Registration of Editor

IN the Patrika case, the learned Chief Justice of the Calcutta High Court has made himself responsible for a novel suggestion that the name of the editor of a newspaper should be registered under the Press Act. This is not the case under the existing law, and the learned Chief Justice would have the law amended to enable this to be done. But what is the justification for the proposed amendment? The learned judge seems to think that the real responsibility for everything that appears in a newspaper lies, or must lie with a certain person styled the editor, whose name must be registered with the authorities, and that whenever the authorities object to any particular writing he must be handy to be hauled up and to receive his deserts.
