Best Service award for Mann

CHANDIGARH, Nov 8 — Prof S.B.S. Mann, Head of the ENT Department, PGI, was presented with the Best Service award by the Jammu ENT Society. Prof Mann was presented the award by Dr Farookh Abdullah, Chief Minister of Jammu and Kashmir, at a ceremony during the XXIV annual north-west zone conference held on November 4 and 5.

The others who were presented awards for their services in the field of ENT included, Prof Prem Kakkar, former Head of the ENT Department, Maulana Azad Medical College, Delhi, Prof Santosh Kakkar, former Director of the AIIMS, Delhi, Prof P. Ghosh, former Head of the ENT, AIIMS, and Prof R.C.Deka, Head of the ENT, AIIMS.

Seminar on medical transcription

CHANDIGARH, Nov 8 — Information technology-enabled medical transcription would be an opportunity of the millennium for the country, said Prof S.K. Sharma, Director, PGI, while inaugurating a seminar on medical transcription organised at Law Auditorium, Panjab University, here today.

Prof Sharma asserted that India would benefit the most in view of human resource, computer literacy and English-speaking population. Experts, speaking at the seminar, observed that online education was fast catching up and at present 80 million students were enrolled to the higher education worldwide.

There was a huge potential for medical transcription in India and Excellent Career Step, organisers of the seminar, assured to employ at least 6,000 people within the next six months. According to a Nasscom study, the sector of medical transcription had the potential to create more than one million additional jobs by 2008 with an annual revenue of Rs 810 billion.

CHANDIGARH, Nov 8 — Prof R.K. Jethi, of the Department of Biochemistry, Panjab University, has been installed as President of the Urolithiasis Society of India for two years, a press release said here today.

The installation was done by Prof S.K. Sharma, Director of the PGI, at the concluding function of a three-day conference on urinary stones. Professor Jethi is one of the founder members of the Urolithiasis Society of India.

The other results are: Under 17 — Government Model High School, Sector 37, defeated Government Model Senior Secondary School, Sector 33; Sri Guru Gobind Singh Senior Secondary School, Sector 35, beat Guru Harkishan Model School, Sector 40; Government High School, Sector 29, beat Government High School, Sector 30; Government High School, Sector 37, beat Government High School, Dadu Majra.

Basketball meet

Panjab University Campus, Chandigarh and DAV College, Sector 10, Chandigarh defeated GGDSD College, Sector 32, 61-47, and Government College, Ludhiana, 68-63, respectively, in the Panjab University Inter-College Basketball (men) Tournament being played here at PU grounds today. In other matches of the day, GGD SD College, Sector 32, Chandigarh, drew the match against Government College, Ludhiana, while DAV College, Chandigarh, beat PU campus, Chandigarh, 81-68.

Football tourney

Chandigarh Football Coaching Centre bagged the Ist Rajeshwar Bhardwaj Memorial Football Tournament when they defeated Maruti Football club by a solitary goal in the final match held here last evening. The only goal for the winners was scored by Gurminder Singh.

Warm welcome to Sahota

Mr K.S. Sahota, Secretary of the Chandigarh Olympic Association who has been recently appointed Joint Secretary of the Indian Olympic Association, was given a warm welcome by various sports associations of the city here last evening. One of the member of a sports organisation, told Chandigarh Tribune that they appreciated the efforts made by Mr Sahota all these years by virtue of which he has been accorded due status in the biggest sports body of the country.

SBI inter-circle soccer

The State Bank of India will hold an inter-circle football tournament at Calcutta from November 25 to December 2. The local office will conduct trials for the selection of Chandigarh circle team at the Football Stadium, Sector 17, on November 12 at 10 am.

Sec 17 encroachments removed

CHANDIGARH, Nov 8 — In a major drive, similar to the ones carried out earlier in sectors 22 and 19, encroachments all over the market area of Sector 17 were removed by a combined team of the Estate Office, Municipal Corporation and the police here today.

The drive was conducted under the supervision of Anti-Encroachment, Magistrate Mr H.S. Sohal and Assistant Superintendent of Chandigarh Police, Mr H.S. Dhaliwal. The drive was carried out with the help of a posse of 10 to 12 cops, led by the SHO of the Sector 17 Police Station, Mr Satbir Singh.

Thirty persons were challaned for having encroached upon the MC land illegally. The drive, carried out at around 3.00 p.m. by a 50-member team, was divided into four parts and encircling the central market area, seized about three trucks full of goods.

Catching most of the people unawares, pharis, cut-fruit rehris and those selling “imported” goods near Neelam Cinema were removed and seized. The goods on the verandahs outside showrooms were also confiscated. Besides, some of the unauthorised glow sign boards, placed diagonally, outside the show-rooms and the shop-cum-offices in the market area were removed.

