DSP (City I), Mohali, Gurbans Singh Bains was today arrested on corruption charge and dismissed from service. Bains allegedly received a “hawala” consignment of Rs 40 lakh through his wife at Ludhiana yesterday. An unlicensed foreign-made Webley Scot revolver was also seized from his Patiala residence.

“Two cases — one at the Mataur police station and another at Patiala — have been registered against Bains. He is under arrest,” said Mohali SSP Gursharan Singh Sandhu.

The police also arrested Chandigarh-based NK Goel from whom Bains’ wife received the “hawala” consignment at Ludhiana.

Bains’ dismissal was effected under Article 311 of the Constitution.

A case under various sections of the Prevention of Corruption Act and the IPC has been registered at the Mataur police station, which was under his jurisdiction till yesterday. Another case against him has been registered under the Arms Act at the Patiala Civil Lines police station.

Mohali Superintendent of Police (Detective) Gursharandeep Singh Grewal has been entrusted with the inquiry.

Sources said senior officials had received several corruption complaints against DSP Bains. He had amassed assets disproportionate to his known sources of income, they added.

Goel, a resident of Sector 20 D, Chandigarh, was said to be his associate through whom he used to give shape to his nefarious designs.

Yesterday, Goel went to Ludhiana to receive a consignment of Rs 65 lakh “hawala” money, out of which Rs 40 lakh was meant as illegal gratification for DSP Bains.

Bains’ wife Amardeep Shergill went to Ludhiana from Patiala to collect the amount. After receiving the money, she put that in a locker at the Mall Road (Ludhiana) branch of HDFC Bank. A gunman of Bains accompanied Shergill, while another was deputed with Goel by the police officer.

“During a search of the said locker, Rs 41 lakh, $1,464 and 58 Singapore dollars, were recovered. The bank record showed the locker was operated by Amardeep Shergill yesterday,” the police said.

A sum of Rs 20 lakh was seized from Bains’ another locker with OBC Bank, West End Mall, Ferozepur Road, Ludhiana. Bains also has lockers in several other banks. His lockers and bank accounts have been sealed.
