PGI body to readvertise post
Tribune News Service

CHANDIGARH, May 28 — The PGI Governing Body has decided to readvertise the post of Professor of Paediatrics (allergy and immunology). A decision to this effect was taken in the special meeting of the Governing Body held yesterday. It will be conveyed to the Punjab and Haryana High Court on May 30 for further orders.

The decision follows the directions of the High Court, which had asked the PGI authorities to convene a special meeting of the governing body to reconsider the decision to appoint Dr Sunit Singhi, Additional Professor of Paediatrics (emergency and intensive care) to this post. PGI selection committee had recommended Dr Singhi’s name for this post in November past year. However, the Governing Body, in its meeting held on December 8 had rejected the recommendation and had decided to re-advertise the post saying that the candidate did not meet the job requirement. However, following a representation by Dr Singhi to the President of the Institute, the Selection Committee was directed to reconsider its decision. The committee again recommended Dr Singhi’s name and it was to be ratified by the Governing Body on March 15.

However, Dr R.K. Marwaha, Additional Professor of Paediatrics, and Dr Surjit Singh, Associate professor of Paediatrics (allergy and immunology), challenged Dr Singhi’s selection on the ground that the Minister in his orders, had gone contrary to the directions of the governing body. They had also said that the person the concerned was not qualified for the post. The High Court, in its stay orders passed on March 14, observed that “the appointment of the candidate by means other than the recommendations of the Governing Body meeting held on December 8 is stayed.’’ Hence, the issue was not taken up in the meeting on March 15.

The governing body has also decided to extend the term of Dr N.K. Ganguly, Director General of the Indian Council of Medical Research (ICMR), with the PGI for another eight months. This will enable him to complete his tenure as Director ICMR, come back to the PGI and retire from here.

Sources also said the medical reimbursement cases of some doctors were referred to the committee constituted for the purpose for the final orders. The Governing Body also modified the “cadre structure’’ of the dark-room assistants and the sanitation division as per the AIIMS pattern.

The decision to nominate one of the three Institute Body members — a former Union Finance Minister, Dr Manmohan Singh; a Himachal Pradesh MP, Mr Suresh Chandel; and local MP, Mr Pawan Kumar Bansal — was left to the minister, who also happens to be the president of the Governing Body. Though in the past, the local MP has generally been nominated to the Governing Body, but, this time, they are likely to have Dr Manmohan Singh, on account of his experience and the keen interest he has been showing in the affairs of the PGI. This matter will now be decided by the new Minister of State for Health and Family Welfare, Mr C.P. Thakur.

These decisions were later ratified in the Institute Body meeting yesterday.

Meanwhile, in the purchase committee meeting held later in the afternoon, the purchase of furniture and equipment for the new OPD block, worth Rs 40 lakh, was approved. Besides this, funds have also been sanctioned to purchase an X-ray machine for the new OPD block, a cataract machine and operation-theatre lights. Each of these machines are estimated to cost more than Rs 10 lakh. Back
