Haryana waives stamp duty on property transfer to kin

Days after Punjab waived stamp duty on transfer of immovable property by an owner to any of his blood relations, the Haryana Government today announced to give similar relief to its residents.

The decision was taken by the Haryana Cabinet that met under the chairmanship of Chief Minister Bhupinder Singh Hooda. Addressing a press conference after the Cabinet meeting, Hooda said levying stamp duty on transfer of property within the family and among blood relations was a hindrance to such transfer.

“Non-transfer of property among these blood relations leads to avoidable disputes and litigation between siblings and other blood relations. This step will go a long way in safeguarding the interest of spouses in adverse family circumstances,” he said, adding that the Cabinet had also decided to exempt mortgage deeds for securing bank loan up to Rs 5 lakh executed by women Self Help Groups from payment of stamp duty. The Cabinet also decided to adopt the 2011 policy of the Punjab Government to regularise employees but deferred providing any immediate relief on toll charges.

However, the government constituted a two-member committee comprising the Principal Secretary, PW (B and R), and the Engineer-in-Chief to negotiate charges for different categories of vehicles and submit a proposal in a fortnight. The Cabinet decided to approach the Central Government to provide relief and reduce rates.

Having agreed to regularise contractual, daily wager and work-charged employees in group B, C and D category before the parliamentary elections, the Cabinet today gave its nod to a policy according to which the employees who had completed three years of service as on date, were employed against a sanctioned post and recruited in a transparent manner would be regularised.

“We have also followed the Supreme Court order and all those who were irregularly employed (not through employment exchange or advertisement) and illegally appointed (did not meet essential qualification criteria or were not employed against sanctioned posts) will also be regularised,” Hooda said, adding that the policy would be applicable with effect from May 28.

The group B employees working on adhoc basis whose services could not be regularised vide the state government policy dated March 7, 1996, due to withdrawal by the state government vide letter dated December 8, 1997, should also be regularised with effect from the date they were eligible as per policy dated March 7, 1996. Other terms and conditions of regularisation would remain the same. These decisions would be applicable to employees who were currently working with the government.
