PDP MLA slaps marshal in J-K House

The Jammu and Kashmir Legislative Assembly today witnessed unruly scenes when a People’s Democratic Party (PDP) legislator slapped a marshal of the House thrice.

Barring two PDP legislators, including Leader of Legislature Party Mehbooba Mufti, all party MLAs were escorted out by marshals after Speaker Mubarak Gul ordered the marshals to remove the shouting legislator, Syed Bashir, from the House. Bashir represents the Rajpoora constituency of south Kashmir.

Earlier in the day, the Opposition staged a walkout over the transfer of the Investigating Officer (IO) probing the molestation charge against a former minister. It all began during a discussion on the grants of the Agriculture Ministry in the Assembly. Bashir trooped into Well over the “failure” of the state government to provide rations to Kashmiri migrants living in Jagti township.

The agitating PDP legislator sought to know from the government as to why rations were not provided to Kashmiri migrants living in Jagti township for February. It is supposed to release the ration by the fifth of the month. The Speaker asked Minister for Agriculture Ghulam Hassan Mir to present the grants of his ministry but the PDP MLA refused to take his seat and stormed into the Well, forcing the Speaker to direct a marshal to remove the shouting legislator from the House.

As the marshals were evicting Bashir, other PDP legislators -- except Mehbooba Mufti and Abdul Rehman Veeri -- rushed to Bashir’s aid.

When they too created an uproar in the House, the Speaker ordered their removal as well. As the marshals were escorting them out, Bashir caught hold of the collar of a marshal and slapped him thrice.

The remaining PDP members -- Mehbooba and Veeri -- tried to draw the Speaker’s attention to the issue but failed to get any response from the Chair. So they too staged a walkout.

The Speaker said that law would take its own course. “I strongly condemn such behaviour. The Assembly staff has been asked to show me the video footage of the House proceedings. We will initiate action according to the law,” he said. Gul alleged that “under a well-planned conspiracy in the election year, the PDP wants to take the House hostage. Nobody will be allowed to do that”.

He said strict action would be initiated against legislators if they resorted to the similar behaviour in the House again. Later, addressing mediapersons, Bashir said, “I am a weak person. How can I push and slap someone? I felt humiliated when the marshals caught hold of me and forcibly tried to remove me from the House.”

MLAs go shirtless in UP House
Protest against plight of sugarcane farmers, poor power supply

Lucknow, February 19
The Uttar Pradesh Assembly witnessed a new low today as two Rashtriya Lok Dal MLAs went shirtless inside the House. They were protesting against the plight of sugarcane farmers, inadequate power supply to farmers and closure of Modi Spinning and Weaving Mills.

Modi Nagar MLA Suresh Sharma and Chaprauli MLA Veerpal Rathi stood up on their benches and took off their “kurtas” as soon as Governor BL Joshi began his address to the joint session of the Vidhan Sabha on the opening day of the Budget session.

Bahujan Samaj Party members were on their feet, holding banners against the Akhilesh Yadav government.

Congress members paraded banners hitting out at the state government for its failure to address the farmers’ problem as well as its inability to catch the Bijnore man-eater tiger that had killed 10 persons so far.

The ruling Samajwadi Party government interrupted the Governor’s address with Parliamentary Affairs Minister Mohd Azam Khan calling the Opposition members “shameless”.

“These people are trying to teach us parliamentary etiquette when they themselves do not possess any. ‘Yeh sab toh khud hi nange hain’,” he said.

Amid the din, Governor Joshi cut short his address and left. Even after his departure, the House refused to settle down leading to adjournment.

When the House reassembled, Speaker Mata Prasad Pandey asked the Opposition to maintain the dignity of the House.

Leader of Opposition Swami Prasad Maurya said the RLD MLAs acted in desperation after failing to get the government’s attention despite efforts to raise the issue of the plight of farmers.
