-Inspector, Sunil Kumar, till May 3. It may recalled that the accused had been arrested by the CBI for taking bribe.

6-month rigorous imprisonment

The UT Chief Judicial Magistrate, Mr Sant Parkash, sentenced six month rigorous imprisonment yesterday to the Director of the Rama Fabricks Limited, Anil Handa and Vice-President of the company R.K. Sharma in cases of the cheque bounce.

The complainant M/s Indian Acrylics Limited, Sector 26, Madhya Marg, had alleged that the accused had issued cheques of various amounts worth about 1 crore to the them. But the cheques were dishonoured by the bank with the remark of insufficient funds.

The Magistrate sentenced the accused six months rigorous imprisonment and also fined Rs 20, 000 each.

Panchkula 

Bail refused: The District Court rejected the anticipatory bail application of Dharam Pal Sharma, an accused in the fake transfer case, here today.

The accused had been asked to appear before the court following an application moved by him.

Meanwhile, the two patwaris, Krishan Kumar and Munish Kumar, have been sent to judicial remand for seeking transfer to Sirsa in the same case.
