NIA gets custody of youth who joined ISIS till

A special National Investigation Agency court here today remanded Areeb alias Arif Majeed, 22, in its custody till December 8. Majeed who left home in Kalyan on the outskirts of Mumbai to join the ISIS terror group last year was repatriated to India from Turkey on Friday morning.

Prosecutors representing the NIA told Special Judge PR Deshmukh that Majeed’s custodial interrogation was required as investigators needed to understand the conspiracy behind his recruitment by ISIS. The court was also told that Majeed needed to be quizzed on the training imparted to him by the ISIS.

Sources said here that Majeed had obtained training in guerrilla warfare and had sustained injuries while fighting. The FIR filed against Majeed accuses him of waging war against friendly countries.

Police sources here say Majeed had left Iraq for Turkey and called his father, Ejaz, saying he wanted to return home. Ejaz then got in touch with the authorities and sought their help in bringing his son home to India.

NIA investigators suspect that Majeed may have been sent home by ISIS to radicalize and recruit Muslim youth from India. He is also being questioned as to the whereabouts of three of his friends who left home with him to join the terror organisation.

Accident fatalities in India ‘alarming’

India contributes an astonishing 10 per cent of the world’s total accident fatalities and road accidents result in about 80 per cent of the total traffic fatalities in the country.

This was disclosed by Minister of State for Road Transport, Highways and Shipping Pon Radhakrishnan while inaugurating the international conference on ‘Road Safety Scenario in India and Way Forward’, here today.

“It is quite alarming that India constitutes about 10 per cent of the total road accident fatalities in the world. The road accident fatalities in the country constitute 80 percent of the total traffic fatalities,” he said.

Since the socio-economic cost of road accidents is estimated over three per cent of the GDP of the nation, there is an urgency to spread road safety awareness among people of all sections of society, he added.

The Minister said, “Strict enforcement of speed control, mandating the use of seat belts and helmets, ensuring fitness of vehicles plying on roads and separating lanes for non-motorist vehicles were the need of the hour”.

He further said the ministry had taken a landmark initiative to provide appropriate medical care to accident victims during “Golden Hour” and a toll free phone number, 1033, had been started for reporting of accidents.

Centre plans CCTVs in rail coaches

Unable to manage the rising incidence of murders, robberies and sexual exploitation on trains, the Government today came up with a solution to check crimes —- install CCTV cameras in train compartments notwithstanding privacy issues.

The proposal came from the newly appointed Railway Minister Suresh Prabhu. In the Lok Sabha on Thursday, he said, “If you agree and think we should do it, we can install CCTV cameras in individual compartments. Of course, some sensitivity is involved in this. People are concerned over privacy issues involved in it. But if you all feel it should be done, we will be more than happy to do it.”

Prabhu was defending the Government over MPs’ concerns around the increasing rail passenger vulnerability in the absence of adequate security deployment on trains. The minister acknowledged today that only 3,500 trains were escorted at all times. This is a pittance considering 12,000 passenger trains run every day across the country.

Records of the Indian Railways, meanwhile, paint a grim picture of passenger safety. The incidence of murders, thefts and robberies on trains continue unabated and those of sexual harassment of women and children are rising. Until October this year, an average of 22 robberies and thefts took place on trains daily; 17 cases of murders were reported through the year and 245 cases of harassment of children and women were registered.

Instances of women and children’s harassment on trains have been on the rise from 106 in 2011; 165 in 2012; 242 in 2013 to 245 until October this year. Overall, this year alone saw 276 robberies and 7,741 thefts making up 8,017 crimes in this category alone.

On the defensive, Prabhu told the MPs that the Government was contemplating several measures to prevent crimes on trains. They include a spot fine to check harassment of women and children; cell phones for Railway Protection Force (RPF) personnel deployed on trains and a move to assume administrative control of the General Railway Police (GRP), at present under state governments.

Seventeen states have already shot down Prabhu’s proposal to give up control over the GRP, principally responsible for ensuring law and order on trains and hence ensuring passenger safety.

At present, the GRP though funded to the extent of 50% by the Centre, is under the administrative control of states. The other security agency for railways, RPF, is under the Indian Railways but is responsible only for the protection of rail property, not passengers.

Prabhu said the GRP and the RPF were not working together and their integration was a must for passenger safety. “We have written to states to allow the Railways to administer the GRP for better integration with the RPF, but 17 states have opposed us. I will now write to CMs requesting this,” he said.

India, Mozambique focus on oil & gas sector

Agreeing that there was a greater scope for economic cooperation between the two countries, India and Mozambique today visualised enhanced cooperation in the oil and gas sector.

Both countries also decided to work together in tackling the threat from Ebola virus and gain through the experience of each other in dealing with it.

