Tohra favours 'third front' NABHA (Patiala), July 30 All-India Shiromani Akali Dal (AISAD) President Gurcharan Singh Tohra today said his party would support a non-Congress and a non-Bharatiya Janata Party front at the Centre in case of a hung Parliament following the Lok Sabha elections. Addressing a large public meeting here in support of Ropar party candidate Balbir Kaur Khalsa, widow of Basant Singh Khalsa, at the Grain Market here, the AISAD President said his party was, however, still to hold talks with its poll ally, the Bahujan Samaj Party, on government formation. Asked whether any understanding was being arrived at with the Left parties, he said nothing had been finalised yet. He, however, said there could be no truck with the Left parties in case they had a pact with the Congress. Earlier at the rally, he accused Chief Minister Parkash Singh Badal of being hand in glove with the Congress. He said the Chief Minister had arrived at an understanding with the Congress that the parties would not take up corruption charges against each other while in power. Mr Tohra said the government had failed in getting Rs 300 crore promised by the Centre as relief following destruction of paddy last year due to unseasonal rains. He said the government had also turned a blind eye to the farmers of the Samana-Shatrana belt who had to face the fury of floods every year. He said schemes formulated to establish flood control works had not been implemented as the area was perceived to be his stronghold. He said even as the government had become bankrupt, its ministers were undertaking foreign jaunts. He said the public must know whether these foreign jaunts had brought in any investment. He also said Sikhs living abroad were disillusioned with the government as it had failed in undertaking any development activity in the state. The AISAD chief warned the government against using official machinery for stopping people from attending his party rallies. Re-induction of Mantar Singh Brar KOTKAPURA, July 30 SAD President and Chief Minister, Parkash Singh Badal today failed to pacify the party workers, unhappy with him due to the re-induction of Mr Mantar Singh Brar, an independent MLA from this assembly segment to the party few days back. Mr Badal visited Akali leader Mohinder Singh Brar, who was defeated by Mr Mantar Singh, in the last assembly elections, in order to hold talks with the dissatisfied sarpanches, municipal councillors, block samiti members and SGPC members and to seek their support for the party candidates in the forthcoming Lok Sabha elections. But he was able to win over only few workers. Though Mr Surinder Singh Dabrikhana, president of the Sarpanch Union, Kotkapura, while talking to TNS, claimed that all 48 sarpanches had agreed to support the party candidate in the coming elections, according to reports only 18 sarpanches had met Mr Badal today while others did not attend the meeting. He added that Workers Panchayat had decided to oppose Mr Mantar Singh Brar and it would set up separate offices, campaign stages and booths from Mr Brar in the coming elections. He said Workers Panchayat had taken this decision to safeguard the partys interest and added that the protest of the panchayat against the inclusion of Mr Mantar back into party was correct. On the other hand, Mr Badal would again visit this town to pacify the remaining unhappy workers on August 2 and would also meet ward-level workers. The inclusion of Mr Mantar Singh became a problem for Mr Badal after the workers Panchayat, owing allegiance to Mr Mohinder Brar, threatened to part ways with the party after the inclusion of Mr Mantar Singh into the party. Mr Mohinder Singh Brar,
said Mr Mantar Singh has deserted the party in the last
assembly elections and the party workers had severed
connections with him. He said Mr Mantar Singh had joined
SAD as he could not find a place in the Congress party.
