Equip youth with skills EVEN as the industry in Himachal Pradesh has attracted investment worth Rs 47,000 crore, the percentage of educated unemployed youth continues to be high in the state. Touching almost eight lakh, the figure is considered abysmally high for a small state like Himachal. The central industrial package announced in 2003 had raised hopes of the unemployed, but apart from providing limited avenues, it has failed to provide much relief to the youth. While investors blame it on the lack of employability owing to absence of appropriate vocational trades among the Himachali youth, the successive governments, too, have failed to introduce industry-oriented trades in its eight Industrial Training Institutes (ITIs) and recently started 21 private polytechnic institutes. Take the case of textile industry. Although there were almost 15 to 20 units, the state failed to introduce any textile-related trades. This led to an inherent shortage of workers in these units. According to an in-house survey conducted by a leading textile unit, only 24 per cent of the workers managed to sustain in the heat intensive textile industry, which often faced shortage of labour. Trades like textile fitters, whose number was almost 15 to 20 in a single unit, were not found in the state as there were no such vocational trade in its ITIs. Similarly, in engineering units, which worked as ancillary units for the big auto companies like TVS Motor, the crucial CNC operators to run automatic machines were not found here. Even other crucial trades like sheet metal operators were not found and had to be hired from Punjab. Though the state has managed to attract nearly 350 pharmaceutical units, no vocational trade to cater to their needs has been introduced till now. This has led the investors to open a vocational training institute on their own at Baddi, where crucial trades are now being taught for ready placements. Since the technical aspect, including machine engineering, was not included in any course curriculum of any industrial training institutes in the state, they failed to get adequate operators. While these operators comprised nearly one-third of the total strength of a pharmaceutical unit, their unavailability in the state created problems for the entrepreneurs. With the mandatory clause of providing 70 per cent employment to the locals being binding on the investors, it was not possible to employ such a large number of technicians from other states. They would be granted a six to nine months training and they would be readily absorbed by the industrial units as the trades were much in demand. It is worth mentioning that though successive governments had been talking about introducing industry-specific trades in its industrial training institutes after the central industrial package of 2003, yet little had been done despite a lapse of almost seven years. Figures available from the industries department prove that as against 12,802 registered units, barely 6,151 units came into production till March-end this year. Similarly, the number of employed youth, which was around 80,000, was a mere 17.46 per cent of the proposed employment of 4.58 lakh and one could gauge the gap between the demand and supply. A senior HR executive of a leading auto unit while lamenting the paucity of employable ITI-trained youth said instead of introducing crucial trades in the ITIs, it was beyond comprehension as to why obsolete trades were still continued to be taught when they failed to get adequate employment. Though some ITIs had been upgraded as centres of excellence, they failed to fulfil the requirements of the industry and thus, creating a huge gap between the demand and supply. Today, the need of the hour is to assess the needs of the industry and introduce such trades which could provide ready employment to the state’s youth. Since job avenues are limited in the public sector, it is time to equip the youth with skills which could enhance their employability and fetch them gainful employment.

Bridging the divide I would be willing to stake a great deal on the veracity of the statement that more than a fair amount of Indian students look to foreign shores when it comes to higher education. While engineering, medicine and Civil Services are fairly straightforward streams, with a clear-cut path to follow and a solid college system in place, the same cannot be said of the humanities or commerce streams. Not only are we looked down upon in a country, where the ancient, outdated cry of “Mera beta engineer” or “Meri beti doctor” still rules the roost, but also the lack of a planned liberal arts education is a harsh reality. Though the lines of this contemptible stream divide are not nearly as visible in the upper middle class echelons of society, they are there. Subtly seen in the pseudo encouraging voices spewing forth comments like “Oh, it’s alright. Commerce isn’t a bad stream!” It is a widely held—no matter how ludicrous—belief that humanities or even commerce stream students are the one who couldn’t “make it” to the science stream. I wouldn’t go into the sundry details of what living and studying in such a morale shattering, mocking and repressive environment does to a students’ psyche. We may have lost the country’s best writers, artists, filmmakers, designers, musicians to a society which has not learnt to appreciate their value. A system, where someone not good at maths is mocked for being a dimwit and being good at English or social sciences is considered “no biggie”, paints a very poor picture of Indian education. That not a single Indian humanities or commerce university was featured in the THES 2009 list of world’s top 200 universities should make this truth self-evident, without my having to elaborate further. Even in the so-called top arts colleges of the country, subject choices are limited. It’s either English Honours or Economics or some such thing. Has anyone even heard of double honours or interdisciplinary subject combos? This strange apathy shows how deeply flawed our education system is. I think that the more options we are given at the undergraduate level to study myriad subjects till we can truly discover our interests, passion and skills, the less surly, consciously incompetent, dissatisfied workers there will be at a later stage. If India wants to become a global superpower, it has to initiate a holistic development scheme. It has to care for all of its youth, with their varied skills and talents. If we want to stop the humongous outflow of money and more importantly, the bright youth of the country, we need to give them what they need here, in India itself. Therefore, our education system needs to open up, look around and start integrating with global methods to give birth to what could possibly be the best system of education in the world. We have the ability; we need the initiative. HRD Minister Kapil Sibal already is a ray of hope for us. If he can bring about this change, he would go down in history as a hero for Arts students. Then again, what do I know? I am just a 17-year-old who is avoiding her maths homework by writing this article to give vent to the feelings accumulated over long years of high school. Meanwhile, I heard of this great liberal arts program in the US! What? Did anyone utter the words “brain drain”?

Campus Notes A four-member delegation of Agricultural University, Jorhat (Assam), visited Haryana Agricultural University to study the extension education set up and rural developmental programmes run by the university. The members of the delegation interacted with the faculty and also visited the nearby Syaharwa village, where they interchanged views with progressive farmers on commercial farming and milching animals. The delegation led by Pardeep Hazarika, Member, Assam Legislative Assembly comprised Vishnu Narzari, Koseshwar Kachari, both Members of Board of Management of Assam Agricultural University, and Prof. Vivekanand Sainkia. Pardeep Hazarika lauded the pioneering research and extension programmes of the university.
Ph.D students win nutrition quiz
Ph.D students of the College of Home Science won a nutrition quiz organised by the college. M.Sc students bagged the second spot. The quiz was organised by the Department of Foods & Nutrition of the college. Students of B.Sc, M.Sc, Ph.D and PG Diploma in Nutrition and Dietetics participated in the contest. Asha Kwatra, head of the department, said a slew of programmes were organised to enlighten rural women and schoolchildren about importance of nutrition. She said at Arya Nagar, women were given demonstrations on preparing nutritious recipes. Likewise, the children of Government School situated on the university campus were told about the importance of balanced diet and healthy eating habits.
Induction training course
A month-long "Induction Training Course" was organised for the newly recruited agricultural scientists at Haryana Agricultural University. Organised by the Academy of Agricultural Research & Education Management (AAREM) of the Directorate of Human Resource Management (HRM), the training course was attended by 30 scientists from all over agricultural universities. Vice-Chancellor Dr K.S. Khokhar gave away certificates to the participants. Speaking on this occasion, he appealed the participants to put in their best by setting their priorities right by identifying issues threatening Indian agriculture and finding solutions to them.
