HC stays quota for Gujjars
l Blockade of rail, road continues l Bainsla threatens to stop milk supply to Delhi 

Jaipur, December 22
In a setback to Gujjars, the Rajasthan High Court today stayed the operation of an Act granting five per cent reservation for them and directed the state government to undertake a data collection exercise to justify the quota for members of the community.

A Division Bench comprising Chief Justice Arun Mishra and Justice Mahesh Bhagwati asked the government to complete the quantifiable data collection exercise within a year to justify the quota for Gujjars under the Special Backward Class (SBC) category.

Disposing of a bunch of writ petitions challenging the 2008 Act, the court also stayed the provision of one per cent reservation given to Gujjars in the ongoing recruitment drive in government jobs.

Under the 2008 Act, Gujjars, Gadia Luhars, Raibaris, Banjaras and other castes were given five per cent quota under the SBC category, while 14 per cent was reserved for the Economically Backward Classes.

The Bench directed the state government to conduct a detailed and statistical study as ordered by the Supreme Court from time to time to justify the backwardness of Gujjars and other classes as well as their under-representation in state services and educational institutions.

Protecting the 2008 Act providing special quota for Gujjars and certain other classes, the Court, however, stayed its operation till the data collection exercise is completed.

The quota for various classes, including SCs, STs and OBCs, in the state touched 50 per cent when the government granted one per cent reservation to Gujjars in the ongoing recruitment drive under the 2008 Act.

Unhappy over the court's verdict, Gujjars intensified their agitation blocking rail and road traffic in various parts of the state.

Col Kirori Singh Bainsla (Retd), spearheading the Gujjars' stir, asked his men to block highways and occupy rail tracks across the state. He also threatened to stop supply of milk to Delhi.

“The government has cheated us by not presenting our side effectively in the court," said Bainsla.

Agitating Gujjars blocked Ajmer-Jaipur highway near Ghugra in Ajmer district and continued to squat on rail tracks in Bharatpur district, the police said. Gujjar leader Ramvir Singh Bidhuri said pressure would be mounted on the Union government for fulfilment of their demands. — PTI

Central forces rush to Rajasthan

Gujjar leader Col (retd) Kirori Singh Bainsla at a protest. — PTI New Delhi: The Home Ministry on Wednesday dispatched 1,500 personnel of central paramilitary forces to Rajasthan to assist the state government to deal with the situation arising out of the ongoing Gujjar agitation. The central forces will be deployed along with Rajasthan Police personnel to maintain law and order and foil any attempt by any one to disturb peace, sources said. Union Home Secretary Gopal K Pillai also spoke to Rajasthan Chief Secretary Salauddin Ahmed and discussed with him the prevailing situation. — PTI
