550 cr for agriculture

AMLOH, April 16
The Punjab Government will spend Rs 550 crore on the mandikaran and agriculture development in the state, this was stated by Capt Kamaljit Singh, Finance Minister, at Bhambri village in Amloh tehsil today while addressing the huge gathering on the barsi of Gurdev Singh. The minister inaugurated 24-hour electric supply to the village.

He said that the government was committed to the uplift of the Dalits and would spend Rs 20 crore on the latrines for members of the Scheduled Castes. The minister said that this year was being celebrated as development year and the government was committed to the economic development of the people. He said the government had tried to strengthen the Panchayati Raj institution. He sought the cooperation in achieving the goals on development projects from people.

On the occasion Mr Balwant Singh Shah Pur, MLA Amloh, also addressed the gathering.

Fire breaks out in wheat fields

Ludhiana, April 16
Wheat worth thousands of rupees was destroyed when a fire broke out near Hambra in Bhatha Dhuan village, 17 km from here, today.

According to the Fire Brigade sources and Mr Sukhjinder Singh, a resident of Hambra, the fire probably broke out at around 6 p.m. due to some sparking in electricity wires passing over the fields.

The fire spread immediately over many fields due to strong wind. Villagers gathered to control the fire. The fire tenders were rushed to the spot and the fire was extinguished.

Students’ protest rally on April 26

Thousands of students from all parts of Punjab will gather at Chandigarh on April 26 to protest against the Punjab Government’s anti-student policies. They will gherao Director, Technical Education, to protest against his decision to close down 18 Industrial Technical Institutes (ITI) and various trades from the ITIs, said Mr Birbal Bala, state representative of the Punjab Students’ Union (PSU).

Mr Karam Singh Guru, District Secretary of the PSU, in a press release issued here today said,‘‘ The government has failed to keep 6 per cent share of the state domestic product for the education sector. The government has not fulfilled the thousands of posts in ITIs and schools that were lying vacant from years. The students are facing problems because of government’s decision to start two shifts in the ITIs.’’

He said, ‘‘The students will hold a protest rally at Chandigarh on April 26 and gherao Mr Nirmal Singh Kahlon, Director, Technical Education, against the government’s decision to close down 18 ITIs and various trades in the technical institutes in the state.’’

Mr Bala and Mr Karam Singh lamented that the government was implementing the policies of the IMF and the World Bank in the field of education without considering the ground realities in the rural area. The government has failed to check the private educational institutions who were fleecing the public. The standards of education in the public schools has reached its nadir.

They warned the government to accept the demands of the students otherwise they will be forced to gherao the officials responsible for the deterioration in the education standards.

Forum fines telecom company

The District Consumers Disputes Redressal Forum has directed Spice Telecom to pay Rs 2,000 as compensation on account of deficiency in services to Mr Harinder Pal Singh, a resident of Udham Singh Nagar. The forum further directed the company to pay Rs 500 as cost of litigation.

According to the complaint, Mr Harinder Pal Singh was a subscriber to a mobile phone (98140-20818) and he had got marked lien in favour of Spice Telecom backed by HDFC Bank for the facility of STD and ISD for Rs 10,000. The complainant stated before the forum that he had requested the company to disconnect the services of STD and ISD and release the lien by giving a no-objection certificate (NOC).

After 10 days of making the request, he filed a complaint with Helpline on July 31, 2000, and the executive concerned promised him that the work would be done on August 1, he maintained. The consumer waited till 1.30 p.m. for the fax message from the company regarding the NOC. At 3.15 p.m. an executive told him that there was no request with the company regarding the NOC and it would take two weeks to release the same, he added.

The consumer pointed out that no dues were pending for July, 2000. Instead a credit of Rs 188.47 was standing in his account and that was sufficient to release the lien which took just two hours. It was alleged that there was a clear deficiency on the part of the company as it had taken two weeks for disconnecting the facility and it was done to harass him.

The complainant further alleged that the company had blocked Rs 2,50,000 as lien which was marked on his FD with the bank.

The company pleaded that the release of lien had been effected on August 4, 2000, in response to a letter of the consumer submitted on August 1. The respondent stated that there was no delay.

However the company admitted that a call was received from the consumer regarding the release of lien on July 31, 2000, and he was told that the oral request could not be entered and he should send a written request.

The forum observed that there was no evidence in support of the contention that the lien was released on August 4 as claimed by the company. The forum further stated the lien was not cleared by the company till September 7 as according to a letter produced by the consumer which was sent to him by the HDFC Bank on September to inform him that the FD could not be fully redeemed untill till the lien of Rs 10,000 was not cleared. The forum stated that it was clear from a letter of the bank to the consumer that the lien was not cleared till October 16, 2000. The forum observed that according to the document produced before the forum the lien was cleared on November 26.

The forum held that there was a clear deficiency on the part of company to withhold the amount for about three and a half months as the payment of the FDR could not be released for the period from August 8 to November 11 since no instruction regarding the release of the lien was received by the bank.

Rain “Mann” lifts spirits

Harbhajan Mann held the entire audience spellbound for over two hours as not even thundershowers could dampen the enthusiasm of Ludhianvis on the eve of Baisakhi celebrations at Sutlej Club here last night.

The crowd remained undeterred even as the stage specially setup with a rural ambience was washed away by the rains. Decorated with straw and a scare crow, the organisers had created a countryside scenario .

The programme started with the bhangra performance by students of Punjab Agricultural University. The stage was conducted by Nirmal Jaura.

Harbhajan Mann was called in before time as the entire audience was waiting for him in the rain. Mann as usual started with the Sufi and Kalam of Bulle Shah. Soon after young boys in groups started dancing to Mann’s favourite Punjabi numbers "Sonie ni Sonie" "teri phij gai kurti lal paseene naal kure”. The night was flavoured with enthusiasm and rains.

Wives and guests of the club members enjoyed the night, holding babies and umbrellas in their hands. The troupe of young boys and girls accompanying Mann danced to his latest numbers. Mann was specially applauded by the audience for his all-time favourite "gallan gorian, te vich toye". Ludhiana Deputy Commissioner S.K. Sandhu, was the special guest of honour.

Dr Barsal honoured

The Guru Gobind Singh Study Circle honoured eminent poet, Dr Gurmeet Singh Barsal, with the title “Virse da Vanjara” for his latest release, “Virse di pehchaan”.

Presiding over the function, Principal Ram Singh, Chief Organiser, said that Dr Barsal had expressed the message of Sikh gurus clearly in his book. On the occasion, Professor Paramjot Singh, Director, Bhai Samund Singh Gurmat Sangeet Academy, recited hymns from the Gurbani.

Dr Barsal shared his experiences of childhood, higher education and foreign visits with members of the youth wing of the circle.

He encouraged them to take part in cultural activities.

Professor Inderpal Singh from Rara Sahib, Dr Rajinder Singh from Gurusar Sudhar and Dr Mohan Singh Rattan from Chandigarh read papers on the book “Virse di pehchaan”. Principal Satnam Singh, director, youth wing of the circle, also appreciated the efforts of Dr Barsal.
