Besides, the Forum imposed a fine of Rs 3,000 on the parties at fault.

Five booked for thrashing man in Paras Ram Nagar

The police has booked five persons for thrashing a resident of Paras Ram Nagar. Complainant Gurpreet Singh said Gurmohan Singh, Jagmohan Singh, Harkamal, Gurcharan and Manpreet Singh, all residents of Parasram Nagar, encircled him without any provocation and attacked him with sticks and batons.

Embezzlement of wheat by a government ration depot holder has come to the fore in Rampura. The accused depot holder used to siphon off the wheat meant for poor. A flour mill owner has been arrested in the case while the accused depot holder is at large.

The incident came to light a few days ago when some beneficiaries of the subsidised wheat told the police that the depot holder, Birbal Das, was not issuing them foodgrains.

The police said the reason behind not issuing wheat to the poor was investigated. On a secret information, the Rampura City police arrested the owner of the Singla Flour Mills, Rampura, Rajesh Kumar, who allegedly purchased the wheat meant for poor.

As many as 40 bags of wheat meant for poor were recovered from his flour mill.

A case under Sections 420 and 120-B of the Indian Penal Code (IPC) and Section 7 of the Essential Commodities Act has been registered against Rajesh Kumar and Birbal Das. Both the accused are residents of Rampura.

The investigating officer-cum-complainant in the case, Sub-Inspector Gurdeep Singh of the City police station, said the matter was brought into the notice of the police by some beneficiaries of the subsidised wheat, who complained that they always failed to get wheat on time and suspected that the depot holder sells the same in the open market at a high price.

He said the accused depot holder was supposed to sell the wheat at Rs 850 per quintal to the poor but he was selling the same to the mill owner for Rs 1,300 per quintal.

The police said efforts were on to nab Birbal Das, who is at large.

Sources said unearthing of the illegal sale of wheat in Rampura city was just the tip of the iceberg and there could be many more persons involved in the illegal trade. They would be brought to book after completion of the investigation.

  • The incident came to light a few days ago when some beneficiaries of the subsidised wheat told the police that the depot holder, Birbal Das, was not issuing them foodgrains.
  • The police investigated and arrested Rajesh Kumar, the owner of the Singla Flour Mills, Rampura.
  • The police said the accused depot holder was supposed to sell the wheat at ~850 per quintal to the poor but he was selling the same to the mill owner for ~1,300 per quintal.
  • A case under Sections 420 and 120-B of the IPC and Section 7 of the Essential Commodities Act has been registered against Rajesh Kumar and Birbal Das. Both the accused are residents of Rampura.

Five ‘108’ ambulances stay off road in district

The district police has been asked to provide security to the '108' ambulance service following unrest among its workers that led to a clash at the headquarters of the service in Amritsar today.

The employees of the service went on an indefinite strike on Sunday demanding reinstatement of the employees who have been placed under suspension. Of the 12 ambulances serving the district, five remained off road till around 3:30 pm.

In view of the volatile situation, the state government has asked the police to provide security cover to all the ambulances tomorrow.

The ambulances that remained off road included one each running in Bathinda I and Bathinda II sections, Rampura, Bhucho Mandi, Sangat Mandi and Talwandi Sabo.

Employees of these ambulances refused to work till around 3:30 pm. Only after the union had held a meeting with the officials of the service at Amritsar, the ambulances resumed the service.

Sources said the problem had been long brewing in the organisation, as the employees had been demanding pay parity for working 12 hours a day and preventive vaccination of the employees aboard the ambulances among other things.

Forum directs mobile company to compensate customer for faulty handset

Observing a gross deficiency on the part of the Hindtel Communications on the Bibiwala Road here and the Nokia India Private Limited, New Delhi, the District Consumer Disputes Redressal Forum has directed them to refund an amount of Rs 6,300 to a customer, who had lodged a complaint against them for selling him a faulty handset and not redressing his complaint even as the handset was under warranty period. Besides, the Forum imposed a fine of Rs 3,000 on the parties at fault.

A Nai Basti resident, 19-year-old Manjeet Jindal, complained that he had purchased a mobile set from the Goyal Communications on the Amrik Singh Road here by paying Rs 6,300. The seller had assured a one-year warranty on the mobile set and that repairs would be conducted for free if it developed any any fault during the warranty period.

However, the mobile phone developed a fault in just two days of its purchase. There were problems in the ringing tone and outgoing voice. It also hanged frequently.

Manjeet approached the seller and apprised him of the problems he had been facing while using the handset. He asked him to repair the fault. However, the seller told him to approach the mobile service centre, the Hindtel Communications on the Bibiwala Road here. The centre did repair the handset but the complainant experienced similar problems afterwards. The mobile phone was once again handed over to the centre and it remained lying there for days. Repeated requests by the complainant went unheeded.

Ex-parte proceedings were taken against the opposite parties as they failed to appear before the Forum despite summons were served to them through the registered post. The Forum observed that since the opposite parties did not appear in the court, it implied that they do not want to take the responsibility of the product sold by them. It also showed that the opposite parties admitted that the said mobile handset was faulty.

