Khap leaders agitating for reservation under the OBC quota today announced that they would go for a “decisive battle” as talks between Haryana Chief Minister BS Hooda and representatives of leaders of Sarva Khap Jat Pratinidhi Panchayat broke down here tonight.

Both the government and Sarva Khap Jat Pratinidhi Panchayat leaders, representing over 95 khaps, dug in their heels during the one-hour meeting. Khap leaders wanted a firm assurance from the CM that the backward classes commission report for inclusion or exclusion of OBCs would be implemented immediately upon submission.

The CM was non-committal and the talks broke down, said spokesman Sube Singh.

The khap leaders were apprehensive that the government might send the report to the Centre for approval to buy more time and said that they would not brook any further delay in implementation of reservation for Jats in jobs under 27 per cent quota.

The CM assured them that the report of the Commission would be implemented but was not ready to accept the demand for its immediate implementation and giving a statement in the press, he added. At least three members of Khap Panchayat were convinced by the CM while the rest (23 members) announced that they would go for “decisive battle”.

The 26-member committee included, among others, Nafe Singh Nain (president) and Kuldeep Singh Dhanda (secretary).

Chief Minister Bhupinder Singh Hooda was joined by his Cabinet colleagues Randeep Singh Surjewala and Dharma Vir, while all 26 members of Khap Panchayat were present.

Khap leaders had given a three-day ultimatum to the government to accept the demand for reservation to Jats or face the agitation.
