16 injured in bomb blast near BJP office in Bangalore

Bangalore: In a terror strike, at least 16 persons, including 11 policemen, were injured today in a bomb blast apparently targeting the Karnataka BJP city office buzzing with activity ahead of the May 5 Assembly poll.

The "incendiary bomb" planted in a motorbike parked between a van and a car went off around 10.30 am, causing injuries to policemen on security duty as part of the bandobast arrangements for the polls.

Five civilians, including three women, were also injured in the blast, which was described as a "clear act of terror" by Deputy Chief Minister and Home Minister R Ashok, saying it was targeted at the party workers and its leaders.

"It is a very clear act of terror... It is targeted at the BJP, our senior leaders and workers", Ashoka said. "100 per cent, it is targeted at BJP workers".

He said the injured persons were "out of danger." The window panes of some buildings were shattered under the impact of the blast with a loud noise heard a long distance away, according to police and eyewitnesses.

He said since it was the election time, party leaders and thousands of workers visit the party office "Jagannath Bhavan".

Ashoka said only an investigation would reveal the terror group involved and added that the state government was in constant touch with the Centre. Significantly, he said the blast had occurred on April 17, the same date when blasts near the Chinnaswamy Stadium in 2010 had left several persons injured.

State DGP Lalrokhuma Pachau said, "Nobody is critically injured. All are being treated at hospital." A National Investigative Agency team has arrived here, he said.

"As of now, we do not know what is the material of the bomb blast. We will know after examination," he said.

The BJP office is overflowing with party workers since the past few weeks with state and national leaders frequenting it. Today is the last date for filing of nominations and more rush was expected.

City Police Commissioner Raghavendra Auradkar, citing preliminary investigation, said, "It is an explosion", adding a motorbike with an "incendiary bomb" was used.

The state BJP said the police had confirmed that the bomb was placed in the bike bearing Tamil Nadu registration number.

It said it had happened when the party state president, Chief Minister and national leaders could have been present considering the Assembly polls.

Describing the dastardly blast as an attempt to weaken the party's morale, BJP said that its workers need not fear or be cowed down by it.

According to them, police personnel were injured as they rushed out of their vehicle parked nearby the party office on seeing the vehicles going up in flames.

Two of the injured were college students who were returning home after tuition, Shivamurthy, an eye witness, said, adding BJP workers shifted some injured to hospital. — PTIBack

Actor Sanjay Dutt gets four more weeks to surrender

NEW DELHI: A day before the deadline for his surrender ended, Bollywood actor Sanjay Dutt on Wednesday got partial relief from the Supreme Court which granted him four weeks time on "humanitarian" grounds to surrender before jail authorities to undergo 42 months remaining sentence in the 1993 Mumbai blasts case.

Dutt, 53, had sought six months time to surrender to complete his seven movies in which producers have invested over Rs 278 crore.

The apex court accepted the plea of humanitarian grounds raised by him for extending the time for surrender which was to expire tomorrow but made it clear that no further extension will be granted to him.

"Considering the peculiar facts and circumstances of the case and reasons stated in the petition, we are not inclined to extend the time by six months. However, we extend the time by four weeks from tomorrow. It is made clear that no further extension will be granted," a Bench comprising justices P Sathasivam and B S Chauhan said.

The Bench also noted in its order that senior advocate Harish Salve, appearing for Dutt, has agreed to the same that no further extension will be sought.

At the outset, Salve said the plea by Dutt is only on grounds of mercy and not on any Constitutional rights.

No sooner had Salve commenced his submission, the Bench said, "You cannot say your client was unaware of the judgement of the designated court in 2007."

The court said the main reason cited in the petition for extension of time is that Rs 278 crore has been invested by producers in seven movies starring Dutt. However, it asked Salve, "Are they not aware that in 2007 a judgement was declared".

Salve said that a little extension of time to Dutt to surrender would help him to wind up his commitments.

"It happens in life" was how Salve described the entire episode.

When the court wanted to know from him what according to him would be a reasonable time to surrender, he said "a little more than eight weeks could be considered purely on humanitarian grounds and mercy".

However, CBI counsel and Additional Solicitor General Haren Raval said he has "written instructions to oppose" Dutt's plea.

"The present application seeks review of your judgement. It is not a right approach," the ASG submitted.