The handset is in the custody of the service centre and has not been returned to its owner after conducting repairs till date.

The Forum accepted the complaint with Rs 3,000 as the cost and compensation. The Hindtel Communications and the Nokia India Private Limited have been directed to refund Rs 6,300 to the complainant.

The Forum directed the opposite parties to comply with the order within 45 days from the date of receipt of a copy of the order. In case of non-compliance, the cost of the cell phone would draw interest at the rate of 9 per cent per annum till its realisation.

The complainant’s counsel, Hanish Bansal, said after the decision of the Forum, they moved an application for implementation of orders and his client had got Rs 6,300 along with Rs 3,000 as litigation expenses. 

Tale of woes

  • A Nai Basti resident, Manjeet Jindal, had purchased a mobile set from the Goyal Communications on the Amrik Singh Road here for ~6,300. The seller assured warranty on the handset for a period of one year.
  • However, the mobile phone developed faults in two days of its purchase. Repeated efforts to get it repaired from the mobile service centre, the Hindtel Communications on the Bibiwala Road here, proved futile.

No immediate relief seems to be in place for the commuters, who have been put to discomfort owing to the closure of the railway under bridge (RUB) on the on the Bathinda-Mansa road near the transit campus of the Central University of Punjab (CUP).

The district administration has decided to get a culvert constructed in the Industrial Growth Centre for smooth flow of traffic on the Mansa road, which has got disrupted after retaining wall of the RUB had collapsed following incessant rain some days ago.

Bathinda Deputy Commissioner Kamal Kishore Yadav said the culvert would enable traffic to enter and exit the city thereby helping commuters to avoid the long route via Jodhpur Romana village, which they had been following so far.

The culvert will connect the Industrial Growth Centre with the area between private townships the Sheesh Mahal and the Ganpati Enclave. The PWD (B&R) will construct the culvert over a period of 10 days that will run over the Sirhind minor and a sludge carrier of the sewage treatment plant (STP) of the Municipal Corporation, Bathinda (MCB).

The Deputy Commissioner added that the 23-foot-wide culvert would enable flow of traffic from both the sides. The budgetary nuances of the structure will be finalised on Tuesday.

Work is also going on to open the passage from the Phus Mandi side for heavy vehicular traffic.

Meanwhile, the district administration is yet to get any communiqué from the office of the Divisional Railway Manager (DRM), Delhi division, under whose purview the railway crossing on the Mansa road lies. The administration had requested the DRM to open the old railway crossing for light vehicles.

The work on dismantling the affected retaining wall of the railway under bridge has been completed.

The Deputy Commissioner and other officials of the district administration visited the spot today.

Yadav added that the Punjab Engineering College (PEC), Chandigarh, would submit its design by tomorrow and work would soon be started on re-constructing the affected portion.

Meanwhile, a former chief engineer of the department of irrigation, Dr GS Dhillon, expressed concern over suspension of four officials of the PWD following the collapse of the wall of the RUB. He said the main structure had been built by the Railways that did not leave enough space for rainwater to ebb out. “The government could have sought explanation from the officials before placing them under suspension. Now instead of taking three months to file a chargesheet, it should expedite the matter so that the suspended officials could resume their services if found innocent.”

Government computer teachers are gearing up to face yet another burden of non-academic work involving data feeding for the scholarships awarded to schoolchildren under various schemes.

A workshop for the same was conducted at the Ambedkar Bhawan wherein school principals and computer teachers participated. The participants were being given training on how to file online scholarship forms.

One of the teachers said either the government should recruit separate workforce for the data entry purposes or rename their posts as computer teacher-cum-data entry operator. It should also revise their salaries.

“More than 70 per cent of our work comprises uploading data for one purpose or another. The computer education in the government schools is affected as one teacher is occupied in punching data, while the others can take only theoretical classes,” said Computer Teachers Union (CTU) president Balkaran Singh.

There are around 400 computer teachers in the high and senior secondary schools. Besides working at the designated schools, these teachers are also supposed to visit the nearby middle schools at least twice a week. “We have come to know that the department now wants us to visit middle schools at least thrice a week, orders for which will be passed soon,” said a teacher.

Besides this, the computer labs in the schools does not have proper infrastructure and students regularly face problems of weak or overcrowded server.

MULTI-TASKING

  • Besides working at the designated schools, computer teachers are supposed to visit the nearby middle schools at least twice a week.

Advisory panel member apprises BSNL manager of consumers’ woes

BSNL district advisory committee member OP Sharma today met BSNL general manager Amit Gupta and apprised him of the problems being faced by consumers.

In a press statement issued here today, Sharma said landline users in villages were facing networking problems, especially during the winter and rainy season.

“Even today, BSNL is the main telecommunication provider in villages. Villagers often peeved at their complaints not being addressed on time or the faults being rectified after long duration,” he said.

The consumers who have subscribed internet facility on their landline phones are the most affected.

