Saxena sacks DUSIB’s 2 non-official members

Lieutenant-Governor VK Saxena on Thursday ordered that services of two non-official members of the Delhi Urban Shelter Improvement Board (DUSIB), who have been continuing as expert members, be terminated. Non-official members of the DUSIB are also referred as expert members.

The L-G alleged that these individuals did not have the requisite experience in urban planning and matters related to slums, yet they were engaged with the board, officials in the L-G office said.

Bipin Kumar Rai has been performing the role of an expert member for the last nine years while Amrendra Kumar was appointed as the non-official member on March 9, 2022.

Another official said, “Kumar was appointed as non-official-member on the recommendation of the then Urban Development Minister, GNCTD.”

Earlier, AK Gupta, who was appointed as a non-official member on the recommendation of the then Urban Development Minister, and retired at the age of 72, did not fulfil the requisite qualification either, the official noted.

“Gupta, who retired as an executive engineer from the DUSIB, was over 65 years at the time of his appointment and worked till the age of 72. However, government norms state that no government employee should be allowed to work, even as a consultant, beyond 65 years,” the official said.

Furthermore, the DUSIB utilised Rai and Gupta as the officials of board and issued orders allocating them work in 2015, official said. While Rai was coordinating with and monitoring the functioning of agencies running night shelters under the overall supervision of Member (Administration), Gupta was working in the management and operation of Jan Suvidha Complexes under the overall supervision of Member (Engineering) and CEO, the official said.

Raj Niwas officials said, “Saxena also ordered that a panel of fresh names for expert members, who fulfil requisite qualifications, may be submitted for his consideration within a week.”