He claimed that the re-induction of Mr Mantar Singh would
not brighten the prospects of the SAD in the elections as
only loyal party workers would ensure the victory of the
SAD candidates. |
Action delayed for
political gains FEROZEPORE, July 30 The Shiromani Akali Dal (Amritsar) President, Mr Simranjit Singh Mann, has said the BJP-led government at the Centre had committed criminal negligence by not taking timely action to check intrusion in Kargil and other sectors. Talking to mediapersons here today, he claimed that a Brigadier on August 25 last had informed the centre that intruders from the Pakistan side had captured hilltops in Kargil and other sectors. Mr Mann said the officer had asked the Indian Government to order a survey to confirm the happening. But the Vajpayee government did not take any action on the Brigadiers information. Mr Mann said the Prime Minister, Mr Atal Behari Vajpayee, was aware that the mid-term poll was near. To get political advantage, he ordered the Indian forces to proceed against the intruders only when mid-term elections were announced. The SAD leader, visited families of soldiers belonging to the district killed in the Kargil action. At a function held by the party at the local Grain Market, Mr Mann held Mr Vajpayee, Indian intelligence agencies and certain Army officers responsible for the intrusion. He demanded that all be sued for criminal negligence and treason. Mr Mann said the strength of the Sikhs in the Indian Army was only 2 per cent but 60 per cent were among those who had died protecting their motherland were Sikhs. Yet they had been treated as "suspects" by the Centre in the past. Lauding the Sikhs for their bravery, Mr Mann said they were not traitors. "If we are not seen with suspicion then why me and other office bearers of my party have not been issued passports for the past nearly 10 years," asked Mr Mann. He condemned the Pakistan army for the torture of Indian Army men, including Lieut Saurabh Kalia. The SAD (A) had filed an application with the Amnesty International, a human rights commission in the USA, against the inhuman and barbaric act of the Pakistan army, he said. He alleged that cheques of grants issued by the Punjab Government to the kin of Kargil martyrs had bounced in several cases. Later, he addressed the partys conference (Bhai Kanhaia conference) at the local Grain Market and awarded kin of the Kargil martyrs with gold medals. Those injured were awarded silver medals. Among those who spoke on the occasion include the partys state Vice-President Mr Dhian Singh Mand, and the partys youth wing chief, Mr Balwinder Singh Bains, and General Secretary, Jaskaran Singh. Banners with slogans,
"stop war hysteria," "we demand
peace", "big no to nuclear war" and
"we pray for peace" were displayed at the
conference which was largely attended, despite rain in

HC orders probe into PWD
scam CHANDIGARH, July 30 Mr Justice THB Chalapathi of the Punjab and Haryana High Court today ordered a time-bound inquiry into a scam involving lakhs of rupees and other serious irregularities in the PWD (B&R) Faridkot and Bathinda divisions. It was alleged that Mr Kanwaljit Singh Brar, SE, (Construction), Faridkot, in league with former Chief Engineer, M.S. Guram had squandered public money by using sub-standard material, fake and useless earthwork, passing of fictitious bills and had managed to keep the matter under warps for years with the connivance of his superiors. The court directed the DGP (Vigilance) to complete the enquiry and take appropriate action in accordance with law as expeditiously as possible, preferably within four months. The petitioner, Mr Tek Bahadur Singh brought to the notice of the court that the complaints about the scam and irregularities related to 1982-84 and that a prima facie enquiry through SE Bathinda Circle, had recommended a regular inquiry on February 17, 1988, and disciplinary proceedings against the officers concerned. Since then the defaulting officer with connivance of government officers had kept the case bogged down in routine and purposeless correspondence so that it would lose importance. It was also alleged by the petitioner that with the patronage of his superiors, Mr Kanwaljit Singh Brar had managed to get promotion as SE in April 1998. This was in contravention of Punjab governments instructions not to grant promotion till the departmental inquiry proceedings were completed. Counsel for the
petitioner brought to the courts notice of that
such patronising of the corruption is not uncommon to the
government. The Supreme Court had in another case
expressed deep anguish and strong disapproval of the
conduct of the Government in shielding corrupt officers
who misappropriated public funds from being prosecuted
according to the law. |
Kidney selling racket unearthed, 5 held AMRITSAR, July 30 (UNI) The local police today unearthed an organised racket dealing in the sale and purchase of human kidneys and arrested its five members. According to the Senior Superintendent of Police, two local members of the racket Rakesh Arora and his brother Rajesh Arora were arrested from the District Courts complex. The duo had gone to the courts to get the forms of kidney donors attested by a Magistrate, the police chief said. Following their interrogation, the police nabbed the kingpin of the gang, identified as Rathore from Rajasthan. Two more gang members Raj Kumar from Alwar (Rajasthan) and Rahul Khanna, a local resident were picked up later on. The police chief said Rathore and Raj Kumar were responsible for luring kidney donors from Rajasthan. The donors were promised a handsome sum which was paid by the family of the recipient after the kidney transplant operation. He said only a portion of the amount paid went to the donor while the rest was pocketed by members of this gang. Initial investigations pointed out that generally the donors were from economically poor families and were exploited by the gang. The SSP said Rathore, who possessed a cellular phone, had rented an accommodation in the Kot Khalsa locality of the city where donors brought from outside the state were accommodated and given food before and after the transplant. Piped water for all remains a