GM Amit Gupta, during the meeting, said efforts would be made to solve problems of the consumers.

He said while conducting developmental works such as laying sewer or water connections the underground cables got damaged, which led to the problem.

Gupta said the department was facing staff crunch as it had not carried any recruitment in the past few years.

He asserted OP Sharma of providing earliest relief to the affected consumers.

Recruitment drive: IT firm selects nine BFGI students

Data 64 Techno Solutions, an IT company, has selected nine students from the Baba Farid Group of Institutions (BFGI) in a recruitment drive.

In a press statement issued here, chairman BFGI Gurmeet Singh Dhaliwal said vice president Rahul Mishra, experts Vivek and Ashle Eates conducted the recruitment drive.

He said the students selected as data forensic analyst were being given a package of Rs 10 lakh per annum.

In the selection process, a team of company officials conducted a group discussion, personal interview and final interview of the candidates.

The selected students are Ramneet Kaur, Navjot Butter and Ankit Sharma (as data forensic analyst), Amandeep Kaur, Ramandeep Kaur, Sukhjeet Kaur and Abhishek Malhotra (as data evidence analyst), Shaifali Monga and Neha Garg (as management trainee).

Heatwave claims youth’s life

A youth, identified as Lekhraj, today died at the Civil Hospital after suffering from a heat stroke. Volunteers of the Sahara Jan Sewa, an NGO, admitted him to the hospital. The Government Railway Police handed over the body to his family after conducting the post-mortem examination.

International drug abuse day tomorrow

The Health Department will observe International Day Against Drug Abuse and Illicit Trafficking on June 26 at the de-addiction centre, Civil Hospital.

“At the block level, the day will be observed at the respective community health centres,” said civil surgeon Ajay Sahni.

NGO helps woman to reunite with family

An 80-year-old woman was reunited with her family members by volunteers of Sahara Jan Sewa, an NGO. The volunteers were taking care of the elderly woman, who failed to inform them any details about her family, for the past six days.

The volunteers used their sources to ascertain her family details and send her to her brother’s place in Sanguana Basti.

Her family members expressed their gratitude to the NGO for its help.

NGOs to start collecting relief for Uttarakhand victims

The local non-governmental organisations (NGOs) have started collecting relief for the victims of flash floods in Uttarakhand.

A former municipal councillor, Vijay Kumar, president of the Paras Ram Nagar Sangharsh Committee, will flag off a truck of ration along with 21 volunteers to the hill state on Tuesday night. Vijay said he spoke to the officials in the office of the deputy commissioner, Dehradun, seeking permission to put up langar (free food) in the affected areas. “We are also sending a cook, in case we are allowed to hold langar. In case we are denied the permission, the ration will be distributed to the victims. Our volunteers will lend every possible help to them,” he said.

He added that emphasis was being laid on providing liquid such as water and beverages which are being sold at astronomical prices in the flood-hit areas.

The Laughing Club has been making collections at the Rose Garden here.

Meanwhile, office-bearers of the Bathinda Association of NGOs (BANGO) met the Deputy Commissioner, Kamal Kishore Yadav, today expressing willingness to adopt one affected village of Uttarakhand. The villagers will be provided with daily necessities and 50 volunteers of the BANGO will also be sent there.

The BANGO has opened around 30 collection centers in the city wherein people can donate ration, medicines and clothes. The collected material would be sent to the affected people in Uttarakhand.

The chief coordinator of the BANGO, Ramneek Walia, has asked the donors to duly collect the acknowledgements of the ration and cash donated. The BANGO is preparing to send a batch of medicines worth Rs 3 lakh.

Five booked for thrashing man in Paras Ram Nagar

The police has booked five persons for thrashing a resident of Paras Ram Nagar. Complainant Gurpreet Singh said Gurmohan Singh, Jagmohan Singh, Harkamal, Gurcharan and Manpreet Singh, all residents of Parasram Nagar, encircled him without any provocation and attacked him with sticks and batons. He said he received serious injuries and was rushed to the Civil Hospital by his friends and relatives. A case under Sections 341, 506, 148 and 149 of the Indian Penal Code (IPC) was registered against the accused at the Canal Colony police station. They were arrested by the police, but later released on bail.

Five arrested for gambling

The police has arrested five persons, Bharat Bhushan, Jatinder Kumar, Rinku Paswan, Jatinder Das and Raman Kumar, all residents of Tibba Basti, for gambling. An amount of Rs 2,500 was recovered from their possession. The police said the accused were gambling near the Gurukul Road. They were later released on bail. A case under Sections 13, 3, 67 of the Gambling Act has been registered against them at the Canal Colony Police Station.

Tractor driver held for creating ruckus

A tractor driver was arrested by the police for creating a ruckus on a road and blocking the traffic. The accused driver was identified as Wazir Singh, a resident of Barnala. The police has registered a case against him under Sections 283 of the Indian Penal Code and 207 of the Motor Vehicle Act at the Thermal Police Station.