However, the Bench said "we can extend the time for his surrender".

At this, Raval informed the court about the order passed on Tuesday by a Bench headed by Chief Justice Altamas Kabir dismissing the petitions of three convicts who had contended that till the mercy pleas filed on their behalf are decided by the President, they should be given time to surrender.

Salve said in those petitions, legal grounds concerning Article 21 of the Constitution relating to fundamental right to life and liberty were raised.

Raval said that in those petitions, grounds of age, ill health, among others, were taken and rejected by the court.

"Here (Dutt's plea) its a commercial ground," Raval said.

However, the bench said it cannot allow same rule in all cases and that it depends on case to case basis.

"Here they (Dutt and his lawyer) are only pressing on grounds of mercy," the bench said.

The ASG further argued that allowing Dutt's plea will open flood gates and it would be akin to modification of the March 21 judgement.

The bench, however, did not agree with his submission and said, "It is not a modification and we are only extending the time".

Raval replied in the affirmative when the bench asked him "does the present application attract modification".

The Bench told him that CBI should not have any apprehension against Dutt as it was not going to grant anything longer than four weeks extension for his surrender.

"We should not exceed the 'laxman rekha' of four weeks," the Bench said.

It also reminded the CBI that the agency did not challenge Dutt's acquittal in the case under the stringent anti-terror law TADA, but preferred many appeals against other accused.

"We are saying it in a lighter vein, you have not challenged his (Dutt's) acquittal under TADA when you filed many appeals in other cases. In many appeals filed by the CBI, we extended the sentence," the Bench said.

Meanwhile, the apex court's order granting partial relief to Dutt was not welcomed by the counsel for the three other convicts, in the 1993 Mumbai blasts case, who had also sought extension of time to surrender.

Farhana Shah, counsel for Zaibunnisa Anwar Kazi (70), Issaq Mohd Hajwane (76) and Shariff Abdul Gafoor Parker (88), alias Dadabhai, said, "It is nice that Dutt has got the relief. Definitely it is sad and disgusting that their (the three convicts) plea (for more time to surrender) on medical grounds was not considered and discrimination prevails everywhere."

"I am very upset. Poor people who really deserve some relief on medical grounds, their plea was not considered. Their condition is so bad that they can't even come on their own and they are aged," she said.

Janata Party president Subramanian Swamy said he was also not happy with today's order. "The judges have shown extra-ordinary consideration for this person (Dutt). He has shown himself to be a weak person who cannot keep his word."

Swamy also said, "Dutt did exactly the opposite of what he had earlier said, that he would surrender on time. I hope that this is the last and final time (that extension is granted), otherwise there will be decline in respect which people have for the Supreme Court."

"This is a ridiculous argument that he has previous commitments and has to complete his movies," he said.

Dutt, who was directed by the apex court on March 21 to surrender by April 18, has already spent 18 months in jail in connection with the case.

The apex court had on March 21 upheld his conviction in the 1993 Mumbai serial blasts case which it said was organised by underworld don Dawood Ibrahim and others with involvement of Pakistan's ISI.

However, the apex court had reduced to five years the six year jail term awarded to him by a designated TADA court in 2006, ruling out his release on probation because the "nature" of his offence was "serious".

Dutt, the son of famous Bollywood couple Sunil Dutt and Nargis, was convicted by the TADA court for illegal possession a 9 mm Pistol and a AK-56 rifle which was part of the consignment of weapons and explosives brought to India for the coordinated serial blasts that killed 257 people and injured over 700. — PTIBack

After JD(U), Shiv Sena wants BJP to name PM candidate

MUMBAI: Shiv Sena on Wednesday asked the BJP leadership to clear its stand on the issue of its prime ministerial candidate and demanded that a meeting of the NDA be convened soon.

The BJP ally, however, gave a clean chit to Modi over the Gujarat riots, but said that by declaring someone's candidature, allies, who have been with BJP faithfully for so many years will go away, which will result in a loss of some seats.

Asking the BJP leadership to clear its stand on the prime ministerial candidate, an editorial in party mouthpiece Saamna said, "There is a lot of confusion...there are several wannabes.

"There are squabbles within the NDA on the PM candidate issue. Rajnath Singh, LK Advani and Sushma Swaraj should comment on this and the confusion should be cleared by convening a meeting of the NDA at the earliest," the Sena said.