pipedream BATHINDA: Even though this town is the fifth largest in Punjab with population of more than two lakhs, the residents have been denied basic amenities even 52 years after Independence. In recent years, the foundation stones of big projects including the Rs 16000-crore oil refinery, a Rs 16- crore insecticide plant, Rs 300 crore cement plant were laid by VIPs including Chief Minister, Parkash Singh Badal in the district. The district has now come on the industrial map of the country. But the development of civic amenities has remained slow. Though the town boasts of the biggest cantonment in Asia, a big fertiliser plant and a major railway junction of North India, half of its population is yet to get potable drinking water. Neither does it have sewerage. For the past three decades, successive Punjab governments could not cover the entire population of the town with piped water supply and sewerage, despite the fact that hundreds of crores have been spent on it. A number of officials who were given the task to lay sewers and water pipes in the town a few years back preferred to construct their own bungalow instead of using fund for its intended purpose. Apart from it, the commission bond between the contractor and the officials has also led to a deterioration in the quality of work. Hardly any road remains usable for a year. Even a brief spell of rain can create potholes on a newly constructed road, thanks to the watch of quality control wing of Punjab government. With the start of the rainy season, those living in the low lying areas are facing constant threat to their health due to accumulation of dirty water. Mr Devinder Singh, a resident, said the authorities concerned have not been able to drain out the water from his locality for four years. He added that with the start of rainy season the water in pools is bound to rise. He alleged that repeated representations by the residents have not brought any fruitful result. They were unable to move freely as stink emanated from dirty pools. Residents of the town also complained that the authorities concerned including the Municipal Council was carrying out development of selective areas. The selection of areas was done on political considerations rather than on merit. The residents alleged that sanitation was bad in the town. Though the municipal council had engaged the private persons for cleanliness the outer localities and deputed regular sweepers in the internal areas, the stray animals was big problem for the residents. installation of the SAD-BJP government in the state. He
alleged that previous congress Government did nothing for
Bathinda town. He hoped the entire population would be
provided sewerage and potable water in phases. |
PM to kick off campaign in
Ludhiana CHANDIGARH, July 30 Mr Balramji Dass Tandon, Punjab Local Bodies Minister, told a press conference here today that Mr A.B. Vajpayee, Prime Minister, would formally launch the poll campaign in Punjab on August 7 by addressing a rally in Ludhiana. He charged the Congress with creating instability in the country. Earlier it did not want to give a single day to the BJP-led government at the Centre to remain in power but now it did not mind giving six months for the BJP government to continue as a care taker government. Mr Tandon said the Congress was being led by immature leadership. First, in Bihar it saved the Rabri Devis Government and then in Haryana it supported Mr Bansi Lals Government and later on withdrew support only after 15 days. It showed that the country would not be safe in the hands of the Congress. Appreciating Indias diplomatic victory on every front, Mr Tandon said a few years ago Russia was supporting India on the Kashmir issue but now the whole world, including the five Security Council members were supporting India. A decision on the candidates who will contest on the BJP ticket in Punjab would be taken on August 1 at a party meeting and recommendations made at the meeting would be sent to the party high command for approval. regional workshop on urban governance in Bangladesh,
India, Nepal and Sri Lanka held at Kathmandu had
recommended preparing a model legislative guidelines for
amending the municipal laws. The Indian delegation was

Jobs for Kargil martyrs
kin soon CHANDIGARH, July 30 Dependants of 50 Kargil martyrs besides 28 personnel killed in counter-insurgency operations belonging to Punjab are likely be provided jobs within the next month. The Punjab Government has accorded sanction to the policy regarding appointments in the states Class I, Class II, Class III and Class IV services to the dependants as a token of honour and gratitude for the jawans who made the supreme sacrifice for the country. A meeting of the Punjab Rajya Sainik Board was held in this context on July 20 which was attended by senior functionaries of the government besides representatives of the Director, Resettlement, Western Zone. Those attending the meeting felt that besides giving benefits to the Kargil martyrs, the concessions should also be given to those who were killed in action against insurgents. It was also felt in view of previous experiences that a majority of cases of the dependants did not have the requisite educational qualifications for the jobs reserved for them. The