Suicide abetment case against Inspector, 2 lensmen

Chandigarh, September 6
The office of the Principal Secretary (Home) today asked the Jalandhar Commissioner of Police to register an FIR against Inspector Balwinder Kaur and photojournalists Brijesh Kumar and Ravi under Section 306 of IPC for abetment of suicide of Shivali, a teenage girl, on August 30.

Following alleged harassment at the hands of Inspector Balwinder Kaur and camerapersons, Shivali jumped before a moving train on Domoria Bridge on that fateful day. She was stopped while in the company of her friend near a police ‘naka’.

The ‘naka’ had been set up to prevent incidents of eve-teasing. The photojournalists on the spot started clicking pictures. The arguments with Inspector Balwinder Kaur took an ugly turn. Shivali asked the photojournalists to stop clicking her pictures, to which they allegedly paid no heed, and kept clicking more pictures. The accompanying boy, along with the girl, left the spot and later, she allegedly committed suicide, jumping in front of a moving train.

The inquiry submitted by the Department of Home Affairs and Justice said Shivali committed suicide owing to harassment by the woman Inspector in presence of mediapersons.

A strongly worded report said, “The child committed suicide because of her belief that there was no way to prevent her pictures from being published the next day. According to the inquiry, the police and media have to share the blame. The inquiry holds that if a little compassion and understanding had been shown by either of them, the young girl may have been alive.”

Arrests today

Jalandhar: Gaurav Yadav, Commissioner, Jalandhar police, said that all the suspects will be arrested by tomorrow. He added that he had sent a copy of the government order (registration of a case of abetment to suicide against the erring cop and two photojournalists) to the AIG, Railway Police, for compliance. As the incident had occurred on a railway track, the FIR would be registered against the suspects at the Railway police station, he added. — TNS
