Haryana nurses to court arrest Tribune News Service CHANDIGARH, July 17 The agitating nursing staff of Haryana have decided to further intensify their agitation, which will include courting arrest by nurses here on July 19 and 20. The statewide strike by the nurses entered its 48th day today. In a statement issued here today the President of the Haryana Nursing Staff Association, Mrs Jasbir Kaur, said the morale of the nurses who courted arrest here three days ago was high in jail and sent a message to their colleagues to intensify the agitation. Meanwhile, the former Leader of the Opposition, Prof Sampat Singh, has criticised the Haryana Government for not accepting the demands of the nursing staff. He said various sections of society were unhappy with the Chief Minister, Mr Bansi Lal, who had claimed before the 1996 Assembly elections that he was a changed man. However, Mr Bansi Lal's claim, like his election promises, had turned out to be untrue. Prof Sampat Singh said there was no democratic forum available to various sections of society like farmers, traders and employees from where they could get a negotiated settlement of their demands and grievances. He alleged that Mr Bansi Lal and his colleagues were inaccessible to the public. Referring to the demands of the traders Prof Sampat Singh said before the elections Mr Bansi Lal used to say that he would constitute a committee under the chairmanship of the industrialist-turned-politician, Mr O.P. Jindal, and would accept its recommendations. The HLDR leader said ironically the Chief Minister put Mr Jindal in "cold store" after the elections what to talk of the proposed committee. |
Flood control: 1.4 lakh spent on siphon
repair From Our Correspondent FATEHABAD, July 17 The district administration has taken several steps for flood prevention. According to the Deputy Commissioner, Mr P.C. Bidhan, weed and jungle clearance under siphon RD 35,000 Bhakra main branch and repair of the siphon have been carried out at a cost of Rs 1.40 lakh. The Joya Nullah enters Haryana through the syphon at RD 35000 Bhakra main branch. The overflowing water of the Ghaggar runs in to the Joya nullah. The flood water spreads to Haderwala, Dhir, Diwana, Salampuri, Gulerwala, Budanpur, Kanwalgarh, Chimmu, Kalandergarh and Ghaswa. Though the level of water in the Ghaggar, near Ratia in the district, is about 8 feet at present, it is only halfway below the danger mark. The devastation caused by it at Khanauri in Punjab has caused apprehensions in the mind of the local people that if the discharge at Khanauri continues to increase, the residents of the district might have to witness floods this season. |
Rape case against sarpanch, panch From Our Correspondent SONEPAT, July 17 The Rai police has registered a case against Azad Singh, sarpanch of Asawarpur village, Parkash, a panch of the same village, and against the wife of the panch, Saroj, and started a probe into the allegation of rape levelled against them by a widow of the same village. The woman in an FIR has alleged that she was raped by the sarpanch and the panch with the connivance of the panch's wife on July 6. The police, however, registered a case only on July 13. The widow stated that she had approached the sarpanch sometime back for a plot on the panchayat land. On the day of the incident, Parkash went to the house of the woman at around 9 p.m. and told her that the panchayat land would be auctioned within a couple of days and that the sarpanch wanted to meet her in this connection. The woman accompanied by the panch went to the house where the sarpanch was present. It is alleged that Saroj had locked a room from outside, enabling the two men to rape the woman. The two men then threatened her with dire consequences if she narrated the incident to anyone. Meanwhile, the woman has been medically examined in the local Civil Hospital. |
Schemes for Morni area cleared Tribune News Service CHANDIGARH, July 17 The Shivalik Development Board has approved a series of schemes worth Rs 5.69 crore for the development of areas falling under its jurisdiction during the year 1989-99. The schemes include afforestation and soil conservation measures, construction of roads, bridges, and culverts. The decision to this effect was taken at a meeting of the board held under the chairmanship of the Chief Minister, Mr Bansi Lal, here today. The Chief Minister directed filling of all existing vacancies in the Education, Animal Husbandry and Health Departments on regular or contract basis so as to provide employment to the local residents. The Chief Minister also directed liberal