SAD-BJP targets urban voters

The SAD-BJP combine has kick-started its effort to woo urban voters, with its president Sukhbir Singh Badal announcing an array of urban-centric packages. Deadlines have been fixed for starting work on ambitious projects-the Rs 8705-crore Ludhiana Metro and Rs 188-crore Amritsar Pod service.

Meanwhile, giving an impresseive multi-media presentation about proposed development projects, the Deputy Chief Minister today formally announced according of ‘Corporation status’ to big cities of Punjab: Moga, Phagwara and Pathankot at the Citizen Centric Urban Development Governance and Reforms Sammelan at Bath Castle here today.

Accompanied by Local Bodies’ Minister Tikshan Sud, the Deputy Chief Minister made a series of announcements which were clearly aimed at cornering urban votes in view of the forthcoming Assembly elections in Punjab.

“Urbanites did not see any development during the Congress regime and development in this sector is our priority.”

These announcements included approval of Municipal Corporation status for Moga, Phagwara and Pathankot, self-certification of building plan, change of land use (CLU) permission at MC level, extending of non-construction period of buildings up to 15 years, amnesty on interest for delayed payment of arrears of house tax, water supply and sewerage charges, issuance of single certificate for building completion and occupation and conveyance deed at allotment rate.

Talking about the 29-km-long proposed Ludhiana Metro project, Sukhbir said the metro would be launched by 2014 while, the Amritsar Pod project on the lines of Heathrow airport’s urban transportation system would be completed by March 2012.

What could affect the urban residents the most was an announcement pertaining to regularisation of all illegal water supply and sewerage connections of all houses upto 250 yards, from August 1 to October 31, 2011, at a nominal payment of Rs 500.

Similarly, all illegal water supply and sewerage connections of commercial establishments upto size of 125 square yards would be regularised on basis of a token payment of Rs 100.

Giving a major relief to the people, Badal said that owners of houses in unauthorised colonies would no longer have to get no-objection certificates from local bodies for getting power connections from Powercorp.

An exemption of tax on land and buildings in urban local bodies of widows, freedom fighters, gallantry award winners, ex-servicemen, physically challenged persons and citizens above 70 years for self use, rented property and commercial use has also been announced by Badal, who also said gaushalas in the state have been exempted from payment of building fee and house tax.

Badal said a number of services like building plans, revised building plans, completion certificates, occupancy certificates, NOCs, duplicate and re-allotment letters, conveyance deed, retransfer of property, water supply and sewerage connections would be covered under the Right To Service Act, to be implement from August 15 this year.

He said that all cities would get their 3.5 lakh light points converted into LED (Light-emitting diodes) lights within two months.

Others who were present included, the Punjab Speaker Nirmal Singh Kahlon, Punjab ministers-Janmeja Singh Sekhon, Hira Singh Gabria and Satpal Gosain, former ministers — Manoranjan Kalia, Master Mohan Lal, Gurdev Singh Badal, Jagdish Singh Garcha, Gobind Singh Kanjhla, Gobind Singh Longowal and Maheshinder Singh Grewal also participated in the function.