Cabinet gave its nod to the policy in this regard on July 21. According to Brig K.S. Kahlon, Director, Sainik Welfare, Punjab, the staff members at the district level have been instructed to go and meet the families of the martyrs and urge them to identify the person who should be given the job. Following this, applications would be obtained from them and forwarded to a committee set up for screening. The beneficiaries, as per the new policy, have been offered Class I and Class II jobs for the first time. The qualifications for non-technical posts would be graduation and for Class III posts, it would be matriculation. No qualification would be needed for a Class IV post. The clause of experience for any of the posts has been done away with. To expedite the appointments, the relevant provisions of the service rules will also be amended. If a person who wished to be accommodated in a particular department and there is no vacancy, then a post from the direct quota would be deemed to have been created. The recommendations of the committees constituted in this context would be binding on the departments concerned. Brig S.K. Gupta, DRWZ, says this is a very good decision and the families will be greatly benefited. It has been observed that the ex-gratia amount only lasts for a brief period and the family, especially widows, are left to fend for themselves. "We come across numerous instances where the widows are yet to get their dues even after decades. He said the state
government should also do something for those jawans who
laid down their lives in various operations prior to
January 1, 1999. |
Mahapanchayat on Aug 8 against Jagir
Kaur JALANDHAR, July 30 A mahapanchayat in the Bholath constituency has been convened by sarpanches, panches, members, block samitis, members zila parishad, to take action against Bibi Jagir Kaur, President, SGPC, for neglecting this constituency, which is represented by her. Mr Sukhpal Singh Khaira said here today that the mahapanchayat scheduled for August 8 at Nadala, would discuss the neglect of the constituency by her. The agenda would include rampant corruption and highhandedness of a coterie of corrupt persons led by Mr Balbir Singh, brother-in-law of Jagir Bibi Kaur and Manager of a gurdwara at Begawan. Entire administrative machinery of the Bholath subdivision which had reportedly been hijacked by this coterie leading to excesses on political opponents by the police and the administration in practically every village would also be discussed as well as the issue of Bholath and Begowal police stations being run as political offices of Bibi Jagir Kaur and her party. Unemployment and neglect of the Dalit population and harassment of the business community at the hands of petty officials, water-logging near the G T Road and other areas of Bholath due to non-clearance of rivulet Bein would be the other topics. But most important issue
would be absence of Bibi Jagir Kaur after taking office
as the SGPC chief. She had spent only three days in past
two months in the constituency leading to disillusionment
among residents, who remained clueless about redressal of
their daily problems and other development activities.
The residents felt that she was on a bogus image-building
trip throughout the state thereby cheating, neglecting
and leaving the innocent people of her constituency in
the hands of the above mentioned coterie. |
AISSF infighting escalates AMRITSAR, July 30 The All India Sikh Students Federation-Gill faction infighting escalated today as the president, Mr Harminder Singh Gill, today removed the secretary general, Mr Karnail Singh Pirmohammed, from the primary membership of the federation for working against the organisation. Mr Gill claimed in a press statement that the action had been taken against Mr Pirmohammed on the recommendations of the disciplinary action committee. This retaliatory action came in the wake of the removal of Mr Gill by Mr Pirmohammed from the federation after a three-member fact finding committee found Mr Gill "guilty" of some charges, including amassing of wealth. Mr Gill was placed under suspension and three pro-Gill leaders had been expelled for six years. As a result of this conflict Mr Pirmohammed was dropped, earlier from the reconstituted body by Mr Gill. Mr Gill, who is a close
confidant of the President of the newly-formed Sarb Hind
Shiromani Akali Dal, Mr G.S. Tohra, said he apprised Mr
Tohra of the matter as Mr Pirmohammed had allegedly been
planted in the organisation by certain pro-Badal leaders
in order to sabotage it. |
SAD yet to decide about
Jalandhar seat AMRITSAR, July 30 The Chief Minister, Mr Parkash Singh Badal, said here today that his party was yet to decide whether to offer the Jalandhar Lok Sabha seat to former Prime Minister I.K. Gujral. Talking to newspersons after attending the 20th death anniversary function of Mohan Singh Tur here, the Akali Dal President said talks in this respect were still in progress and decision would be taken in next few days. Mr Badal said he would announce the party candidates for the remaining six Lok Sabha seats, including Tarn Taran in next two days. Mr Badal was evasive when asked whether he would take up the inter-state dispute with the new Haryana Chief Minister, Mr Om Parkash Chautala, who has good relations with him. Mr Badal said that formation of new Akali Dal by the former SGPC President, Mr Gurcharan Singh Tohra, was not going to affect his party. My party would remain in the forefront," he claimed. Earlier addressing the function, Mr Badal paid tributes to Mohan Singh Tur and lauded his services to the Sikhs and the Akali Dal. Those spoke on the

SAD (Tohra) to contest all
