Punjab rewards ‘loyalists’ with plum postings

The Punjab Government has decided to reward turncoats (who quit the Opposition Congress and joined the Shiromani Akali Dal) and its old-time loyalists with chairmanship of various boards and corporations.

While doing so, the government failed to consider criminal cases registered against two of these appointees.

Barjinder BrarThose who received the largesse doled out by the government today include former Congress minister-turned Akali leader Avtar Singh Brar, former Congress MLA-turned Akali leader Parkash Singh Bhatti and Moga MLA Joginder Pal Jain who had left Congress and joined the SAD in 2012. Others were sons of former speaker Nirmal Singh Kahlon and former minister Tota Singh - Ravi Karan Singh Kahlon and Barjinder Singh Brar respectively.

While Brar, who joined the SAD a few months ago, has been appointed the chairman of the cash-strapped PEPSU Road Transport Corporation, Parkash Singh Bhatti is the new chairman of the Punjab SC Land Development and Finance Corporation. However, what is most intriguing is the appointment of the Moga MLA as the chairman of the Punjab State Warehousing Corporation. His appointment to the same post was quashed by the Punjab and Haryana High Court on October 31, 2013.

Jain, who resigned from the Congress on December 26, 2012, was appointed the chairman of the Punjab State Warehousing Corporation the very next day.

Though Jain had later resigned as the MLA and won the re-election last year, the court, while quashing his appointment, had also taken into account cases pending against him.

In a balancing act, Jain’s political opponent Barjinder Singh Brar has also been appointed the chairman of the Punjab Health Systems Corporation. Brar’s name had cropped up in the Moga sex scandal and he was booked under Section 384 (punishment for extortion) of the IPC. The Supreme Court had later stayed framing of charges against him.

Ravi Karan Singh Kahlon has been appointed chairman of the Punjab Water Resources Management and Development Corporation. Sources said his appointment was a way to honour his father Nirmal Singh Kahlon, whose other son Shiv Kiran Singh Kahlon could not be included in the IAS from among the non-PCS officers.

Chief Minister Parkash Singh Badal today gave his nod to the appointment of 10 persons as chairmen of various boards and corporations.

Others who have been appointed are SGPC member Dyaal Singh Kolianwali (chairman of Punjab Agro Food Grains Corporation), Akali leader Avtar Singh Hit (chairman of Punjab State Industrial Development Corporation), Sukhwinder Singh Aulakh (chairman of PUNSEED), Vijay Danav (chairman of Dalit Vikas Board), Raj Kumar Atikaaye (chairman of Safai Karamchari Welfare Board) and Gurbachan Singh Bachi (member of the Board of Directors of Punjab State Power Corporation Limited). Formal orders regarding these appointments are yet to be issued.

The ‘tainted’ ones

  • Moga MLA Joginder Pal Jain, who had left Congress and joined the SAD in 2012, is the new chairman of the Punjab State Warehousing Corporation. He was booked for fraud
  • Former minister Tota Singh’s son Barjinder Singh Brar, whose name had cropped up in the Moga sex scandal, has been appointed the chairman of the Punjab Health Systems Corporation.