Mr Sohal said the market association has given an assurance that with in a week, all unauthorised sign boards will be removed from the market place.

Later in the evening, as per Mr Sohal, the enforcement staff challaned 20 shopkeepers and removed illegal encroachments in the Sadar and Palika Bazars in Sector 19.

Giving details of the drive in Sector 17, ASP Dhaliwal said in the public meeting conducted with the Sector 17 Market Association last Sunday, one of the major complaints had been the illegal occupation of the verandahs in front of the showrooms. “Today’s drive was a planned and coordinated effort to clear the area around Neelam cinema and ensure cleanliness and orderliness in the verandahs,” he added.

Secretariat complex needs a cleanliness drive

PANCHKULA, Nov 8 — The stench of filth and decomposed solid waste accumulated at different corners nauseates visitors who move about in the corridors and the staircases of the district secretariat complex here.

Hundreds of visitors come from far away places to the complex to get their work done, but they feel disgusted at about the unhygienic conditions of the new building. Inadequate facilities compound the situation especially when there is a lack of cleansers even though the safai karamcharis mark their attendance punctually everyday.

The condition of the toilets is she worst. There are no air purifiers and cleaning liquid is a luxury, laments a section of employees. The condition of those who have to sit in rooms adjacent to toilets are the worst hit..

Some of the toilets on the ground and first floors have been locked by the authorities which put the visitors to great inconvenience.

Though Mr S.K. Monga, Deputy Commissioner, has issued instructions to the heads of 18 departments functioning from the complex, there is hardly any improvement in the condition.

The circular states that despite each department having its own sweeping staff, none of them keeps their allocated area clean. It further instructs that the areas should be kept neat and clean by deploying the available sweeping staff and the activities be monitored regularly.

In spite of the orders, no department has placed dustbins which has resulted in piling up of waste and garbage. Moreover, moss and cobwebs have come up near water-coolers and stagnant water accumulated at these places allows breeding space for flies and mosquitoes.

Extravagant UT Administration

THIS refers to the report “Jacob’s remark on taxes: BJP, Congress up in arms” (Chandigarh Tribune, Oct 25). The UT Finance Secretary, Mr Rakesh Singh, said the Union Government had imposed a 10 per cent cut on non-plan revenue expenditure and had asked the UT to generate more resources of its own.

The situation is indeed ironical, if not farcical. High functionaries of the Chandigarh Administration, including the Administrator, Lt-Gen J. F. R. Jacob (retd), the Adviser to the Administrator, Ms Vineeta Rai, and the UT Home Secretary, Mr R. S. Gujral, have failed to set an example for other officials in the Administration by continuing to retain a large personal staff and security men.

For example, the Administrator has several ADCs, an SP (Security), a senior IAS officer, a private secretary, several personal assistants, superintendents, clerks and Class IV employees. A fleet of escort cars accompanies him to the UT Secretariat every day.

The Deputy Commissioner of Chandigarh, the Inspector-General of Police and the Senior Superintendent of Police also move around with escort cars. Ms Kiran Bedi, a former Inspector-General of Police, Chandigarh, had curtailed her security to the minimum and had also adopted other economy measures.

It is the need of the hour that high functionaries of the administration should first adopt economy measures themselves before delivering sermons to others.

Woes of pensioners

THE Haryana Government has been practising discrimination among pensioners in implementing the recommendations of the Fifth Central Pay Commission. For example, it has issued orders till now to treat 20 per cent dearness allowance as dearness pay for the purpose of gratuity on the Government of India pattern for pensioners who retired between September 16, 1993, and April 1, 1995. The issue has been pending for the past six years.

The State Government has also failed to acknowledge that special pay should be taken into account while fixing the minimum pension of 50 per cent of the revised pay of the post held before retirement as on January 1, 1996. This point has been upheld by the Punjab and Haryana High Court and is also contained in the rules. This benefit, due only to a few pensioners, is being denied to them.

The Punjab and Haryana High Court has quashed the Haryana Government’s instructions restricting reimbursement of medical expenses on the treatment of chronic diseases to Rs 500 per month. The court has allowed full reimbursement as was the policy earlier. It is surprising that the State Government has not issued revised instructions in this regard which is only illegal, but is also putting a huge financial strain on senior citizens suffering from chronic diseases.

I appeal to the Haryana Government to consider these issues sympathetically and redress the grievances of pensioners without further delay.

Topiary park

THE Topiary park in Sector 6, Panchkula, is a prominent beauty spot of the town and a pride of Haryana. Many tourists visit this park and it is a favourite haunt of the young and the old alike. One thing wanting in this park is adequate lighting, especially for those who visit this park for a stroll in the evening. We urge the authorities concerned to install overhead lights from poles to take care of this problem.
