Uttarakhand Addl Secy booked on rape charge

JP Joshi, the Additional Secretary posted in the Uttarakhand Home Department, has been booked on rape charge. He has been accused of raping a woman on the pretext of giving her a job.

The 26-year-old victim, who hails from Uttarakhand, had lodged a zero-FIR at Pandav Nagar police station in east Delhi.

Joshi has filed a counter FIR against the woman in Dehradun for allegedly maligning his reputation.

The woman’s story was highlighted by a television channel on Friday which claimed that it had done a sting operation with her help and showed pictures of the officer in a compromising position with the woman. She later lodged a zero-FIR in New Delhi. In a zero-FIR, a first-information report can be filed in any police station irrespective of the place of incident and it can later be transferred to the police station where the incident allegedly happened.

To counter the allegations, Joshi filed a complaint in the Vasant Vihar police station in Dehradun accusing the victim of indulging in blackmail, conspiracy and forgery.

The case has been registered under Sections 355, 504 of the Indian Penal Code and Section 65 of the IT Act.

“A complaint has been filed against three persons, which includes a woman, with charges of blackmail and conspiracy,” SP City Navneet Singh Bhullar told The Tribune. Joshi has accused the girl and the two men of calling him on his mobile phone, threatening him and demanding money. He has also provided three mobile numbers to the police from which he was allegedly receiving threatening calls.

About the woman’s complaint against the additional secretary, SP City said, “We are yet to receive the copy of the FIR from the Delhi Police, so we cannot comment on it.”

The victim has also alleged that the officer could influence the case in Dehradun because of his high position in the administration as the police come under the Home Department where Joshi is a senior officer. 

False job promise

The 26-year-old victim hailing from Uttarakhand had accused an Additional Secretary in the Uttarakhand Home Department of raping her for three years on the promise of getting her a job