External Affairs Minister Sushma Swaraj today reviewed all aspects of the bilateral cooperation with her counterpart from Mozambique, Oldemiro Baloi. The two ministers agreed on further cooperation, including the increase in Indian investment in Mozambique.

The bilateral trade between India and Mozambique stands at $1.5 billion. India is among the top five trade partners of Mozambique. The southeast African country is amongst the largest recipient of Indian Lines of Credit in Africa of more than $600 million, official sources said.

There are prospects of enhanced cooperation in the areas of upstream and downstream in the oil and gas sector. India’s investment in Mozambique through foreign direct investment as well as concessional Lines of Credit has had a transformational impact.

In the first half of this year, oil major ONGC Videsh Limited (OVL) and Oil India Limited (OIL) completed the acquisition of 20 per cent participating stake in Area 1 of the Rovuma gas block at a cost of $5.075 billion. This was in addition to 10 per cent already held by another national oil company, Bharat Petro Resources Limited (BPRL).

Some of the major Indian companies that have investments in Mozambique are Tata Steel, JSPL, JSW, Essar, Midwest Africa, Coal India Ltd, etc., in coal mining; Damodar Ferro in iron ore mining’ Essar in port development; and Pure Diets, Rajarambapu Group, HK Jalan Group and Asian Tea company in agriculture.

Modi flags off first train to Meghalaya

Prime Minister Narendra Modi today flagged off the first passenger train along the 19.75-Km Mendipathar (Meghalaya) –Dudhnoi (Assam) track that connects the hill state to the rest of the country via Guwahati.

He also laid the foundation for construction of a broad gauge railway track connecting Bahairabi and Sairang in Mizoram. He vowed to facilitate expansion and modernisation of railway network and services in the country through 100% foreign direct investment (FDI) in the sector.

Modi said, “We will facilitate 100% FDI in the railway sector for facilitating horizontal and vertical expansion (modernisation) of the Railways. This will need skilled human resources and upgraded technology. We are planning to set up four railways universities in four corners of the country to produce qualified human resources to be employed in the Railways.”

He vouched for privatisation of railway stations in urban areas of the country to boost revenue generation of the Railways. “Privatisation will facilitate the setting up of modern hotels, shopping malls etc. at railway stations while trains will be run underneath of those. All railway stations should be like modern airports in the country.”

With the strategic gravity shifting from West to East, especially to Asia and Asia Pacific, "India faces security challenges in the region due to an assertive China and an intrusive Pakistan", the IAF chief, Air Chief Marshal Arup Raha, said on Saturday.

"The situation is not good for the environment, as peaceful rise of China remains a distant dream. An assertive China is investing heavily in developing military power, especially aerospace power, laying claims on international waters, island territories and air space over South China Sea and East China Sea," Raha said during the Eighth Annual Air Chief Marshal LM Katre Memorial Lecture.

Noting that the situation in South Asia spawning Afghanistan and Pakistan was going to be delicate, especially after the withdrawal of the US-led allied forces, the chief of air staff said Pakistan was the fountainhead of terrorism, encouraging terrorist activities despite being a part of the global war on terror.

"Withdrawal of American and western forces from Afghanistan will create a very delicate situation for India in terms of some conventional threats to us. Similarly, the IS (Islamic State) gaining strength in West Asia poses another challenge for us to deal with proper planning and induction of forces, especially aerospace power," he said. Raha said China was developing capabilities to fight major conflicts over the next 35 years, as mentioned by a security analyst in Hong Kong in an article recently. — IANS

The BJP appears to have agreed to give estranged ally Shiv Sena “around 10 ministries” in the Devendra Fadnavis-led Maharashtra government. The state Cabinet expansion is likely to be held on December 1.

Sources said “four to five could be Cabinet berths” among the ministries offered. Though the saffron party is still unwilling to concede either the Deputy Chief Minister’s post or the all-important Home Ministry to the Sena, it remains to be seen whether its ally will drop its demand.

Fadnavis has already said the BJP wanted the Sena to be part of the government and hoped that the initiative to bring it on board would succeed. However, there is still scepticism considering the ups and downs the BJP-Sena relationship has gone through over the past couple of months.

In Mumbai, BJP leader Subramanian Swamy today visited Thackeray to work out a solution. Outside Matoshree, Swamy told reporters that he would meet BJP president Amit Shah to work out a solution between the two parties.

In a brief chat with mediapersons soon after his arrival here on a private visit, Yadav said Modi “is working very hard and he has reached today’s position through hard work,” he said.

Yadav, however, also quickly questioned the performance of the Modi government at the Centre and the unfulfilled promises he made to the country during the Lok Sabha elections. “He had made tall promises and his government has much to achieve,” he said.

Yadav and his son Akhilesh Yadav, the Chief Minister of Uttar Pradesh, arrived here this afternoon reportedly to attend the wedding ceremony of the daughter of the former Medical Council of India president Ketan Desai. Soon after their arrival, junior Yadav left for Gandhinagar to call on his Gujarat counterpart and Modi’s disciple and political successor Anandiben Patel.