13 seats AMRITSAR, July 30 Bhai Manjit Singh, Senior Vice-President, Sarb Hind Shiromani Akali Dal, has announced that his party would contest all the 13 Lok Sabha seats in the forthcoming elections. He said while three candidates had already been announced, the list of the rest 10 candidates would be declared next week. Talking to TNS here today, Bhai Manjit Singh said the election manifesto of the Sarb Hind Shiromani Akali Dal would be to provide rule on the pattern of the regime of Maharaja Ranjit Singh. The SAD (Badal) had failed to provide such rule as promised by him before the elections. All the pending issues of Punjab, including transfer of left-out Punjabi-speaking areas and Chandigarh to Punjab, would be solved, if they were voted to power in the forthcoming Lok Sabha elections. "We would give the corruption-free regime". He alleged that Mr Badal had failed to give corruption-free rule as the menace has surpassed all previous records. In yet another significant statement, Bhai Manjit Singh said that Sarb Hind Shiromani Akali Dal would give due representation to all sections of people, including Christians, Hindus, Muslims and Dalits. Bhai Manjit Singh flayed
the statement of Mr Badal that the emerging third front
would herald in an era of communalism. He said the third
front comprised all like-minded parties, whereas the BJP
was communal to the core. He alleged that SAD led by Mr
Badal and the BJP could be a greater danger to the
communal harmony in the state if voted to power again. |
Water samples contaminated HOSHIARPUR, July 30 The samples of drinking water taken by the District Health Officer (DHO) from various water supply sources of the city were declared non-potable by the state Public Health Laboratory, Chandigarh. A spokesperson of the District Health Department said here yesterday four drinking water samples were taken from the water supply tubewells of Nai Abadi, Sham Gali, Una Road and Vasant Vihar on July 1 and four from water taps in the localities of Ashok Nagar, Parlad Nagar, Krishan Nagar and Premgarh on July 7. All samples were sent to the State Public Health Laboratory Chandigarh. Bacteriologists of the laboratory stated in his report all water samples were non-potable. The DHO has written to
the Executive Officer, Municipal Council, here to take
necessary measures for the supply of potable water to the
inhabitants of the city. He has also directed his staff
to make regular checking of hotels, dhabas and halwai
shops to ensure the supply of neat and clean edibles to
the customers. The DHO has also advised to the people to
use boiled and filtered water to avoid water-borne
diseases during the monsoon season. He said that no case
of gastro-enteritis had been reported in the district so
far. |
TB patients to be
'isolated' GURDASPUR, July 30 Patients, who were shifted from the T.B. Hospital Babri Jiwanwal to the Civil Hospital here more than three months ago due to lack of adequate facilities there, are an uncared lot. The patients, attendants and even doctors resent their presence. The doctors want that the TB patients should be isolated from other patients. Dr. S.S. Sohal, Civil Surgeon, said the TB patients were being isolated in the hospital premises for the time being. When asked to shift patients to the TB Civil Hospital, Jiwanwa, Dr Sohal said the building needed to be repaired. The TB Hospital had been
given 17 acre of land by the panchayat. The land has been
encroached upon which if vacated can fetch more than Rs 1
lakh annually was he sufficient to run the hospital. |

Army against. He charged Rs 20,000 from each aspirant.
The suspect has been identified as Kulbir Singh. He was
discharged from the Territorial Army after five years of

Pension to cover panchayat
secretaries ROPAR, July 30 All arrangements have been made to cover panchayat secretaries and employees of block samitis and zila parishads under the pension scheme in the state. A notification to this effect will soon be issued to reach pension benefits to employees. This was announced by Mr Nirmal Singh Kahlon, Minister for Rural Development and Panchayats, Punjab, while addressing a gathering of panchayat secretaries and employees of the samitis and zila parishads at Ambedkar Bhavan here today. Mr Kahlon exhorted the employees and officers of the Rural Development Department to extend cooperation to the sarpanches for the proper utilisation of government funds in the villages. He claimed that promises made by the Badal government had already been fulfilled. Harassment of Cong men alleged CHANDIGARH, July 30 Chaudhary Jagjit Singh, Leader of the Opposition in the Punjab Vidhan Sabha, in a statement here today condemned the registration of a case and the subsequent arrest of a Congress MLA, Mr Amrik Singh Dhillon. Chaudhary Jagjit Singh said the case registered against Mr Dhillon was politically motivated. Earlier the government had registered cases against two MLAs of the Congress which were later withdrawn, he added. |
Bitta unhurt in mishap, 4 hurt AMRITSAR, July 30 Four commandos of the NSG escorting the former President of the All-India Youth Congress, Mr Manjit Singh Bitta, were injured as their vehicle dashed against an electric pole after colliding with a jeep coming from the Jalandhar side near Doburji village near here, this morning. Mr Bitta told newspersons that two of the injured commandos were in a serious condition. Mr Bitta said that he had a narrow escape as his car in which he was travelling on way to Hoshiarpur, narrowly escaped being hit by the jeep. The commandos' vehicle which was behind his car, however, was hit and it went out of control and dashed against a pole, he added. Mr Bitta said he
returned to Amritsar with injured commandos who were
admitted to a hospital before resuming his journey to
Hoshiarpur. |
