Prime Minister sets terms for CTBT
WASHINGTON, Sept 23 — India today made it clear that it Prime Minister A. B. Vajpayeewould sign the Comprehensive Test Ban Treaty after its need for a minimum nuclear deterrence is recognised and hurdles in dual-use technology removed even as the fifth round of Indo-US talks ended here without making any apparent progress on nuclear and disarmament issues.

NEW DELHI, Sept 23 — Defence Minister George Fernandes said here today that the Comprehensive Test Ban Treaty could not be signed in its present discriminatory form as it was much more than a mere collection of adequate data for future reference and use.

Rain claims two lives in HP; breach in choe near Ropar
SHIMLA, Sept 23 — Two persons died in separate incidents of house collapse as torrential rain continued to lash the region for the fourth day today.
ROPAR:
A breach occurred on Wednesday in a seasonal choe near Asmanpur village on the Ropar-Nurpur Bedi road, about 25 km from here, following heavy rain in the region.
