HP Ranji cricketers in vigilance net for forging
domicile certificate

A current Himachal Pradesh Ranji team member, Vikramjeet Singh Malik, and two former players — Kuldeep Diwan, Sobers Joban — are in the state vigilance bureau net for furnishing fake domicile certificate to gain entry into the state side for the premier national domestic tournament.

The probe is not just restricted to three accused only, four former Ranji players are also under the scanner for giving fake bonafide Himachal Pradesh resident certificates to represent the state.

State Vigilance and Anti Corruption Bureau Deputy Inspector General of Police AP Singh said, “Already, a chargesheet has been filed against Kuldip Diwan in the court. Vikramjeet Singh Malik and Sobers Joban are also the accused in the case. The case of cheating, forgery and false documentation has been registered under sections 420, 467, 468, 120-B and 132 of the IPC at Solan Regarding the other four players, the investigation is in the final stages now.”

Malik, who played for the state in the last Ranji season and represented Rajasthan Royals in the IPL play-offs this year registered himself with the Himachal Pradesh Cricket Association (HPCA) as a resident of Solan.

The veracity of his claim has been authenticated by a councillor and a former Congress MLA Sanjay Awasthi, who was also the then president of Solan District Cricket Association.

Sources said Kuldeep Diwan furnished the documents claiming himself to be a resident of Kullu but represented the state from Kangra District Cricket Association. Delhi-based Sobers Joban played for Himachal Pradesh as a registered member of Chamba District Cricket Association.

It is learnt that majority of players under the investigation managed to get domicile certificate either by furnishing false information or in connivance with district officials.

Questions are also being asked how so many players managed to cock a snook at the state cricket body. Vigilance bureau officials refrained from dragging the Himachal Pradesh Cricket Association (HPCA) officials’ into the controversy, though they did not rule out the connivance of district units officials.

HPCA officials have vehemently criticized the bureau’s action saying that they have no mandate in meddling with cricket body’s administration. Vigilance sleuths however counter it by saying, “Forging a government document or providing false information with a purpose of cheating is reason enough for us to step in.”

HPCA secretary Vishal Marwaha said, “It is apolitically motivated move. All the documents are there to see. We have nothing to hide.” On being asked how a rank outsider can manage a place in the state team without the connivance of district unit officials, he said, “We have no mechanism to verify the authenticity of the certificates. If a player has forged a certificate he is responsible for his actions.”