distribution of solar lanterns for internal lighting in the Morni area. He also asked for implementation of the scheme of the Central government which aimed at providing two bulbs and one fan for internal domestic lighting on pilot basis. The board also decided to construct 70 houses for the government employees at Morni. The acquisition of land for the purpose has already been initiated. It was decided that instead of constructing new roads, priority in fund utilisation should be for strengthening, maintenance and improvement of the existing roads in the Shivalik area. It was decided that a committee of Commissioners of Forests, Animal Husbandry and Agriculture Departments and Commissioner of Ambala Division would explore the possibilities of improving the quality of livestock of high yielding breed of cow like "Sahiwal" and "Hariana". Also, a centre for the development of local breed will be located in the Morni area. This will be one of the five centres already allotted by the Animal Husbandry Department for preservation and livestock improvement of the local area. The Chief Minister directed the Managing Director of Dairy Development for providing marketing support to the milk producers of the area. He stressed that special emphasis should be laid on rural water supply schemes by building more storage tanks in those villages which did not have adequate drinking water in the villages of Morni and greater allocation of funds should be made for such schemes. The Morni Irrigation and Tubewells Corporation was directed to make all the 12 tubewells operational expeditiously. Mr Bansi Lal asked the Irrigation Department to re-examine the proposed project of constructing irrigation dams in Raipur Rani area. These would be constructed at an estimated expenditure of Rs 40 crore under the International Fund of Agricultural Development (Rome). The Chief Minister also directed that the Forest Department should liberally operate the scheme of resident share in social forestry and the poor residents of Shivalik area should not be unnecessarily harassed by the forest officials. The Commissioner, Forests, Mr H.C. Disodia, informed that the residents of the area had already organised themselves into 62 such societies in Morni area and 294 in Aravali Hills in Mewat area. The Chief Minister desired that the number of such societies should be suitably enhanced to cover the entire population so that the benefit of plantations reached the people at large. Mr Jagdish Yadav, Minister of State of Forests said that the department was already paying due attention to this aspect. |

6-day countrywide stir From Our Correspondent SONEPAT, July 17 The Janata Dal has decided to launch a six-day countrywide agitation against the anti-people policies of the BJP-led coalition government at the Centre from August 9 next. Disclosing this, Mr Ved Prakash Vidrohi, president of the Haryana Pradesh Janata Dal, told mediapersons here today that the main issues of the agitation included inflation, corruption, unemployment and deteriorating law and order situation in various states. He also said the party would launch a satyagraha and its cadres would court arrest in different states. Mr Vidrohi also disclosed that the party was also organising a state-level rally on July 25 at Bhiwani to finalise the agitation programme. All members of the state working committee and other office-bearers will take part in this rally. He also said the party would organise workers' meetings at all district headquarters to mobilise people against the anti-people policies of the state government. A spokesman of the organisation, Mr Nawal Kishor, here today alleged that the state government had been neglecting the interests of the employees for the past two years resulting in resentment amongst the employees. He said the government had earlier assured the employees that they would be granted pay scales according to the recommendations of the Fifth Pay Commission, but nothing had been done in this direction so far. Meanwhile, Mr Satyaveer Shastri, state president of the Haryana Rajkiya Adhyapak Sangh, has declared that teachers from Haryana will participate in the proposed dharna on July 22. |
