ACCORDING to a Zuerich message Polish circles in Berlin affirm that the Emperor Karl curtailed his visit to German headquarters owing to the Emperor Wilhelm's rejection of the Austrian solution of the Polish question. Of all the three parts of Poland, that under Austrian rule was decidedly the best governed and that under Germany the worst. Now that Russia has ceased to count, and the Austrian solution of the Polish question is rejected, the freedom of Poland like the freedom of the rest of the civilised world msut depend upon the success of the Allies. It is interesting to note, by the way, that while the Allies are loudly and consistently proclaiming the doctrine of self-determination of peoples, the only acceptable doctrine at the present day, the Central powers are quietly proceeding with their own solutions of questions affecting the destinies of peoples with whom they have nothing in common.
