Plan to remove encroachment CHANDIGARH, June 18 The Environment Department has chalked out a plan to remove encroachment by migrants along Dakshin Marg, especially near the roundabout of Sectors 21, 22, 35 and 36.According to sources in the department, a plan has been drafted to convert the triangles carved after the recent construction of slip roads into parks. Besides this, the road divider on Dakshin Marg will be developed into a green belt. A high-level meeting, sometime in the near future, will determine terms and conditions for inviting private parties to beautify this eyesore in the middle of the city. These encroachments have become a menace in the past couple of years. All efforts by the Estate Office to remove these have failed miserably. Hundreds of migrants from the areas bordering Uttar Pradesh and Bihar are living under the open sky all along this stretch on the southern end of Sectors 21 and 22. However, it is their concentration around this roundabout which is alarming. There is always a heavy traffic at the roundabout and the incidence of accident is high here. The encroachment by these migrants has added to the problem. At any time of the day, children can be seen running and playing on these slip roads. The problem doesn't end here. For persons living in houses near Piccadily Chowk in Sector 21, it also means a sense of insecurity. While migrant women and children here beg for a living, men indulge in minor thefts and similar small-time anti-social activities. Besides this, persons cooking, defecating and bathing semi-clad in the open area do not present a good picture the City Beautiful, especially for tourists passing by the city on National Highway 21 en route to Manali. According to sources in the Environment Department, asking private parties to develop these stretches will serve two purposes. "Since the Estate Office has not been able to deal with this problem effectively, we hope that private agencies will be able to do so. Moreover, this roundabout has become one of the most polluted areas in the city. Hopefully, a well-maintained green belt will take care of a part of this problem," they said. |