The two Chief Ministers were closeted together for about 45 minutes but what transpired was not immediately known. Yadav refused to divulge the details claiming that it was “purely a courtesy call.”

On behalf of Patel, an official spokesman of the state government only issued a one-line statement informing the media about Yadav’s “courtesy call” on the Gujarat Chief Minister.

Unconfirmed sources said Andhra Pradesh Chief Minister Chandrababu Naidu was also among the invitees but his itinerary was not immediately known.

The communal tension in the Aligarh Muslim University (AMU) has diffused following the BJP’s decision to shift the venue of the birth anniversary celebrations of Jat King and land donor Raja Mahendra Pratap.

According to AMU Vice-Chancellor Lt Gen Zameer Uddin Shah (retd), the 128th birth anniversary of Raja Mahendra Pratap on December 1 would now be organised at the Raja Mahendra Pratap Park near Tasveer Mahal in the Civil Lines area.

“The concerned parties have accepted his proposal and assured that there will be no gathering outside the AMU gate,” said AMU spokesperson Rahat Abrar. Earlier, the BJP had agreed to shift the venue about 300m from the university main entrance.

Vice-Chancellor Shah has announced that as part of AMU’s academic activity, a seminar would be organised on Raja Mahendra Pratap’s contribution to the Indian freedom struggle. He said that the date of the seminar would be announced soon.

Sources said the BJP went on the back foot after a Hindi daily prominently published a report about the Jat Raja being against the Jan Sangh, the predecessor of the present day BJP.

In 1957, as an Independent Lok Sabha candidate, the Raja had defeated former Prime Minister Atal Behari Vajpayee in Mathura.

Meanwhile, as a precautionary measure, Section 144 has been imposed in Aligarh till December 15.

GSAT-16 launch on Dec 5 aims at improving telecom services

Indian Space Research Oraganisation’s (ISRO) communication satellite GSAT-16 is all set for launch from Kourou in French Guiana on December 5. The satellite aims at increasing the number of transponders that in turn enhance the satellite-based telecommunication, television, VSAT services in India.

ISRO has hired the French company Arianespace for launching the satellite. The satellite will be launched into a geosynchronous transfer orbit (GTO) by Ariane-5 VA-221 launch vehicle. After its injection into the orbit, ISRO’s Master Control Facility (MCF) at Hassan in Karnataka will take control of the satellite and perform the initial orbit raising manoeuvres using its Liquid Apogee Motor (LAM). Finally, it will be placed in the vicinity of circular geostationary orbit.

Following this, the deployment of appendages such as solar panels, antennas and three axis stabilisation of the satellite will be performed.

With 48 transponders, GSAT-16 has the potential of carrying to the space more transponders than what the other ISRO’s communication satellites have been able to achieve to date. The satellite will have 12 Ku band transponders each with 36 MHz usable bandwidth with a footprint covering the Indian mainland and Andaman and Nicobar Islands.

About the satellite

  • GSAT-16 will be the 11th among GSAT series of Indian communication satellites and will have a lifespan of 12 years
  • It is similar to GSAT-15 with each satellite weighing 3,150 kg and having power generation capacity of 6.8 kW
  • GSAT-16 will offer 24 transponders in the C-band, 12 in the extended C-band and another 12 in the Ku band

Rumours of live wire led to Patna stampede: Official

Rumours that a live cable wire had fallen as well as administrative lapses led to the Dussehra day stampede here that left 33 people, mostly women and children, dead, an official said on Saturday.

“Rumours that a live cable wire had fallen near the exit of one of the gates of the Gandhi Maidan led to panic resulting in a stampede,” Principal Home Secretary Amir Subhani told the media here, a day after a panel probing the stampede submitted its report to the state government.

A two-member inquiry commission, with Subhani and Additional Director General of Police Gupteshwar Pandey, was set up by the Bihar government to probe the stampede.

Subhani also said there were administrative lapses that contributed to the tragedy in which over 30 people were also injured.

“The Patna district administration, Patna police, Patna Municipal Corporation and Patna traffic police failed in their duty of crowd control management and other arrangements for holding such a big event,” he said.

According to him, the lighting arrangements at the venue were inadequate and several officials including magistrates deployed on duty were missing at the time of the tragedy.

“We have recommended to the state government to take administrative and disciplinary action against officials responsible for these lapses,” Subhani said.

Subhani and Pandey had recorded the statements of then Patna district magistrate Manish Kumar Verma and then Patna SP Manu Maharaj along with magistrates who were on duty at the Gandhi Maidan.

They also recorded the statements of the injured and collected information about the incident that occurred after the burning of Ravana’s effigy. — IANS
