Virbhadra CD case: Vigilance nod to action against Himachal SP, ex-DGP

The Vigilance and Anti-Corruption Bureau today recommended departmental action against retired Director General of Police DS Manhas and Superintendent of Police Hardesh Bisht for allegedly concealing evidence and recording false statements while investigating the CD case against Chief Minister Virbhadra Singh. A Shimla court has already acquitted the CM in the case.

The bureau completed the inquiry and submitted its report to the Home Department today. The third person facing such an action is retired Inspector Daya Sagar. All three persons were associated with the Vigilance investigations in the case registered against the CM and his wife Pratibha Singh in August 2009.

“Based on prima facie evidence of wilfully concealing the report of the State Forensic Science Laboratory, Chandigarh, and recording false statements of PC Jain and Kapil Mohan, the Vigilance has recommended departmental action against the three police officers,” said AP Singh, Deputy Inspector General of Police, Vigilance.

While Manhas retired as the DGP in August 2012, Hardesh Bisht is still in service and posted as the Commandant, Home Guards, in Kinnaur.

It was on December 24, 2012, a day before Virbhadra Singh assumed office as the Chief Minister of the state for the sixth time that he, along with his wife, was acquitted by the district court.

The controversial CD was released to the media by former Congress minister Vijai Singh Mankotia just before the bypoll to the Hamirpur Lok Sabha seat.

The reason

  • The bureau has recommended action against retired Director General of Police DS Manhas, Superintendent of Police Hardesh Bisht and retired Inspector Daya Sagar
  • They were associated with the Vigilance investigations in a case registered against CM Virbhadra Singh and his wife Pratibha Singh in 2009
  • They have been charged with concealing evidence and recording false statements during the investigation.