On Modi, the editorial said Godhra riots was a reaction to the burning of the Sabarmati Express.

"Had even Keshubhai Patel or Shankarsinh Vaghela been in Modi's place, then also the reaction would have been the same," it said.

On Modi's name figuring as the BJP's PM candidate, it said the final call would be taken by the NDA.

In a veiled reference to Modi and JD(U), the party said, by declaring someone's candidature, there may be an increase of 5 to 10 seats, but allies, who have been with BJP faithfully for so many years will go away, which will result in a loss of some seats.

The Sena's views come after Bihar chief minister Nitish Kumar indicated his opposition on projecting Modi as BJP's Prime Ministerial candidate.

JD(U) has said that BJP should declare its prime ministerial candidate having "secular credibility beyond doubt" for the next general elections. — PTIBack

MP: BJP minister resigns over 'sexist remarks'

BHOPAL: Madhya Pradesh Tribal Welfare Minister Vijay Shah, who courted a major controversy over his alleged 'sexist remarks', on Wednesday tendered his resignation.

"Shah submitted his resignation to Chief Minister Shivraj Singh Chouhan on Wednesday, which was then forwarded to Governor Ram Naresh Yadav, who accepted it," sources close to Chouhan said.

Shah courted a major controversy over his alleged 'sexist' remarks. He had allegedly also made a passing reference to Sadhna Singh, wife of Chief Minister Shivraj Singh Chouhan, during a speech in Jhabua.

Following this, Shah was summoned by state BJP president Narendra Singh Tomar to his residence late last night to clarify his position on the matter.

"Though Shah explained the circumstances in which he gave the speech, it did not go down well with the BJP leadership and he was eventually asked to quit," the sources said.

The BJP leadership was not happy with the minister's remark as it gave an issue to the Opposition Congress against the ruling party which has questioned Chouhan's credentials on the issue.

The Congress had held statewide protests on the issue on Tuesday, with the state Congress president Kantilal Bhuria and the Leader of Opposition Ajay Singh slamming Chouhan for his "silence" on the issue for two-days.

Bhopal unit of Congress, led by party's media department chairman, Manak Agrawal, had taken placards stating 'Sadhna ke samman mein, Congress maidan mein' (for protecting honour of Sadhna, Congress on the streets) to embarrass the BJP leadership on the issue. — PTIBack

40 killed, 300 injured in Pakistan quake, says official

Islamabad: At least 40 persons were killed and over 300 injured in a powerful earthquake that rattled Pakistan Tuesday, an official with National Disaster Management Authority (NDMA) told Xinhua on Wednesday.

Irshad Bhatti, spokesman of NDMA, said all the causalities took place in Mashkel area of Washuk district in the country's southwestern province of Balochistan.

"The rescue teams have confirmed that 40 persons have been killed and over 300 others injured and it is possible that the number of causalities could further rise as many people are still buried under debris," said Bhatti.

Bhatti said that the Military Operations Directorate of the Pakistan Army is leading the rescue work and it has already sent the 62 Wing of Frontier Corps Balochistan and army troops along with teams of doctors and paramedical staff to the earthquake hit areas of Mashkel.

Army teams also airlifted by helicopters food items, tents and medicine to the quake-hit areas.

Talking about the difficulties in the rescue operation, the NDMA spokesman said that the scattered population pockets in the hit areas were affecting the disaster estimates and rescue operations.

NDMA authorities had already sent a request to the Pakistan Space and Upper Atmosphere Research Commission (SUPARCO) to get the imagery of the affected area to speed up the rescue operations.

According to the Pakistan Meteorological Office, an earthquake measuring 7.9 magnitude on the Richter scale hit southern and southwestern parts of the country Tuesday afternoon with its epicenter located at a depth of 76 km in Iran's mountainous area of Khash near Pakistan border.

Inter Services Public Relations (ISPR), Pakistani army's spokesman, told media that two helicopters were taking part in the operation and had already lifted several injured from the affected areas and shifted them to the hospitals in the Washuk, Khuzdar and Quetta districts of the province.

Media reported that over 1,000 houses in the earthquake-hit areas which are home to over 35,000 people, were destroyed in the earthquake. — IANS
