Jalandhar, November 24 Under the scheme, only e-stamp papers will be accepted for any registries of the value of Rs 50,000 or more. A meeting of the staff of private company Stock Holding Corporation of India Limited (SHCIL) was held with revenue officials on Thursday last. A training session of the staff is underway for the implementation of the project in Jalandhar, which is one of the few cities to launch the project in the first phase. The launching of the scheme will come as a great help to the applicants who have to run around especially in days of shortage to procure multiple stamp papers of Rs 500 or Rs 1000 of the total denomination to equal the value of stamp duty for the registration of properties. The stamp vendors are also often seen fleecing the customers by charging more amount from the customers than the actual value of papers. The stamp vendors in the district, however, will continue to sell stamp papers of lower values required for other purposes. In the new system, the registry clerks will be able to check the confirmation of the deposition of the amount in the state exchequer by verifying the unique ID numbers and details of the e-papers furnished by the applicants at the tehsils at the time of the registry of properties on their computer systems. Jalandhar, November 24 According to RP Singh, District Transport Officer, the two-wheeler driving test will be conducted on serpentine tracks, especially laid for such vehicles. There will also be three other types of tracks which will deal with the testing of four-wheeler driving. One will be a four-wheeler “8” track, four-wheeler parallel parking track and a four-wheeler gradient test track. “In earlier times, the driving test used to be conducted on roads and there was only visual check to test the efficiency of a person to drive a vehicle safely and following all prescribed rules. However, now there would be various electronic gadgets to keep a check on the ability of the driver,” said Singh. While hinting towards a slight increase in the driving licence fee, he said the test being webcast live in the company’s headquarters in Chandigarh and Delhi as well as in his own office, will put an end to corrupt practices involved in getting a driving licence. He further said that the two centres to be operated upon by a private company would also have motion sensors enabled CCTV cameras; web-casting facility. Besides, 10 cameras would be installed at each location. There would also be a finger print scanner based system where the applicant’s biometric would be matched before the commencement of the test. On the both sides of the track, there would be pine cones which emit the sound of a beep when hit by a vehicle. The Punjab Transport Department recently announced the construction of 34 hi-tech tracks for the driving test in the state. The land on which these tracks are to be laid would be acquired from various departments like Technical Education, Revenue, Local Government, Irrigation, Higher Education, PUDA and ColoniSation. |

Jalandhar, November 24 Also, the Police Department is facing flak from the councillors for failing to take any action against the cops who, despite being present in huge numbers, failed to prevent the Union workers from entering the meeting hall, causing a threat to the lives of the people’s representatives and public servants present at the meeting. While the MC is already facing a complete boycott by the Congress councillors over the implementation of the solid waste management project in the city for the past few days, the mass threat announced by the SAD-BJP councillors will bring the MC to a standstill if the MC fails to take any action by Tuesday. Mayor Sunil Jyoti said he had already made the Municipal Commissioner aware about the councillors’ demands and had sought the registration of a first information report (FIR) in the case. This is a serious concern and I have informed the Municipal Commissioner about our mandate. I am hoping that he will allow the law to take its course in this issue by registering an FIR in the case, said Jyoti. The scene at the MC house meeting, held on November 4, turned chaotic when sanitation workers and some Congress councillors stood on tables to make their voices heard against the implementation of the solid waste management project in the city. Partly consumed mineral water bottles were also flung across by those lodging their protests. The SAD-BJP councillors have threatened to resign if the MC failed to take any action against the union leaders and the erring police officials by Tuesday. |
1 killed in accident
Jalandhar, November 24 Immediately after the accident, the truck driver fled from the spot. The deceased was identified as Surjit Singh of Kakra village. His wife Amarjit and daughter Neetu sustained injuries in the mishap. The police said the truck was heading towards Phagwara from Jandiala when it collided with the car. Surjit, who was driving the car, got stuck in the damaged car and died on the spot. Villagers took half an hour to take his body out of the car. A case of negligent driving was registered against the unknown truck driver at the Jamsher police post. |