HUDCO loan for Haryana Tribune News Service CHANDIGARH, July 17 The Haryana Housing Board has decided to construct 604 low income group double-storey houses in Sector-3 of Faridabad at a cost of Rs 526.88 lakh, for which the Housing and Urban Development Corporation (HUDCO), New Delhi, has sanctioned a loan of Rs 406.08 lakh. The Haryana Cabinet, which met here last evening, under the chairmanship of the Chief Minister, Mr Bansi Lal, gave the State Government's guarantee to HUDCO for this loan. The Cabinet also gave the State Government guarantee to HUDCO for sanctioning a loan of Rs 571.58 lakh to the Haryana State Electricity Board for the construction of a residential colony at Panchkula. This loan of Rs 293.75 lakh will help in building 64 houses in phase-I and another loan of Rs 277.83 lakh will help in the construction of 81 houses in phase-II. The Cabinet also gave expost facto approval to the proposal of the HSEB for raising Rs 150 crore under taxable bonds and Rs 50 crore under tax-free bonds from the market for meeting the capital expenditure on Unit VI of the Panipat thermal power station. |

body flays minister Tribune News Service CHANDIGARH, July 17 The Haryana Veterinary Association has taken strong exception to the functioning of the Animal Husbandry Minister, Mr Jaswant Singh, for what it has described as bringing developmental activities of the department to a standstill. Dr G.S Toor, president of the association, said today in spite of numerous representations the minister had not cleared the selection grade file which was awarded by the state government in 1992. No promotions, he said, were being made and in 16 districts of the state there were no regular heads. Dr Toor alleged that the minister was only instigating one cadre of the department against another. The prestigious "embryo transplant scheme" which had resulted in an expenditure of Rs 2 crore stood derailed, he said. The association's executive committee will plan the future course of action on July 25. Stolen vehicles traced Tribune News Service FARIDABAD, July 17 The linking of Faridabad with the computer of the National Crime Record Bureau, New Delhi, has resulted in solving a large number of theft cases of vehicles from various parts of the country. According to a police spokesman here today, a truck, 13 cars and five scooters from Faridabad had been traced. Similarly 16 cars, four scooters and six motor cycles, stolen from Delhi and other parts of the country and which were found abandoned in Faridabad, had also been traced. He claimed that in total 45 cases of vehicle thefts had been solved. |
Surjewala to observe fast Tribune News Service ROHTAK, July 17 Mr Shamsher Singh Surjewala, MP has decided to observe a fast on July 27 outside the Haryana Vidhan Sabha to highlight the plight of farmers. According to Surjewala, 1001 farmers will also observe fast with him. Mr Surjewala said there had been a spurt in incidents of suicide by farmers in the state due to indebtedness and other economic reasons. He demanded a survey into the suicides by farmers in the past to three years. He said because of the failure of crops, farmers has not been able to repay the loans raised from banks and money-lenders. He demanded that the interest on the loan raised by a farmer should not exceed 6 per cent per annum. The law empowering banks to arrest the farmers for non-payment of loan amount should be repealed immediately, he added. He also demanded that the land and other property of the farmers should not be attached in the event of the non-payment of the loan amount and the law in this connection should be repealed. Decision on GJU condemned Tribune News Service CHANDIGARH, July 17 The Haryana Lok Dal (Rashtriya) has demanded that the State Government should immediately reverse its decision to convert Guru Jambeshwar University (GJU) into a residential university from a technical university. In a statement issued here today the President of the party, Mr Om Prakash Chautala, said the Education Minister, Mr Ram Vilas Sharma, should quit on the issue because he had not been able to resist the decision personally taken by the Chief Minister to end the status of the GJU as a technical university. Earlier, the government had disaffiliated technical institutions in eight districts from the GJU at the instance of the then MP from Kurukshetra, Mr O.P. Jindal, and had affiliated these institutions with Kurukshetra University. Now the government had decided to transfer 17 technical institutions from the GJU to MDU, Rohtak. Mr Chautala said it was heartening that the University Grants Commission had started grant to the GJU just after one year of its birth. The university had also entered into agreements with two foreign universities for mutual cooperation. Even a Japanese delegation visited the GJU for setting up a technical education. The leader of the Opposition also demanded that the government should reopen the evening college of the MDU, Rohtak, which it had closed a few weeks ago. |
