Fish can be quality food: expert

CHANDIGARH, Sept 21 — Fish has immense potential for being a quality food provider for masses. Co-operative movement in the marine and inland sectors needed to be strengthened to gear up the current setting,” said Dr S.Z. Qasim, a former member of the Planning Commission , in his presidential address at the inauguration of a three-day science congress on “ Indian Fisheries: Challenges Ahead” at Panjab University, here today.

Dr Qasim said global fish products reached 94.5 million tonnes in 1997 which was an increase of 200,000 tonnes from the 1996 figure. Other top source of fishery products is aquaculture. Conservation, management and exploitation of marine resources must also be addressed, Dr Qasim said.

Conflicts between traditional fishermen, operators of deep-sea water trawlers have to be resolved with mutual consultation, he added.

Dr K.N. Pathak, Vice-Chancellor, concentrated on research on a resource which promised to be a quality food for masses.

Dr K. Gopakumar gave a talk on the harvest and post-harvest technology.

Dr H.S.Johal, convenor of the congress, said that Punjab was the leading state in the matter of harvests on the mainland.

Nirankari elected PGI Employees’ Union chief

CHANDIGARH, Sept 21 — The elections for the new executive members of the PGI Employees Union, which were held today after nearly three years, concluded amidst high drama with some members of one of the groups claiming that the group boycotted the poll.

In the results received late at night, Mr Subhash Chander Nirankari was elected president as he polled 1029 votes as against his nearest rival Mr Jagdish Singh who could get only 134 votes. There was a direct contest between the Ashwani Munjal group and the Jagdish Singh group and it was clean sweep for the contestants of the Munjal group.

Mr Krishan Chander, who polled 847 votes, was elected senior vice-president. The other two contestants were Mr Bal Krishan (134) and Mr Bawa Singh ( 124). Mr Buddh Ram won the post of vice-president by polling 933 votes as against 132 polled by Mr Om Pal Dravid and 65 by Mr S. Krishan. Mr Ashwani Munjal polled 1002 votes to become the general secretary as against his rival Vikram Singh Chaudhary who polled 133 votes.

For the post of secretary, Mr Gurnam Singh polled 929 votes, while Mr Balraj Sharma got 174 votes. Mr Ram Pal, who polled 952 votes was chosen the organising secretary and Mr Amar Singh got 174 votes. Mr Sunil Dutt Sharma, who polled 997 votes, was elected the propaganda secretary while his rival Bhupinder Singh polled only 33 votes.

Mr S. P. Bhardwaj (946 votes) was elected the cashier, while his rival Bihari Lal got 132 votes.

According to information available, of the total 1959 registered employees, 1277 employees exercised their franchise. Former Union president Ashani Munjal stated that 700 new members were registered from September 2 to 21 and 543 new members were registered today since only the registered members as per the constitution could cast their vote. They had a month and a half back asked the employees to get themselves registered so that they become eligible to cast their vote and even later they could become member by paying Re 1.

The elections were conducted under Chief Electoral Officer Narinder Malik and members Jai Bhagwan Sharma and Yogesh Sharma who claimed that elections were held in accordance with the constitution.

However, sources revealed that the Munjal group, which had been in power for the past seven years, did not allow some employees from exercising their franchise, and the Jagdish group decided to boycott the election. Hence, only the candidates for the Munjal group were left in the fray. But the election process continued till evening.

Meanwhile, nearly 700 members owing allegiance of the Jagdish group in a written statement alleged that the elections were held on the basis of the list of the PGI Employees Union Benevolent Fund Scheme, Chandigarh, and not on the basis of member/voter list of the union. What was the relevance of the holding such one-sided elections ? they asked. They also pointed out that in one of the union meetings held in 1993 it was decided that no person working as a technologist in the institution would take part in the elections or cast his vote. But in what capacity Ashwani Munjal, a medical technologist, was contesting the post of general secretary in his group? they asked. Even employees, who had 20-30 years of working in the institution were not allowed to exercise their vote, they alleged.

AG badminton meet from today

CHANDIGARH, Sept 21 — “The Accountant General (A&E), Haryana, will strengthen its women’s badminton team by recruiting two more talented players’’, remarked Ms Versha Verma, Deputy Accountant General (Administration), at AG office, Haryana, here today. She said earlier the AG office Haryana with a total strength of nearly 900 employees at different levels, had absorbed sportspersons in cricket, hockey, volleyball, badminton all for men. She said till now they were having only one girl in badminton.

The sportspersons having proficiency in different sphere then absorbed on the basis of recommendations from the CAG, New Delhi, and every year the average quota of two sportspersons being filled. She said the other Haryana offices named as AG (Audit) too had teams in different disciplines such as chess, table tennis and carrom. She said in North less number of sportswomen came forward for the employment. But in South and Western part of India, the ratio of male and female players are equal as regards their absorption in Central Government offices on sports quota. Versha said they absorb the best of the talent between 18 and 30 years and if the players were good in further career prospects they were given the chance to prove themselves, but only a few opt for such internal examinations.

She said this year they had been allotted the North Zone Inter-AG Office ( IA & AD) badminton meet for men and women which will start from tomorrow at the Sector 42 indoor hall. She said 100 players were drawn from the country to vie for top honours in the individual, and team section.

Mr T.R Arora, Welfare Officer, said that four events in the individual section, men’s singles, men’s doubles, women’s singles and veterans’ singles would be organised.

Mr Ramesh Chandra, Member Haryana Electricity Regulatory Commission will inaugurate the meet tomorrow.

Hansraj School lift badminton titles

CHANDIGARH, Sept 21 — Hansraj Public School, Sector 6, Panchkula, displayed their prowess when they romped home with both boys, and girls, badminton titles in the Mahatma Hansraj Aryan Zonal Badminton Tournament, which concluded today at Community centre, Sector 7, Panchkula.

Badminton: girls — HPS b DAV Public School, Naraingarh, 2-0 (Shruti b Megha 11-4, 11-0; and Gaurika Sharma b Parul 11-1, 11-0.)

Boys — HPS b DAV Public school, Panipat, 2-0 (Anshul b Abhishek 15-4, 15-5; and Bharat b Mukesh 15-1, 15-3).

Football team
The following football players have been selected to attend a coaching camp of the Panjab University football team for the North Zone Inter-Varsity and the All-India Inter-University Football Men Tournament, which will be held at HNB Garhwal University, Srinagar, in the first week of October.

The players are: Baljinder Singh, Gurpreet Singh, Gulbarg Singh, Sumit Bali, Sukhwinder Singh, Harmesh Lal, Pritpal, Vijay Kumar, Charanjit Kumar, Harjinder Singh, Lakhvir Singh, Parveen Kumar, Dharminder, Sukhvir Singh, Rajnish Kumar, Pawan Kumar, Ram Murti, Narinder Singh, Abhishek, Kulwinder Singh, Navjot Singh, Ravinder Dutt, Jatinder Singh, Moj Nath and Avneet Singh.

IT panel meets today

CHANDIGARH, Sept 21 — The quarterly Advisory Committee on Information Technology will meet tomorrow to discuss the position of various IT-related projects in the city. These include review of the coming up of IT towers, the IT college, laying of the optical fibre backbone and overall implementation of the IT policy.

The proposed consortium that will carry out the laying of optical fibre cable for information backbone will also come under discussion. It will also be seen how the computerisation of the DC office and the excise and taxation wing is working.

Besides this, the Advisory body on the local airport is also scheduled to meet tomorrow. The meeting is to discuss how the airport can be upgraded in the future.
