More fiscal powers for Haryana top officials Chandigarh, November 11 In his November 6 order, Finance Minister Capt Abhimanyu has allowed the Secretary or Special Secretary of Joint Secretaries to dispose of cases of extreme urgency in case of absence of the Finance Minister or Additional Chief Secretary (Finance) from Chandigarh. But these will have to be shown to the Finance Minister on his return to Chandigarh. Similarly, important cases will have to be shown to the authorities at the next level. Before taking any decision, the authority concerned will be responsible for prior consultation and approval of other departments as required under the rules. It will also be responsible for making a decision in conformity with the government policy. Important policy decisions, including creation of Class I posts, all Budget proposals, correspondence between the Central and state governments, approval for new vehicles, loans to ministers and MLAs and re-employment of Class I and II officers would continue to be submitted to the Finance Minister. Files on distribution of work among Finance Department officials, allotment of vehicles from surplus pool, sanction to purchase and sale of immovable property by gazetted officers and sanction of LTC to gazetted officers would be submitted to the Additional Chief Secretary/Principal Secretary.What new rules say *