319 lives lost on rly tracks in Doaba region
Jalandhar, November 24 Such deaths occurred due to accidents on the tracks or due to natural circumstances, but what has triggered an alarm bell for the Government Railway Police (GRP) is that the railway tracks are also being specially chosen for committing suicides. As per the data compiled by the GRP Jalandhar till November this year, as many as 319 persons have lost lives on the tracks. Out of these, 253 are men, while the remaining 48 are women. The maximum 45 casualties were reported on the tracks in the month of June, followed by 35 in August, 34 each in July and September, 30 in October and 28 in May. In the running month, already 11 deaths have been reported on the tracks. In the railway accidents in which casualties were reported due to accidental deaths on the tracks, 213 have lost lives. Out of these,186 were men, while 27 were women. Till date, a total of 55 suicides were reported on the tracks, of which 11 suicides were committed by women, while the remaining 44 by men folk. The maximum 10 suicides were reported in the month of May, followed by eight in August, seven each in February and October and six in September. The GRP’s data further stated that around 33 persons had died naturally on the railway tracks. It included bodies recovered from the railway station or tracks, or persons who died naturally in the trains. 229 unmanned level crossings in the region
As per the website of the Transport Department, Punjab, the Doaba region has 229 unmanned level crossings. It further states that under the jurisdiction of the Jalandhar GRP thana, maximum 73 unmanned level crossings exist on the Phagwara-Nawashahr railway link followed by 43 in Jalandhar-Pathankot, 39 in Jalandhar-Nakodar, and 27 in Jalandhar-Hoshiarpur and 26 in Jalandhar-Ferezepur tracks. Sources said there were reportedly 75 highly critical unmanned level crossings in Punjab, of which maximum 18 fall in the Jalandhar region. About six critical unmanned level crossings exist on the Jalandhar-Pathankot track, two on Jalandhar-Ferozepur, two on Nakodar-Lohian Khas, two on Jalandhar-Nakodar, five on Phagwara-Nawanshahr and two on Jalandhar-Hoshiarpur. |
Resentment over youth’s arrest in drug recovery case
Jalandhar, November 24 Gurpreet Kaur, wife of Pawan Preet, alias Johny, a resident of Kakra Kalan, accompanied by villagers, alleged that the Shahkot policemen had picked up her husband from their house on November 22. When we asked the police why Johny was being taken to the police station, cops didn’t give any satisfactory reply, but only said that he would be sent back home soon. The policemen told us that Johny was being taken along as the police would take a pledge from him to shun drugs, Gurpreet Kaur told mediapersons. Last evening, they came to know that Johny had been formally arrested by the police with 30 gm of drug powder. When they questioned the police about his arrest, they said, Johny was a drug peddler and drugs were recovered from him. Gurpreet Kaur, along with several panchayat members, said when Johny was picked from a house in Kakra Kalan, why did the police show his arrest from a naka? Showing a copy of the FIR, Gurpreet Kaur revealed that it was stated in the FIR that when the Shahkot policemen were patrolling on the Shahkot-Bagga village road, they noticed a youth who, after seeing the police, tried to hide himself in the fields. On suspicion, when the cops stopped him and searched his pockets, 30 gm of drugs powder was recovered from the youth, later identified as Pawanpreet, alias Johny. A case under Section 22-61-85 has been registered at the Shahkot police station. Villagers alleged that they had seen the police picking up Johny from his house in the village and on the basis of the villagers account, they would also file a writ petition in court to establish that the youth was implicated in the drug peddling case. Shahkot SHO Manjit Singh denied the allegations of implicating the youth inthe drugs case and said Johny was a notorious person. Two times earlier also, he was nabbed by the Faridkot and Sultanpur police with 30 gm of heroin and 15 gm of drugs powder, respectively. He was on bail in these cases and again indulged in drug peddling. |

Jalandhar, November 24 Union activists said despite the state policy of regularising teachers after every three years, the teachers of the union were not being regularised even after six years. As many as 14,000 teachers of the union have been working in the state for the past six years. Union activists said even though it had been agreed upon, in a meeting with them on March 2, by the state CM that a committee regarding regularisation policy would be constituted; despite their taking up the issue with education ministers and the DGSE many times, the committee had still not been constituted. Union activists demanded that the declaration regarding the constituting of the committee be made final by the CM soon. Union activists said if the government did not pay heed to their demands soon then they would attend school across the state wearing black badges from November 25 to 30 which would be followed by burning of effigies across the state from November 30 to December 7. In the meeting held at the Desh Bhagat Yadgaar Hall, the union also made a declaration regarding the state being divided into four zones for each of which one president and a vice president were appointed. Leaders Arjinder Singh from Amritsar, Sukhdeep from Barnala, Daud Alam from Jalandhar, Deepak from Muktsar, among others, were present on the occasion. Roadways staff defer protest at transport minister’s hometown
Jalandhar, November 24 The rally was scheduled to take place on November 22 that has been deferred to December 3 as the transport minister in meeting with committee has assured that some of the demands will be fulfilled by then. Committee general secretary Jagdish Singh Chahal said in a meeting with the transport minister on November 17 in the presence other high officials of Punjab Roadways, the transport minister has promised that 60 buses debt-free PUNBUS buses would be merged with mainstream Punjab Roadways fleet and the other 205 debt-free PUNBUS buses would be merged by December 31. Apart from this, the demands, including providing jobs to the kin of deceased Punjab Roadways employees and providing uniforms to employees would be fulfilled by December 3. Chahal said demands including promotion workshop staff and inspector and fulfilling the post of yard master have not been considered in the meeting. He said the department was asking for three years experience for the promotion of workshop employees and five years experience for inspectors’ promotion, despite of the fact they for the past more than a decade they have been working on the same position. |
Institute work to be streamlined with transparency, says new director

Jalandhar, November 24 Prof S Ghosh held his present position the institute’s director after former Director Prof SK Das was asked to proceed on a leave, following a recent meeting of the board of governors of the institute. The move was taken, owing to irregularities discovered during Das’ tenure at the institute. Prof S Ghosh today said meetings of all the 16 deans of the institute would be conducted on a weekly basis— with a committee meeting being conducted every week – during which deans would be asked to take up various problems. “The aim now will be to bring complete transparency to the institute. While the institute work has certainly taken a back seat, owing to the lack of any BoG meeting being held for the past over a year, the aim now would be to streamline the institute working. Apart from the meetings of deans, department heads will also be meeting once in a month and the matters discussed by the deans will further be taken up by heads,” he said. Speaking about the positions at the NIT, the directors said we would try to remove people put up on disciplinary positions and replace them with newer appointees. While the committee appointed by the president has to submit its findings to the Ministry of Human Resource and Development within two weeks, sources said many of the key decisions regarding funding and appointments at the institute would be taken only after the findings of the report are out. While the institute has also been sans any Central Government grants during the present financial year, due to the former director self nominating himself as the chairman of the institute, no meeting had taken place for 15 months due to which central grants were not allocated. Director S Ghosh said it was to be determined whether a proper balance sheet for the past few months had been made or not. Ghosh said the finding of the balance sheet and future budgetary decisions in the future BoG meetings, would determine the easing of the fund crunch which the institute was presently undergoing. |

State Higher Education and Language Minister Surjit Singh Rakhra today stated this at the local Lyallpur Khalsa College for Education in Jalandhar during the annual prize distribution ceremony at the college. Speaking on the occasion, Rakhra said sincere efforts were being made for the betterment of the Punjabi language and literature in the state as per which a special Punjabi week was being celebrated in various cities of the state. He said future projects for the development of the Punjabi language in the state would be devised by taking the advice of intellectuals and scholars of the language.
